Report of The Town Manager
Board of Selectmen Randolph, Massachusetts
Gentlemen :
To render an accounting of municipal activities im- plemented by the Town Manager's Office during the year just passed so that the people can evaluate fairly the town's stewardship for the year and 7 months that town manager government has been in operation is indeed my honor and pleasure.
From the very day of my assuming office, May 23rd, 1955, the pace and increasing demand for services has necessitated that a 7 day work week schedule and a work day schedule of 15 to 16 hours daily be followed so that my office would not be buried by a multitude of diverse needs for services. Since I was sworn in I have taken only two days vacation. I mention these facts so that the public will fully appreciate that without a town manager the municipal government would have been completely snarled and unable to make any genuine progress in pro- viding the required services economically. The very fact that I have had to put in so much time and effort indicates how important it is to have a single responsible head in office with the powers that are conveyed by the excellent charter that was adopted by the deep thinking citizens of Randolph. The people of Randolph today are looked upon with envy by many communities because they are noting the accomplishments that are being made in our community. Almost every week visitors to my office re- quest that I come to their municipality to assist in creating a town manager government like that prevalent in Ran-

dolph. Therefore, it is with humility that I say many thanks to our people for placing in my hands such a fine instrument of municipal government as the Selectmen- Town Manager Charter so that their well-being be pro- vided in keeping with our democratic traditions.
Unmistakably, the $50,000 Road Program, the first of a ten year project, was one of the greatest accomplish- ments insofar as field operations were concerned. From this appropriation the town received approximately 5 miles of roadways. In addition, this same fund was used to finance all patching, construction of sidewalks in some locales because of drainage problems, insertion of drive- way aprons where required because of the increased eleva- tion of the road and makeup a deficit of approximately $700.00 for Chapter 90-Maintenance on Union Street. Cal- culating this in distance, the town received better than 8 miles of road work for an expenditure of $48,000. There remains a balance of $2,000 in this account which can be turned into the Excess & Deficiency Fund, if the people desire to do so. Without any hesitation this program should be continued. I very strongly urge that both Oak Street and Chestnut Street be done with Chapter 90 participation from the County and State and with town money as well. These two streets are a blight on the town.
Closely linked with the Road Program, is the remark- able progress made by the Town Engineer, Mr. Eugene J. Mulligan, in the many projects passed at the Annual Town Meeting in 1956. For the first itme in the history of the town, with the exception of two small projects, all articles providing funds for drainage, roads, and improvements of existing work were finished in the same year as the funds were made available. Of the two projects undone, one was to have been completed by a private contractor. The town spent in the vicinity of $3,500 for the services of a Town Engineer. What did it get in return? The very

first job that I assigned the Town Engineer to, namely the Sewerage Addition at the McNeil School, more than paid for his salary. Private contract estimates for this work, of which $5,200 was the lowest figure, was far beyond the $1,000 that the School Department had set aside for this work. The School Department was spending $50.00 every two weeks to have the cesspool pumped out. With the expenditure of less than $1,000 the Town Engineer com- pleted the work and there has been no trouble from the installation. Savings made were over $4,000. Use of all town labor, technicians and equipment compressed the costs considerably. Savings by judicious management, careful planning and increased productivity has left bal- ances in many of the special articles for drainage, con- struction and improvements besides accomplishing much more work than originally scheduled. Measuring in dol- lars the accomplishments made by the Town Engineer, many of which are unseen, and the savings that have been realized, a figure of $35,000 is not opportunistic. The creation of this office is easily vindicated especially when consideration is given to an expense account of only $250.00, lack of personnel to assist and lack of technical equipment.
Creation of a Maintenance Division in the Highway Department has borne large savings and economies. Pre- viously, the town was burdened with sizable bills for re- pairs to Fire Department equipment, Police vehicular facilities, Water Department equipment, School Depart- ment units and Highway Department equipment. It was my pleasure to appoint "Pete" Sarofeen last June 18th to become the one and only mechanic in the Maintenance Division. Funds were not available for this division except what could be scratched out of "Highway Expense" and thanks to the kindness of Mr. Sarofeen to provide his own personal tools so that a beginning could be made. Having a mechanic on the payroll has helped materially in in-

creasing productivity, making available equipment as quickly as possible for the next day's work by working late at night and realizing savings and economies that amount to over $12,000. Attaching dollars and cents values to the increase in production would list savings to over $20,000. From the expenditure of $688.00 for weld- ing equipment alone savings of several thousand dollars has been made. Mr. Sarofeen has mounted the welding unit so that it is now portable and can carry out services to all town facilities as it has been doing. The town could have owned a dozen of such welding units if the money spent for private welding services in the past was taken into account.
