COSTS
The services and projects needed for the education, health, safety, welfare and convenience of the people of Randolph are costly, especially the construction of new schools, the sewer system and the improvements to the water system. Our continuing population growth imposes budgetary increases in the School Department and in the other departements also. Because of these things real estate taxes will necessarily increase in 1960.
TAX RELIEF
Our efforts have been and will continue to be directed toward efficient operation and savings wherever possible so as to minimize the tax burden and to obtain the great- est possible value for your tax dollar.
However, "subsantial relief" for the families paying taxes on homes and for other property owners too can be achieved only through two possible avenues-1. In- dustrial Growth-2. More State and Federal Assistance.

1. Industrial Growth
On this subject it is encouraging to note that one local industry (Randolph Manufacturing) started expan- sion during 1959 (construction of a new building) which will provide additional tax income for the town and em- ployment for about 125 more people. A new industry (to Randolph) Trim Alloys, Inc. of So. Boston, acquired land and made plans to build a new plant which will also provide tax income and employment for our community.
In addition, an Industrial Development Firm of ex- cellent reputation made inquiry and have offered to es- tablish in the future an "Industrial Park" in Randolph. I am sure that all Departments and Town Officials will cooperate to overcome whatever obstacles presently exist, so that the town can eventually receive the benefits that will accrue from a desirable Industrial Park.
Our Sewer Program and our Water System Improve- ment Program must be developed to the extent that we can provide these vital services which will be needed by industries locating here.
2. State and Federal Assistance
In addition to the present regular State and Federal Annual Aid Programs, we obtained during 1959, approval for the aforementioned $250,000.00 Federal Grant on the North Randolph Intercepter Sewer. But, our needs are so great that present State and Federal Assistance is NOT sufficient to enable us to either stabilize or reduce the Real Estate Tax Bill. Therefor, all of us should urge our Representatives to provide more financial assistance for the town.

To see if the Town will vote to instruct the Board of Water Commissioners to install a 6" water main, with the necessary gates and fittings, on Stoughton St., between existing dead ends, a distance of 275 feet, and raise and appropriate money therefor, as petitioned for by the Board of Water Commissioners.
Article 8. To see if the Town will vote to instruct the Board of Water Commissioners to install a 6" water main, with the necessary gates and fittings, on High Street from Edwin Street to Eugenia Street, a distance of 425 feet and raise and appropriate money therefor, as petitioned for by the Board of Water Commissioners.

Article 14. To see if the Town will vote to raise and appropriate a sum of money for sidewalk consctruc- tion on the Northerly side of Liberty Street from the existing paved walk to North Street, a distance of ap- proximately 400 ft., as petitioned for by the School Dept.
Article 15. To see if the Town will vote to raise and appropriate a sum of money for sidewalk construc- tion on the easterly side of So. Main St. from the end of the existing paved sidewalk at the E. C. Young Co. to the existing paved walk at Harry's Diner, as petitioned for by Mrs. John F. Deitrick and others.

ZONING
Article 24. To see if the Town will vote to delete Section 3B-Use Regulations-Business Districts of the Zoning By-Laws adopted on March 20, 1939 and replace with the following :
B. No building or structure shall be erected or land utilized in a business district or zone which is used or intended to be used as a residence, or for manufacturing, mechanical or other indus- trial use.
(1) Permitted uses.
Retail or wholesale stores and any and all estab- lishments wherein goods or services, or either of them, are sold, rented or offered directly to the consumer, cus- tomer or other patron, including, among others, garages, tailor shops, plumbing and heating establishments, pro- fessional offices, restaurants, and the like, as petitioned for by the Business and Industrial Commission.
Article 25. To see if the Town will vote to delete Section 3C-Use Regulations-Industrial Districts of the Zoning By-Laws adopted March 20, 1939 and replace with the following:
C. No building or structure shall be erected in an Industrial District or Zone which is used or intended to be used as a residence or for any business use; or which is designated or intended to be used for injurious, nox- ious or offensive industry as determined by the Building Inspector, as petitioned for by the Business and Indus- trial Commission.
Article 26. To see if the Town will vote to delete sub-heads a. and b. under Section 3C Use Regulations,

Article 33. Article 47. To see if the Town will vote to raise and appropriate the sum of $6,500.00 to purchase a machine for the processing of tax bills and other uses of Town Departments as petitioned for by the Board of Assessors.

Article 62. To see if the Town will vote to raise and appropriate the sum of $1,000.00 to be used for im- provements to the North Randolph Little League Field, High Street, as petitioned for by Charles F. McGrath and others.
Article 63. To see if the Town will vote to raise and appropriate or borrow from available funds a sum of money for the printing of a book which will contain Town By-Laws and amendments thereto and rules and regula- tions of all Departments, said book, after printing, to be

available for sale at the Town Clerk's Office at a sum not less then the cost of printing said book as petitioned for by the Town Manager.
Article 64. To see if the Town will vote to raise and appropriate the sum of $6,468 for two additional men for the Highway Dept., as petitioned for by the Highway Dept.
Article 65. To see if the Town will vote to raise and appropriate the sum of $3,600 ($3,200 salary and $400 expenses) for a Dental Hygienist as petitioned for by the Board of Health.
Article 66. To see if the Town will vote to raise and appropriate the sum of $3,500 for the purchase of a new truck for the Water Dept., the old one to be traded in, as petitioned for by the Water Commissioners.
Article 67. To see if the Town will vote to raise and appropriate $2,600 for the purchase of a Police car, one to be traded in, as petitioned for by the Police Dept.
Article 68. To see if the Town will vote to raise and appropriate or transfer from the E & D Account the sum of $14,000 for the purchase of a new, 4 wheel drive, loader, the present Heiss, chain drive loader to be traded in, as petitioned for by the Highway Dept. and the Town Manager.
Article 69. To see if the Town will vote to author- ize the Selectmen to purchase or take by eminent domain, land necessary to extend Millhouse Ave. to Alden Ave. extension, thereby eliminating the dead ends at both the aforesaid streets and to transfer from available funds, a sum of money for this purpose or to take any other action relative thereto, as petitioned for by the Board of Selectmen.
Article 70. To see if the Town will vote to raise and appropriate money to defray the General Town Ex-

penses for the current year, as recommended by the Town Manager, the Selectmen and Heads of the various depart- ments.
And you are directed to serve this Warrant by post- ing attested copies thereof at the Town Hall, at the Town Clerk's Office, at the Post Office and at six other public places in said Town, seven days at least, before day and hour of said meeting.
Hereof, fail not, and make return of this Warrant, with your doings thereon, to the Town Clerk on or before the day and hour appointed for holding said meeting.
