In the name of the Commonwealth you are directed to notify and warn the inhabitants of the Town of Medfield qualified to vote in elections and in town affairs, to meet at the Town Hall, in said Medfield on Monday the 21st day of June A.D. 1948 at 7:30 P.M. then and there to act on the fol- lowing articles:

Article 1. To see if the Town will vote to authorize the Selectmen to sell the boiler (condemned by the Massachu- setts Department of Public Safety) located in the basement of the Town House, or do or act anything in relation thereto.
Article 2. To see if the Town will vote to transfer a sum of money from the Road Machinery Fund to the Highway Machinery Operating Account to defray expenses for the operation and maintenance of Highway Machinery.
Article 3. To see if the Town will vote to appropriate the sum of $547.90 already received or receivable and any additional amount received in the year 1948 from the sale of surplus 16", 12" and 10" water pipe and fittings, for the purchase of new 6" and 8" water pipe and fittings as are deemed advisable by the Water and Sewerage Board to have in stock, or do or act anything in relation thereto. Article 4. To see if the Town will vote to raise and appro- priate the sum of $1,900.00 for the purchase and installation of an extension of the six inch water main in Pine Street, from its present termination, in a northerly direction about 450 feet to serve two residences to be erected in 1948 and in order to finance the foregoing to appropriate the sum of $900.00 from available funds and authorize the Treasurer with the approval of the Selectmen to borrow the sum of $1,000.00 and to issue a note therefor to be paid in not more than one year from date of issue, or do or act anything in relation thereto. Article 5. To see if the Town will vote to raise and appro- priate or transfer from available funds a sum of money to be used for alterations in the present Grammar School, or do or act anything in relation thereto. (School Committee)
Article 6. To see if the Town will vote to raise and appro- priate or transfer from available funds a sum of money to be used for Vocational Education under the Evening Practical Arts program, or do or act anything in relation thereto. (School Committee)
Article 7. To see if the Town will vote to accept the following named sums as Perpetual Trust Funds for the care of lots in the Vine Lake Cemetery, the interest thereof as may be necessary to be used for said care, viz:

SPECIAL TOWN MEETING June 21, 1948
Pursuant to the foregoing warrant, the meeting was called to order by the Moderator and after reading the warrant the following action was taken on the articles therein:

Pursuant to the foregoing warrant the meeting was opened at 12:00 Noon and after reading the warrant the polls were declared open. The ballot box had been examined and found in good working order, instructions to voters and specimen ballots were posted as required by law. The following persons were sworn in and assigned to their duties as follows:
Mary Hardie and Laura Atherton distributing ballots, Abbie Sheahan and Charlotte Kelly checking at the ballot box, Coleman J. SUMMARY
This proposed amendment to the Constitution adds to the declaration of the rights of the inhabitants, as now set forth in the Constitution, the following; "The right of free speech shall not be abridged."

Do you approve the adoption of an amendment to the Constitution summarized below which was approved by the General Court in a joint session of the two branches held June 6, 1946, received 220 votes in the affirmative and 28 in the negative, and in a joint session of YES the two branches held June 9, 1947, received 228 NO: votes in the affirmative and 5 in the negative?
SUMMARY
This proposed amendment to the Constitution provides that the use of revenue from fees, duties, excises or license taxes relating to the registration, operation or use of vehicles on public highways or to fuels used for propelling such vehi-

cles, except revenue from any excise tax imposed for the privileges of registering such vehicles in lieu of local property taxes, shall be for highway purposes only.
QUESTION NO. 3.
Do you approve of the adoption of an amendment to the Constitution summarized below which was approved by the General Court in a joint session of the two branches held June 6, 1946, received 243 votes in the affirmative and 0 in the negative, and in a joint session of YES NO| the two branches held June 3, 1948, received 231 votes in the affirmative and 9 in the negative?
SUMMARY
This is an amendment of article XVII of the amendment to the Constitution. It provides that in case of a failure to elect the Secretary, Treasurer and Receiver General, Auditor or Attorney General of the Commonwealth, or in case of the death of a person elected to any such offices between the day of election and the third Wednesday of the following January, such an officer shall be chosen by a joint ballot of the senators and representatives from the people at large, instead of from the two persons who had the highest number of votes at the election as is now required. It also provides that if there is a vacancy in any of such offices during a session of the Legis- lature the vacancy shall be filled in like manner by choice from the people at large, but if the vacancy occurs at any other time it shall be filled by appointment by the Governor, with the advice and consent of the Council.

SUMMARY
This measure by amending General Laws (Ter. Ed.) Chap- ter 272, Section 21 provides that the provisions of Section 20 and 21 of said Chapter 272 which makes it an offense to ad- vertize or give information as to the procurement of means for the prevention of pregnancy or conception shall not apply to treatment or prescription given to married women by regi- stered physicians for the protection of life or health.
