Article 41. To see if the Town will vote to raise and appropriate or borrow the sum of $25,523.82 to con- struct a section of South Street under Chapter 90. The Town's share of expense under this article will be $6,880.95 as petitioned for by the Board of Selectmen.

Article 43. To see if the Town will vote to raise and appropriate or transfer from other available funds, a sum of money to construct Oak Street as petitioned for by the Board of Selectmen and others.


Article 43. UNANIMOUS VOTE: Amendment. That two coats of oil be put on Oak Street and that the necessary funds be taken from the road program under Article 46 if and when it is passed.


Article 44. To see if the Town will vote to raise and appropriate a sum of money to rebuild the lower end of Reed Street approximately 600 feet as petitioned for by Mrs. Rose Scibetta and others.

Article 46. VOTED: That the Town will transfer the sum of $50,000.00 from the E & D Account to continue the 10 year construction and or resurfacing plan on ac- cepted streets.


A recess was called at 9:50 p. m. and reconvened at 10:05 p. m.


Mr. Klauer made a motion that an invitation from the Town Meeting Members to the Town Manager and Board of Selectmen to hold an open forum, at which date to be set by them. Motion seconded. Postponed until after completion of the Warrant.


Mr. Condon moved that the Meeting be adjourned at 11:00 p. m. until March 25, 1957 at 8:00 p. m. Motion seconded. Unanimous vote.


Article 47. To see if the Town will vote to raise and appropriate a sum of money to construct Edwin Street from North Main to High Street, as petitioned for by the Board of Selectmen.

Artcle 51. To see if the Town will vote to raise and appropriate a sum of money for sidewalk construction on the easterly side of North Main Street between School Lane and Liberty Street, as petitioned for by the Board of Selectmen.


Article 51. UNANIMOUS VOTE: That the sum of six hundred dollars ($600.00) be raised and appropriated for sidewalk construction on the easterly side of North Main Street between School Lane and Liberty Street.


Article 52. To see if the Town will vote to raise and appropriate a sum of money to finish the sidewalk on the westerly side of Lafayette Street from West Street to High Street, as petitioned for by the Board of Select- men.

Moderator Carr appointed Mr. Oscar Foote, Mr. Clark Freeman and Mr. Harold Heney as Tellers.

"In a resi- dential district or zone no dwelling shall be erected or maintained on lots containing not less than 20,000 sq. ft. each, having a frontage of not less than 125 ft. each and a, depth of not less than 160 feet. Nor more than che dwelling shall be erected on each such lot. The foregoing provision shall not apply to lots recorded as such with

Norfolk Deeds or registered as such in Norfolk Registry District on the effective date of this By-Law.


Notwithstanding the above provisions, where the literal enforcement of this section would substantially diminish the value of the land, because of the conforma- tion of the land, the shallowness or other irregularity of the lot boundaries, or the curved or other peculiarity of street location, or other valued reason the owner thereof may apply to the Board of Appeals for relief and the said Board may grant, upon equitable terms and conditions, such relief as will carry out the intent of the By-Law but in no event reduce the frontage to less than 110 feet, as petitioned for by the Planning Board.


Motion made and seconded that this Article be ac- cepted. Mr. O'Neil, Chairman of the Planning Board. spoke on this motion for increase in lot sizes.


Relative to a statement made by Mr. Thomas Collins, that lot sizes of 12,000 feet had never been accepted by the Town, Town Clerk Clark read from the Annual Town Meeting of 1954 where a vote of 77-21 was voted to ac- cept 12,000 foot lots.

To see if the Town will vote to estab- lish such ordinances and Rules or amendments to require that all home owners be held responsible for the snow removal from the sidewalks in front and sides of their property. That the failure of the owners to remove such snow will result in proper legal prosecution and fines for each day that the menaces remain, as petitioned for by Eugene F. Bessette and others.
