ANNUAL MEETING March 4, 1940 TOWN WARRANT

To either of the Constables of the Town of Medfield, in said County, greeting:


In the name of the Commonwealth you are directed to notify and warn the inhabitants of the Town of Medfield, qualified to vote in elections and in town affairs, to meet at the Town Hall, in said Medfield on Monday the Fourth day of March A.D. 1940, at 6:00 A.M. then and there to act on the following articles:


Article 1. To choose all Town Officers required to be elected annually by ballot, to wit:


One Moderator, One Town Clerk, One Treasurer, One Collector of Taxes, Three Constables, One Tree Warden, all for one year.


One Selectman, One Assessor, One Member of the School Committee, Two Trustees of the Public Library, One Member of the Board of Health, One Ceme- tery Commissioner, One Member of the Water and Sewerage Board, One Member of the Board of Public Welfare, all for three years.


One Member of the Planning Board for five years.


The polls to be opened at 6:00 A.M. and may be closed at 3:00 P.M.


Article 2. To choose Fence Viewers, Field Drivers and Pound Keeper.


Article 3. To see if the Town will vote to accept the reports of the several Town Officers for the past year.


Article 4. To see if the Town will vote to raise and appropriate such sums of money as may be necessary to defray the expenses for the ensuing year:

Article 5. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1940, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Chapter 44, Section 17, General Laws.


Article 6. To determine what manner the Taxes shall be collected for the ensuing year, also determine what percentage shall be allowed the Collector for the ensuing year.


Article 7. To see what compensation the Town will allow the Members of the Fire Department for the ensuing year.


Article 8. To see if the Town will authorize the Collector to use all means in the collection of Taxes as the Treasurer might if elected to that office.


Article 9. To see how much per hour the Town will allow for work on the Highways for the ensuing year.

Article 10. To see if the Town will authorize the Water and Sewerage Board to appoint one of its members as Water Registrar.


Article 11. To see what compensation will allow the Water Registrar for the ensuing year.


Article 12. To see what sum of money the Town will vote to raise and ap- propriate to be used in conjunction with W.P.A. projects under the direction of the Selectmen, or act in any manner thereto.


Article 13. To see if the Town will vote to raise and appropriate the sum of $50.00 for the care of the Town Dump.


Article 14. To see if the Town will vote to appoint a committee of five (5) and authorize it to make arrangements and spend money appropriated under Article 4 for the observance of Memorial Day.


Article 15. To see if the Town will vote to raise and appropriate a sum of money for the improvement of Chapter 90 Roads, said money to be used in con- junction with any money allotted by the State or County, or both, for this pur- pose, or take any action in relation thereto.


Article 16. To see if the Town will vote to raise and appropriate the sum of $410.20 for Public Liability Insurance to cover the following motor vehicles owned by the town: 1 White truck, 1 International truck, 1 Waco grader, 3 fire trucks, 1 Police car, and 1 Ford truck.


Article 17. To see if the Town will vote to raise and appropriate the sum of $3,000.00 for the maintenance of Vine Lake Cemetery; also to transfer the sum of $205.00 from the Sale of Cemetery Lots Fund for the purpose of developing the new part of the cemetery.


Article 18. To see if the Town will vote to transfer a sum of money from the Road Machinery Fund to the Highway Machinery Operating account to defray expenses for operation and maintenance of Highway Machinery during the year 1940.


Article 19. To hear and act on the report of the committee appointed under Article 28 of the Annual Town Meeting March 7, 1938, to inquire into the feasi- bility of establishing a bathing place within the town limits.


Article 20. To see if the Town will vote to raise and appropriate a sum of $2,400.00 for trucking out sand and gravel and for supervision at the Sewer Beds for the purpose of re-building the beds, or do or act anything in relation thereto.


Article 21. To see if the Town will vote to raise and appropriate a sum of money for the purchase of additional fire apparatus and to authorize the sale or trade of the Howe-Reo pump, or do or act anything in relation thereto.


Article 22. To see if the Town will vote to accept the following named sums as Perpetual Trust Funds for the care of lots in the Vine Lake Cemetery, the interest thereof or as may be necessary to be used for said care, viz:

Article 23. To hear and act on the report of the committee appointed under Article 36 at the Annual Town Meeting of March 6, 1939, with reference to re- financing Water Loans.


Article 24. To hear the report of the committee appointed under Article 5, of the Special Town Meeting held July 28, 1939, in regard to the transportation of the Johnson Bus Lines and the N. Y., N. H. & H. R. R.


Article 25. To see if the Town will vote to authorize the Assessors to use a sum not exceeding $3,000.00 from free cash in the treasury for the reduction of the 1940 Tax Rate.


Article 26. To see if the Town will vote to hear the report of the School Build- ing Committee appointed under Article 20 at the adjourned Annual Town Meeting of March 20, 1939 to present plans and recommendations for needed school con- struction, or do or act anything in relation thereto. Article 27. To see if the Town will vote to raise and appropriate a sum of money for the tuition of Medfield pupils in Trade Schools as required by the provisions of Chapter 471 of the Acts of 1911, or do or act anything in relation thereto. (School Committee)


Article 28. To see if the Town will vote to raise and appropriate the sum of $200.00 for the support of Athletic activities in the schools, or do or act anything in relation thereto. (School Committee)


Article 29. To see what action the Town will take in regards to a steam boiler in the Ralph Wheelock School, or do or act anything in relation thereto. (School Committee)


Article 30. To see if the Town will vote to authorize the Selectmen to request an Annual audit by the Division of Accounts in place of every two years under Chapter 44, Section 40, General Laws. 1


Article 31. To see if the Town will vote to accept Chapter 403, Acts of 1936 and Chapter 468, Acts of 1939 with reference to Workmen's Compensation.


Article 32. To see if the Town will vote to transfer the land on Brook and Green Streets now or formerly held by the Water Department to the Park Depart- ment for a Town Park and recreational purposes, or do or act anything in relation thereto. (Park and Planning Board)


Article 33. To see if the Town will authorize the Selectmen to appoint a com- mittee to investigate the question of acquiring a Town Forest, or do or act any- thing in relation thereto. (Park and Planning Board)


Article 34. To see if the Town will vote to raise and appropriate a sum of money for the purchase of a new police car.

To see if the Town will vote to instruct each department to furnish for publication by the Town Accountant in the Annual Town Report the amount of money received by individuals or others for materials, labor, truck hire, or other services, or do or act anything in relation thereto. Article 36. To see if the Town will vote to raise and appropriate the sum of $178.38 to cover overdraft in 1939 for Snow Removal.


Article 37. To see if the Town will vote to raise and appropriate a sum of money for the purpose of removing a hydrant from its present location on Main Street in front of the business place of Robert K. McCarthy to a point approxi- mately 25 feet towards the town center, or do or act anything in relation thereto. (Petition)


And you are directed to serve this warrant by posting an attested copy thereof, in the usual place for posting warrants in said Medfield, seven days at least before the time of holding said meeting.

read and that the sum of $750.00 be raised and appropriated for plans, sketches, and other expenses pertaining to a pro-new school building. The committee to be extended a vote of thanks, authorized to continue its work and report at a future Town Meeting.


Article 27. Voted that the sum of $270.00 be raised and appropriated for the tuition of the Medfield pupils in Trade Schools as required by the provisions of Chapter 471 of the Acts of 1911.


Article 28. Voted that the sum of $200.00 be raised and appropriated for the support of athletic activities in the schools.


Article 29. Voted that the sum of $1,000.00 be raised and appropriated for the purchase of a new steam boiler in the Ralph Wheelock School.


Article 30. Voted that this article be dismissed.

Article 1. To see if the Town will vote to raise by taxation or transfer from available funds a sum of money for the purpose of razing the ruins of the Ralph Wheelock School and filling the basement to ground level, or do or act anything in relation thereto.


Article 2. To see if the Town will vote to authorize a committee consisting of the Board of Selectmen, the Chairman of the Board of Assessors and the Town Treasurer to sell and convey in behalf of the Town the parcel of land known as the Ralph Wheelock School lot and located on Pleasant and Miller Streets, or do or act anything in relation thereto.


Article 3. To see if the Town will vote to authorize the Selectmen to dispose of the Caterpillar Tractor and Snow Plow by sale or otherwise, or do or act any- thing in relation thereto.


Article 4. To see if the Town will vote to raise and appropriate the sum of $500.00 for the printing of the 1940 Valuation and Tax on the Polls and Property in the Town of Medfield, or do or act anything in relation thereto.


Article 5. To hear and act on the report of the committee appointed under Article 21 of the Annual Town Meeting, March 11, 1940. (Fire Engineers)


Article 6. To hear and act on the report of the School Committee appointed under Article 20 of the Annual Town Meeting of March 20, 1939: "To see if the Town will vote to raise a sum of money by taxation or by transfer from available funds or by borrowing on notes for the purpose of constructing a school building, or do or act anything in relation thereto. (School Committee)


Article 7. To see if the Town will vote to appoint a committee to have full charge of the construction of a school building. (School Committee)


Article 8. To see what definite action the Town will take in regard to the location of said school. (School Committee)


Article 9. To see if the Town will vote to raise by taxation or transfer from available funds a sum of One Thousand Five Hundred and Eighty ($1,580.00) Dollars to cover the cost of partial replacement of equipment, supplies and ex- penses due to the burning of the Ralph Wheelock School, or do or act anything in relation thereto. (School Committee)


Article 10. To see if the Town will vote to authorize the School Committee to dispose of the salvage from the Ralph Wheelock School, or do or act anything in relation thereto. (School Committee)


And you are directed to serve this warrant by posting an attested copy thereof, in the usual place of posting warrants in said Medfield, seven days at least before the time of holding said meeting.
