Article 1. To see if the Town will vote to amend the Zoning By-Laws so that the following described area may be zoned for business: The land on West Street (relo- cated ( bounded and described as follows :


NORTHERLY on relocated West Street one hundred ninety one (191+) feet; WESTERLY by land now or formerly of James W. Connors about two hundred thiry- five feet, to a point in the stone wall which is the South- westerly corner of the plot; SOUTHEASTERLY by a stone wall on land now or formerly of Strickland about three hundred five (305+) feet, as petitioned for by William M. Arnold and others.

Article 2. To see if the town will vote to amend the zoning by-laws to include the following described area in the industrial zone. Three certain parcels of land situated in Randolph, Norfolk County, Massachusetts, shown as Parcels No. 1, No. 2, No. 3 on a certain plan entitled "Plan of land in Randolph, Mass.", owned by : Roger V. Sass, surveyed by : MacCarthy Engineering Serv- ice, Inc., dated March 5, 1958, recorded with Norfolk Deeds. Said parcel No. 1 contains 53,286 square feet, according to said plan. Said parcel No. 2 contains 28.76 acres, according to said plan. Said parcel No. 3 contains 6.65 acres, according to said plan. Reference may be made to said plan for a more particular description of said parcels No. 1, No. 2 and No. 3, as petitioned for by Roger V. Sass and others.


Article 2. VOTED : UNANIMOUSLY recommended by the Planning Board. UNANIMOUSLY passed.


Article 3. To see if the Town will vote to amend the Zoning By-Laws, changing the following area from Residential to Industrial. The parcel of land bounded Northerly on West St. 4521/2 ft. more or less, bounded Easterly on land now or formerly of Dickerman 262 ft.

Parcel 2. A triangular piece of land shown on said plan bounded and described as follows : NORTHERLY by land now or formerly of Ephraim Belcher, two hundred nineteen and 7/10 (219.7) feet more or less; SOUTH- EASTERLY by land of the New York, New Haven and Hartford R. R. Co., two hundred twenty-four and 65/100 (224.65) feet, more or less; SOUTHWESTERLY by No. Main St., one hundred sixty-two (162) feet more or less. Containing about 16,592 square feet of land, all as more particularly shown on said plan. To see if the Town will vote to take by eminent domain, for the installation, servicing and repair of water lines, an easement on the following unaccepted street or way so called, Rockerfeller Street, from Gould Street to its present existing end, and raise and appropri- ate (or transfer from available funds or take any other action relative thereto as petitioned for by Carolyn J. Menimon and others.


Article 7. VOTED : No action by Recommendation of Finance Committee.


Article 8. To see if the Town will vote to instruct the Board of Water Commissioners to instal a 6" water main with necessary gates and valves on Gould Street, from Morgan Street to Rockerfeller Street and raise and appropriate or transfer from available funds or take any other action relative thereto as petitioned for by Carolyn J. Menimon and others.

To see if the Town will vote to authorize the Selectmen to take by eminent domain, in accordance with a plan by the Town Engineer to be filed with the Town Clerk, drainage easements on the property of Ar- thur and Virginia Noseworthy at 50 Maple Street and to pay one dollar ($1.00) for the eastments, so taken from available funds, as petitioned for by the Town Manager and others.


Article 11. UNAIMOUS VOTE: That the Town au- thorize the Selectmen to take by eminent domain, in ac- cordance with a plan by the Town Engineer to be filed with the Town Clerk, drainage easements on the property of Arthur and Virginia Noseworthy at 50 Maple Street and to pay one dollar ($1.00) from Cost & Claim for the easements.

Summary-The proposed measure provides that every former public employee, other than a judge, who is pen- sioned or retired for disability, shall report to his retire- ment authority, annually, his earnings from gainful occu- pation during the preceding year; and that, if such earn- ings, plus the pension, exceed the regular compensation of the position formerly held, the pensioner shall refund that portion of his pension equal to such excess or the entire pension if such excess is greater than the pension. A refund, if required, shall not include any part of a pen- sion represented by salary deductions from or special pur- chase by the income received in or prior to 1958.
