REPORT OF THE BOARD OF SELECTMEN


To the citizens of the Town of Medfield, the Board of Selectmen respectfully submit a resume of the events of the past year.


Organization


The Selectmen organized March 4, 1940 with Frank G. Haley as Chairman, Charles W. Haigh as Clerk and Alfred Hewins.


The boundary lines of the Town were perambulated and marks renewed with the Selectmen of the five contiguous towns.


Highways


Under Chapter 90 appropriation High Street was re-surfaced and sections of Route 109 were widened to minimize cost of maintenance and provide greater safety.


Under Chapter 81 appropriation, roads were re-surfaced, scraped and drained. Whenever possible, pea stone and asphalt were substituted for the usual tar and sand surface treatment. Although more expensive, this surface provides a more durable and safer highway and in the long run is more economical. $2,000.00 of general highway money was allocated with the approval of the State Department of Public Works as a sponsor's contribution to a W.P.A. project for the purpose of relocating and reconstructing Pine Street.


A Brockway truck was purchased to replace the 1927 International for $2,795.00 by a transfer from the Machinery Account. The money in this fund is accumu- lated by charging rental prices for town equipment to the regular Highway De- partment appropriation and then transferring the amounts to the Machinery Account. By having this account there is no additional cost to the taxpayers for this type of highway equipment.


Sidewalks


The town owns 21,120 feet of asphalt, 3,850 feet of cement and 7,880 feet of gravel sidewalks. Owing to the amount of the appropriation little new con- struction could be attempted-the bulk of the money necessarily being allocated to maintenance. There were however, two new sidewalks built; one on Main Street from the Catholic Church to the corner of South Street of cement con- struction and one on Miller Street of asphalt construction.


Soldiers' Relief


Conditions beyond the control of your Board caused an increase in payments of over 50% in excess of the amount of the appropriation made at the annual meeting for this form of assistance.


We sincerely hope that the upswing in industry taking place at the present time will react in keeping down the expenditure of any large sum of money in this department.


May we state at this time that we are in a position to offer the services of these people in various lines of work. This work consists of laboring, farm work, book- keeping, etc., and you, as residents of this town can assist us in keeping down this

appropriation if you will contact us when you are looking for any help along these lines. In other words, any pay which these persons receive from these jobs is taken into consideration and relief is cut accordingly.


Town Hall


This Board made an examination of the Town Hall during the past year to determine the condition of the building as a whole. In view of the condition of the outside paint on the window frames and woodwork it was felt advisable to have a paint job done immediately. This has been done at a cost which was negligible as the labor was furnished by the janitor assisted by a person who was receiving assistance from the Soldier's Relief Fund and therefore the cost was in materials only.


Safety


Stronger lamps have been installed through the center of the town to furnish adequate visibility to eliminate traffic hazards. Every effort was made to have all danger spots sanded before people went to work to prevent accidents. A vigorous safety campaign was instituted in the past year to eliminate as much as possible all accidents in Medfield. Considerable increase was made in painting white lines through all main arteries. Stop signs have been erected at dangerous cross roads. No parking signs were placed in dangerous locations where parking had previously been allowed.


Town Agents (School)


The Selectmen acting as Town Agents settled the Town's claim against the various Fire Insurance Companies for the fire loss to the Ralph Wheelock School for $33,305.00 which the Board feels was an excellent adjustment.


The debris on the school-house lot was removed by a Wrecking Company at a contract price of $425.00. A similar price was submitted to fill the cellar hole to ground level but a careful check-up indicated that our own Highway Department would fulfill the contract at a saving of approximately 25% and the work was therefore done by this Department.


W.P.A. Projects


There has been a continuation of the various projects and a number of men are employed on these projects at the present time, such as the Reconstruction of Pine Street and the Gypsy Moth.


The Board welcomes constructive criticism at all times and has during the past year tried to maintain a policy of courtesy, efficiency and economy in all municipal services under its jurisdiction.

In the name of the Commonwealth you are directed to notify and warn the inhabitants of the Town of Medfield, qualified to vote in elections and in town affairs, to meet at the Town Hall, in said Medfield on Monday the 3rd day of March A.D., 1941 at 6:00 A.M. then and there to act on the following articles:


Article 1. To choose all Town Officers required to be elected annually by ballot, to wit:

To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1941, and to renew any note or notes as may be given for a period of less than one year in accordance with Chapter 44, Section 17, General Laws.


Article 6. To determine in what manner the taxes shall be collected for the ensuing year, also determine what percentage shall be allowed the Collector for the ensuing year.


Article 7. To see what compensation the Town will allow members of the Fire Department for the ensuing year.


Article 8. To see if the Town will authorize the Collector to use all means in the collection of Taxes as the Treasurer might if elected to that office.

Article 9. To see how much per hour the Town will allow for work on the highways for the ensuing year.


Article 10. To see if the Town will allow the Water and Sewerage Board to appoint one of its members as Water Registrar.


Article 11. To see what compensation the Town will allow the Water Registrar for the ensuing year.


Article 12. To see what sum of money the Town will vote to raise and ap- propriate to be used in conjunction with W.P.A. projects, under the direction of the Selectmen, or act in any matter relating thereto.


Article 13. To see if the Town will vote to raise and appropriate a sum of money for the care of the Town Dump.


Article 14. To see if the Town will vote to appoint a committee of five (5) and authorize it to make arrangements and spend money appropriated under Article 4 for the observance of Memorial Day.


Article 15. To see if the Town will vote to raise and appropriate a sum of money for the improvement of Chapter 90 Roads, said money to be used in con- junction with any money allotted by the State or County, or both, for this pur- pose, or take any action in relation thereto.


Article 16. To see if the Town will vote to raise and appropriate a sum of money for the purchase of additional fire apparatus, or do or act anything in relation thereto. (Fire Engineers)

Article 19. To see if the Town will vote to hear and act on the report of the Town Forest Committee appointed under Article 33 of the Annual Town Meet- ing held March 4, 1940.


Article 20. To see if the Town will vote to hear and act on the report of the Transportation Committee appointed under Article 24 of the Annual Town Meeting held March 4, 1940.


Article 21. To see if the Town will vote to raise and appropriate a sum of money for a new police car, or do or act anything in relation thereto.


Article 22. To see if the Town will vote to raise and appropriate the sum of $200.00 for the support of athletic activities in the schools, or do or act anything in relation thereto. (School Committee)


Article 23. To see if the Town will vote to raise and appropriate the sum of $390.00 for the tuition of Medfield pupils in the Trade Schools as required by

provisions of Chapter 471 of the Acts of 1911, or do or act anything in relation thereto. (School Committee)


Article 24. To see if the Town will vote to raise and appropriate the sum of $2691.84 to condition the present High School to serve as a Grade School next fall, or do or act anything in relation thereto. (School Committee)


Article 25. To see if the Town will vote to appoint a committee to meet with the Department of Mental Health for the purpose of arranging a new contract with the Town for the purchase of water, or do or act anything in relation thereto.


Article 26. To see if the Town will vote to raise and appropriate $6900.00 to lay a sewer pipe in Friary Street from the Railroad Bridge to Dale Street, or do or act anything in relation thereto. (Petition)


Article 27. To see if the Town will vote to raise and appropriate $100 to bind the original Births, Marriage and Death Certificates and rebind the old Record Books (Chapter 66, Section 9, General Laws), or do or act anything in relation thereto.


Article 28. To see if the Town will vote to raise and appropriate $2500 for the maintenance of Vine Lake Cemetery; also to transfer the sum of $355.00 from the Sale of Cemetery Lots Fund for the purpose of developing the new part of the cemetery.

IMPORTANT NOTICE


Chapter 46 of the General Laws of Massachusetts requires that every physician shall within fifteen days after a birth at which he has officiated, report the same to the city or town in which the birth took place.


Parents within forty days after the birth of a child, and every householder, within forty days after a birth in his house shall cause notice thereof to be given to the clerk of the town where such child is born.


Failure to give such notice is punishable with a fine.


Blanks for the return of births may be obtained upon application to the Town Clerk.
