REPORT OF THE BOARD OF SELECTMEN


To the citizens of the Town of Medfield, the Board of Selectmen, respectfully submit a resume of the events of the past year.


Organization


Under date of March 3, 1941, your Board of Selectmen organized with Frank G. Haley, Chairman, Charles W. Haigh, Clerk, and Robert H. Fraser, Sr.


Forty-eight regular meetings and seventy-three special meetings were held by the board during the year. The numerous special meetings were occasioned partly by the Defense program of the National and State governments.


Soldiers' Relief


The demands on this appropriation were not as great this year as in the previous year and we are pleased to report an unexpended balance of $1236.00 returned to the treasury.


Highways


Under Chapter 90 the shoulders of Route 109 from Pound Street to South Street were excavated, regravelled and tarred. A seal coat of tar was applied to the shoulders from Pound Street to the Dover line. Spring Street was re-surfaced with a mixture of asphalt and stone, a distance of approximately 4/5ths of a mile.


Under Chapter 81 approximately two miles of road was re-shaped, tarred and gravelled. On Pine Street considerable excavating was done for drainage pur- poses in the building of the new road. The town had a section of this contract signed with the Federal Government under WPA to complete street with Federal funds but this contract was broken by the WPA headquarters before the project was finished. It was essential that the project be completed and as a result the town was compelled to use $500 of highway funds for the purpose.


General Maintenance


Approximately two miles of streets were re-surfaced with either asphalt or asphalt and stone. In addition on South Street, 468 feet of excavation was made for the installation of 12" concrete pipe. The pipe was installed and has satis- factorily taken care of a bad drainage problem which existed on this street.


Sidewalks


General maintenance was continued insofar as the appropriation permitted.


Considerable adverse comment has been heard on the general condition of sidewalks throughout the town.


The Selectmen appreciate that this is constructive criticism and considerable thought has been given this matter by your board. We realize that in certain districts of the town considerable improvement could be made. However, this would require a large outlay of money and taking into consideration the financial condition in general, we are asking only for the usual amount in our appropriation for general up-keep.

Safety


The campaign for safety of the public on highways has been vigorously con- tinued.


A safety island was constructed at the corner of North and Main Streets to keep the flow of traffic orderly. We recommend the removal of the beacon at this spot and an additional island to replace it. This will permit better vision to the motorist entering this intersection without detracting from the safety element.


Accidents on Main Street make it imperative to increase the candle power of the lights along this way. It is also recommended that the police appropriation be increased $250.00 to provide for the patrol of the main arteries to and from the town as the only plausible way to regulate the speed of motor vehicles.


During the National Emergency the Selectmen favor the strictest economy in all departments but recommend appropriations sufficient for the care and preser- vation of assets accumulated by the town during the past years.

REPORT OF COMMITTEE ON SALE OF LAND


On January 1st, 1941, the Committee appointed at Town Meeting and author- ized to sell and convey land and buildings owned by the Town of Medfield, had the following property on hand for sale:


Land and buildings, known as the Twin Elm Hotel, in the central part of town, bounded as follows: westerly by land of John J. Hanley, and easterly and southerly by land of the Medfield Straw Hat Co.


Lot No. 907 consisting of 3.7 acres of land and buildings, located in north- westerly part of town, and bounded as follows: by N.Y., N.H., and Hartford R.R. Co., southerly by land of Daniel Warren, and easterly by Mill Street.


Lot No. 1279 consisting of 17.6 acres known as Ellis pasture, part of lot No. 654 consisting of 1} acres of meadow land on Causeway Street, and lot No. 664 con- sisting of 4.1 acres of meadow land situated near Harbor Island.


Parcel of land known as the Ralph Wheelock Lot, located on Pleasant and Miller Streets. The Ralph Wheelock parcel was divided into three lots, one bordering Pleasant Street, and two bordering Miller Street.


The Pleasant Street lot was sold and deed transferred to Dr. Arthur Stagg on February 12th for $500.00.


The Twin Elm Hotel Co., property was sold and deed transferred to Charles Ficcichy on May 7th for $1300.00.


The remaining Lots are for sale, and the Committee request the Townspeople's cooperation in finding purchasers.

CIVILIAN DEFENSE


You no doubt have heard and seen reports of the work done in other towns and cities in reference to civilian defense and possibly have wondered just what was being done in Medfield.


You can rest assured that something has been done.


Committees have been set up to take care of practically any contingency which may arise and we are pleased to list the chairmen of the divisions already formed. These committees range in size from several members to as high as sixty-one, depending on the scope and magnitude of their work and we regret that lack of space prevents us from listing them all. At this writing there are several more units to be set up and your committee is simply waiting for the final word from headquarters before proceeding.

Sixty-one Air Wardens have been appointed and districts allocated to them. We are constantly endeavoring to make this group larger so that in the event of an Air Raid, either day or night, adequate protection will be furnished. Many of those already appointed have taken the First Aid Course and we hope to make it 100% before long. These men have been furnished with instructions as to the proper procedure and we know you will cooperate with them. They have been asked to check all the houses in their district, to determine among other things, the number of people, whether old or young, whether in good health or bedridden, the safest place in case of air raids, etc. You can assist by having this information ready for them.


In the Town Hall a report center has been set up for the use of the Division Organization to be used during Air Raids or any similar emergency. This center is connected with a direct wire with Walpole and is operating on a twenty-four hour basis which will be continued for the duration of the war. We wish to thank those people who have so willingly given their time to assist in this very important work.


The Red Cross, under the excellent management of Mrs. Richard Lyman and her co-chairmen, are doing a splendid job. The personnel of this organization has increased tremendously since war was declared and the production of material has increased accordingly. Great work by a grand organization!


We are fortunate in having in Medfield two people who have taken the In- structors Course in First Aid, namely Mrs. Martha Welch and Mr. Richard Lyman. At the present time there are three schools being conducted for teaching First Aid. Approximately 100 people are attending these schools. In addition other classes are being taught Canteen Work and Gas Defense by two of our townspeople who took this course and graduated, Mrs. Harriet Frothingham and Mrs. Frances White. A number of women have also already graduated as Wardens, Canteen Workers, Mechanics and Motor Corps. These instructions are extremely valuable and we strongly recommend them for every man and woman in Medfield. If you are desirous of taking these courses leave your name and address in the Selectmen's Office.


There have been numerous conferences held with the Chairmen of these units in order to co-ordinate the various branches. Duplication of work has largely been eliminated and the units streamlined as much as possible. We know our job is to create an organization, which when the time comes will be ready for any emergency which may arise. We do not intend to get caught napping!


I wish to extend my deepest appreciation for the loyal support and cooperation which these committees are giving.

Article 5. To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1942, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Chapter 44, Section 17, General Laws.


Article 6. To determine in what manner the taxes shall be collected for the ensuing year, also determine what percentage shall be allowed the Collector for the ensuing year.


Article 7. To see what compensation the Town will allow the Members of the Fire Department for the ensuing year.


Article 8. To see if the Town will authorize the Collector to use all means in the collection of Taxes as the Treasurer might if elected to that office.

Article 10. To see if the Town will authorize the Water and Sewerage Board to appoint one of its members as Water Registrar.

To see if the Town will vote to hear and act on the report of the Committee appointed under Article 1, Special Town Meeting, held May 23, 1941, for the purpose of accepting the legacy on behalf of the Inhabitants of the Town of Medfield in accordance with the provisions of the will of the late Granville F. Article 13. To see if the Town will vote to hear and act on the report of the Transportation Committee appointed under Article 20 of the Annual Town Meeting held March 10, 1941.


Article 14. To see if the Town will vote to hear and act on the report of the Committee appointed under Article 25 of the Annual Town Meeting held March


10, 1941, for the purpose of arranging a new contract with the Department of Mental Health for the purchase of water.


Article 15. To see if the Town will vote to appoint a committee of five (5) and authorize it to make arrangements and spend money appropriated under Article 4 for the observance of Memorial Day.


Article 16. To see if the Town will vote to raise and appropriate a sum of money for the care of the Town Dump.


Article 17. To see if the Town will vote to raise and appropriate a sum of money for the improvement of Chapter 90 Roads, said money to be used in con- junction with any money allotted by the State or County, or both, for this pur- pose, or take any action in relation thereto.


Article 18. To see if the Town will vote to raise and appropriate the sum of $347.00 for the purpose of constructing an asphalt sidewalk on the westerly side of Frairy Street running northwesterly approximately 500 feet from the cement sidewalk, or do or act anything in relation thereto. Article 19. To see if the Town will vote to raise and appropriate the sum of $444.00 for the purpose of constructing an asphalt sidewalk on Brook Street running southerly from present asphalt sidewalk for a distance of approximately 800 feet, or do or act anything in relation thereto. (Petition)


Article 20. To see if the Town will vote to take or purchase certain land owned by Amos C. Kingsbury on North Street, located between the residence of Dr. Frank H. Clough and Dale Street, approximately 344.96 feet by 10 feet containing approximately 3347 square feet, this taking or purchase is necessary for and inci- dental to public convenience and safety, or do or act anything in relation thereto.

Article 21. To see if the Town will vote to authorize the Board of Selectmen to take or purchase certain land on North Street owned by Amos C. Kingsbury and more specifically set forth in Article 20 and to raise and appropriate the sum of $300 therefor, or do or act anything in relation thereto.


Article 22. To see if the Town will vote to accept the relocation on North Street in accordance with plan of land in Medfield to be used for highway pur- poses dated January 28, 1942, Charles C. Cain, Engineer and now on file in the Town Clerk's Office.


Article 23. To see if the Town will vote to raise and appropriate a sum of $380.00 in addition to $175.00 appropriated in 1941 for the purpose of constructing an asphalt sidewalk on the westerly side of North Street from a point near the residence of Dr. F. H. Clough to Dale Street, or do or act anything in relation thereto. (Petition)


Article 24. To see if the Town will vote to transfer a sum of money from the Road Machinery Fund to the Highway Machinery Operating Account to defray expenses for the operation and maintenance of Highway Machinery.


Article 25. To see if the Town will vote to hear and act on the report of the Town Forest Committee appointed under Article 33 of the Annual Town Meeting held March 11, 1940, or do or act anything in relation thereto.


Article 26. To see if the Town will vote to raise and appropriate the sum of $220.00 for necessary repairs to the steam boiler located in the Town Hall, or do or act anything in relation thereto.


Article 27. To see if the Town will vote to raise and appropriate the sum of $275.00 for the purpose of installing overhead doors in the fire station, or do or act anything in relation thereto. (Fire Department)


Article 28. To see if the Town will vote to raise and appropriate the sum of $1400.00 to install a pump and engine in the old pump house on Brook Street and connect same with the 8" main in said street, the same to be used in case the 16" main should become incapacitated, or do or act anything in relation thereto. To see if the Town will vote to raise and appropriate by borrowing a sum of money to pay for the laying of an 8" water main in High Street, 3432 feet, then from this point 3432 feet of 6" water main to a point opposite the property of Edward L. Geary on High Street, also to lay a 6" water main from High Street 1584 feet in Plain Street, or do or act anything in relation thereto. (Petition)


Article 30. To see if the Town will vote to raise and appropriate the sum of $200.00 for the support of athletic activities in the schools, or do or act anything in relation thereto. (School Committee)


Article 31. To see if the Town will vote to authorize the Assessors to use a sum not to exceed $6,000.00 from free cash in the Treasury for the reduction of the 1942 tax rate.

Article 32. To see if the Town will vote to accept the following named sums as Perpetual Trust Funds for the care of lots in the Vine Lake Cemetery, the interest thereof or as may be necessary to be used for said care, viz:
