To the Honorable Board of Selectmen :
This department takes pleasure in submitting to you a brief summary of services rendered to the veteran and his dependents.
1957 has been an unusuallly busy year, having de- veloped and processed 145 claims for veterans benefits under Chapter 115, will receive re-imbursements from the Commonwealth of Massachusetts of $23,500.
As Director of Veterans Services, developed and processed 585 claims for all types of benefits pertaining to the veteran and his dependents under Federal Laws, and many other services pertaining to the welfare of the veteran.

Report of Board of Public Welfare
The Honorable Board of Selectmen :
Randolph, Massachusetts.
In accordance with the General Laws of Massachu- setts, the administration, during 1957, of the four Cate- gories of Public Welfare, namely, Old Age Assistance, Aid to Dependent Children, Disability Assistance and General Relief, proved the busiest in recent years and demanded the utmost skill, application, and co-operation among the staff, Board members, and State Department personnel.
Major changes, effective during the second half of 1957, and mainly responsible for the resulting increased expenditures, consist of the following :
(1) Cost-of-living increase of 5.7%. Since 1947 the per cent increase in the maajority of the re- cipients' budgets for this item now totals 25.7%.
(2) Increased Nursing Home rates from $35.00 per week to a per diem rate of $5.75 ($40.25 per week.)
(3) Increased dental fees.
(4) Increased hospital and out-patient department fees. This varies according to the hospital and the out-patient department.
(5) Increased fuel allowance per individual bud- gets.

(6) Higher exemptions for legally liable relatives- sons and daughters. Where a child of a recipient of Old Age Assistance was required to con- tribute $30.00 per month towards his parents' support, the amount per month is now reduced.
In January, 1957 total case load (all categories) was 193. Old Age Assistance accounting for 163. Total ex- penditures for same was $17,291.00.
In December, 1957 total case load was 207, Old Age Assistance accounting for 167. Total expenditure for same was $22,386.00.
By case load and by expenditure, the category of Aid to Dependent Children during 1957 skyrocketed almost 100%.
Payroll and fiscal procedure and statistical report- ing were radically changed. Much credit goes to the two clerks in the local Welfare Office for keeping abreast of the many changes and that if they were less capable and efficient, the Town of Randolph may have lost large sums of state and federal reimbursements.
On June 1, 1957 Miss Eileen R. Moynihan, Brockton, Mass., joined the local staff as Social Worker in accord- ance with Civil Service regulations. She is a graduate of Stonehill College, North Easton, Mass. and fulfills her duties very capably.

Report of The Planning Board
The Planning Board submits herewith the annual report for the year 1957.
With regret the Board received the resignations of Mr. Lawrence DeCelle, Jr. and Mr. Edward Berry. Both of great assistance to the Board in its many problems. gentlemen carried on their work ably and well and were
The firm Shurcliff, Shurcliff and Merrill have been retained by the Board to complete a full Master Plan Study of the Town and they are carrying out the study for which funds were provided at the Annual Town Meeting.
Building has tapered off to some extent in the Town during the past year. Part of which is attributable to restrictions on building because of water conditions. A new well has been found that will to some degree solve the water supply problem. Great Pond is being enlarged and deepened to enlarge the water storage area. Un- doubtedly, the pumping capacity of the station and the water distribution system will both have to be enlarged before any permanent solution is found to the present water problem.
Several persons have asked the Board's position on new housing in the Community. The Board believes that

the Town should have a controlled growth. That is, at a rate that will provide schools, roads, water and other municipal services, but at the same time not place an undue burden of taxation upon the present taxpayers of Randolph.

Report of Business and Industrial Commission
To the Citizens of the Town of Randolph :
During 1957 the Business and Industrial Commission has been relatively inactive. Poor publicity, emphasising, and at times magnifying, the Town's liabilities was the reason for this inactivity. "To attract you must be at- tractive." Randolph was not made to look attractive in 1957.
In the job of this commission to sell Randolph, our selling efforts were limited to a few personal contacts and the continued mailing of our four page brochure. Meet- ings of out-of-town Industrial Development Groups were attended whenever possible.
During 1958 our selling job will be re-activated. To the assets Randolph has enjoyed will be sewers (con- struction to start this Spring on lines within Randolph,

expected to be in operation late 1959) ; water, (a new well capable of yielding 1.5 million gallons per day will be in operation by early Summer if funds are made avail- able) ; and State expressway construction will make Ran- dolph more easily accessible to more people in the coming months.
During 1958 we will also renew our efforts to interest other townspeople, civic and political groups in the busi- ness and industrial future of Randolph.

The Police Department has been very active during the past year, both in court and in answering calls and making investigations.
We now have Officer Holbrook assigned to Safety and Juvenile programs. This Officer has received special training in Safety, First Aid and Juvenile activities. The School Department has been most cooperative in allowing Officer Holbrook to carry on a Safety Education Pro- gram in the schools.
I wish at this time to thank the Town Officials and the citizens of the Town for their cooperation during the past year.
