The ballots were delivered to ballot clerks, a receipt taken and the ballot box was examined and found to be in good work- ing order. Cards of instructions and sample ballot were posted as required by law and at 6:30 A.M. the polls were declared open.


The polls were declared closed at 7:30 P.M. and the number of ballots cast was 1104; 1093 being cast in person and 11 were absentee ballots. One Serviceman's absentee ballot was re- ceived but rejected because of improper affidavit.

Article 2. Voted that the sum of $1,200.00 be transferred from available funds in the Treasury to defray expenses for the Water Department for the remainder of the year 1946.

SPECIAL TOWN MEETING December 16, 1946


Pursuant to the foregoing warrant a meeting was held in the Town Hall at 7:30 P.M. and after the Moderator read the Warrant the following action was taken on the articles therein:


Article 1. Voted that a committee consisting of John Ross, Chairman, Charles Plimpton, Curtis Keigwin and Richard R. Stebbins be given the authority to carry out the provisions of Chapter 372, Acts of 1946, said Committee shall herewith be known as the Medfield Veterans Housing Committee.


Article 2. Voted that the sum of $100.00 be transferred from available funds in the Treasury for the use of the Com- mittee appointed under Article 1 to defray the expenses of compiling the necessary data in carrying out the provisions of Chapter 372, Acts of 1946.

The total alarms for the year 1946 was 111 of which 94 were alarms and 16 were still. One of the alarms was for clearing the streets after storm of June 8.

ANNUAL REPORT OF THE BOARD OF PUBLIC WELFARE To the Honorable Board of Selectmen:


On January 1, 1946, there were 46 cases on Old Age Assist- ance. During the year 9 recipients died, 1 moved out of town, 3 sold their property, and 3 cases were closed for reasons that

would make them ineligible to receive further payments from old age assistance. There were 10 new cases added and at the close of the year there were 40 cases on the books.


Two families received Aid to Dependent Children.


The situation in regard to General Relief has changed since January 1, 1946. We had anticipated spending less for this category of assistance. However, due to the fact that we have cases out of town, which are Medfield acknowledged cases and which were not eligible for either old age assistance or aid to dependent children, we were required to ask for $1500 addi- tional in September besides the $1000 that we received at the annual town meeting in March. This made a total of $2500 and we still owe $440.00 to another town for aid rendered a Med- field case. We have also had additional cases in Medfield both with Medfield settlements and out-of-town settlements.


We wish to express our appreciation to the splendid co- operation that our Board has received from each of the several Town departments and Boards. Also the two district nurses. Likewise from the physicians of Medfield and the surrounding towns, from the Clement Drug Co., and the four nursing homes with whom we do business. At the present time we have 12 recipients of old age assistance and 1 recipient of general relief in nursing homes.


During the year we were instructed twice by the State Department of Public Welfare to increase the grants to all categories of assistance, in view of the rising costs of living.


All budgets, which determine the needs of each individual case meet both the State and Federal requirements. All de- cisions made by the Board have been accepted by the Field Director of the District office of the Massachusetts Department of Public Welfare. We have reviewed all our cases twice this year and all the cases are revisited periodically by members of the Board.


The requirements for making out an Application for Old Age Assistance include papers proving date of birth, citizen- ship, residence, copy of record if married. The investigation includes bank accounts, insurance policies, relative's reports, records relating to real estate now owned or sold or transferred during the previous five years, social security number, if any, and monthly payments from same, and information regarding Old Age or Survivors' Insurance, or any type of pension appli- cant may receive.
