ANNUAL MEETING March 3, 1941 TOWN WARRANT
COMMONWEALTH OF MASSACHUSETTS
Norfolk, ss.
To either of the Constables of the Town of Medfield, in said County, greeting:
In the name of the Commonwealth you are directed to notify and warn the inhabitants of the Town of Medfield, qualified to vote in elections and in Town affairs, to meet at the Town Hall, in said Medfield on Monday, the 3rd day of March A.D., 1941 at 6:00 A.M. then and there to act on the following articles:
Article 1. To choose all Town Officers required to be elected annually by ballot, to wit:
One Moderator, One Town Clerk, One Treasurer, One Collector of Taxes, Three Constables, One Tree Warden, all for one year.
One Selectman, One Assessor, One Member of the School Committee, Two Trustees of the Public Library, One Member of the Board of Health, One Ceme- tery Commissioner, One Member of the Water and Sewerage Board, One Member of the Board of Public Welfare, all for three years.
One member of the Planning Board for five years.
The polls to be opened at 6:00 A.M. and may be closed at 2:00 P.M.
Article 2. To choose Fence Viewers, Field Drivers, and Pound Keeper.
Article 3. To see if the Town will vote to accept the reports of the several Town Officers for the past year.
Article 4. To see if the Town will vote to appropriate and raise such sums of money as may be necessary to defray the expenses for the ensuing year.

Article 5. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1941, and to renew any note or notes as may be given for a period of less than one year in accordance with Chapter 44, Section 17, General Laws ..
Article 6. To determine in what manner the taxes shall be collected for the ensuing year, also determine what percentage shall be allowed the Collector for the ensuing year.
Article 7. To see what compensation the Town will allow members of the Fire Department for the ensuing year.

Article 8. To see if the Town will authorize the Collector to use all means in the collection of taxes as the Treasurer might if elected to that office.
Article 9. To see how much per hour the Town will allow for work on the Highways for the ensuing year.
Article 10. To see if the Town will allow the Water and Sewerage Board to appoint one of its members as Water Registrar.
Article 11. To see what compensation the Town will allow the Water Registrar for the ensuing year.
Article 12. To see what sum of money the Town will vote to raise and ap- propriate to be used in conjunction with W.P.A. projects, under the direction of the Selectmen, or act in any manner relating thereto.
Article 13. To see if the Town will vote to raise and appropriate a sum of money for the care of the Town Dump.
Article 14. To see if the Town will vote to appoint a committee of five (5) and authorize it to make arrangements and spend money appropriated under Article 4, for the observance of Memorial Day.
Article 15. To see if the Town will vote to raise and appropriate a sum of money for the improvement of Chapter 90 Roads, said money to be used in con- junction with any money allotted by the State or County, or both, for this pur- pose, or take any action in relation thereto.
Article 16. To see if the Town will vote to raise and appropriate a sum of money for the purchase of additional Fire Apparatus, or do or act anything in relation thereto. (Fire Engineers)
Article 17. To see if the Town will authorize the sale or trade of the Howe-Reo pump, or do or act anything in relation thereto. (Fire Engineers)
Article 18. To see if the Town will vote to transfer $122.13 from the Sewer Beds account for trucking and supervision to the regular Sewer Beds appropria- tion, or do or act anything in relation thereto. (Water and Sewerage Board)
Article 19. To see if the Town will vote to hear and act on the report of the Town Forest Committee appointed under Article 33 of the Annual Town Meeting held March 4, 1940.
Article 20. To see if the Town will vote to hear and act on the report of the Transportation Committee appointed under Article 24 of the Annual Town Meeting held March 4, 1940.
Article 21. To see if the Town will vote to raise and appropriate a sum of money for a new Police Car, or do or act anything in relation thereto.
Article 22. To see if the Town will vote to raise and appropriate the sum of $200.00 for the support of athletic activities in the schools, or do or act anything in relation thereto. (School Committee)

Article 23. To see if the Town will vote to raise and appropriate the sum of $390.00 for the tuition of Medfield pupils in the Trade Schools as required by provisions of Chapter 471 of the Acts of 1911, or do or act anything in relation thereto. (School Committee)
Article 24. To see if the Town will vote to raise and appropriate the sum of $2691.84 to condition the present High School to serve as a grade school next fall, or do or act anything in relation thereto. (School Committee)
Article 25. To see if the Town will vote to appoint a committee to meet with the Department of Mental Health for the purpose of arranging a new contract with the Town for the purchase of Water, or do or act anything in relation thereto.
Article 26. To see if the Town will vote to raise and appropriate $6900.00 to lay sewer pipe on Friary Street from the Railroad Bridge to Dale Street, or do or act anything in relation thereto. (Petition)
Article 27. To see if the Town will vote to raise and appropriate $100.00 to bind the original Birth, Marriage and Death Certificates and rebind the old Record Books (Chapter 66, Section 9, General Laws), or do or act anything in relation thereto.
Article 28. To see if the Town will vote to raise and appropriate $2500.00 for the maintenance of Vine Lake Cemetery; also to transfer the sum of $355.00 from the Sale of Cemetery Lots Fund for the purpose of developing the new part of the cemetery.
Article 29. To see if the Town will vote to raise and appropriate the sum of $500.00 to put in permanent stone bounds on the cemetery line, or do or act any- thing in relation thereto. (Cemetery Committee)
Article 30. To see if the Town will vote to accept the following named sums as Perpetual Trust Funds for the care of lots in the Vine Lake Cemetery, the interest thereof or as may be necessary to be used for said care, viz:

Article 31. To see if the Town will vote to transfer a sum of money from the Road Machinery Fund to the Highway Machinery Operating Account to defray expenses for the operation and maintenance of Highway Machinery during the year 1941.

Article 5. Voted that the Town authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1941, and to issue a note or notes thereof, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Chapter 44, Section 17, General Laws.
Article 6. Voted that the taxes shall be paid in two equal payments, July 1, 1941 and October 1, 1941 and that the Collector shall receive 1% of the 1941 taxes.
Article 7. Voted that the members of the Fire Department be paid the sum of $20.75 per year and $1.00 per hour while working at fires.
Article 8. Voted that the Town authorize the Collector to use all means in the collection of Taxes as the Treasurer might if elected to that office.
Article 9. Voted that the compensation for work on the Highways be left to the discretion of the Selectmen.
Article 10. Voted to authorize the Water and Sewerage Board to appoint one of its members as Water Registrar.
Article 11. Voted that the sum of $50.00 be the compensation of the Water Registrar for the ensuing year.
Article 12. Voted that the sum $1,000.00 be raised and appropriated to be used in conjunction with W.P.A. projects, under the direction of the Selectmen.
Article 13. Voted that the sum of $50.00 be raised and appropriated for the care of the Town Dump.
Article 14. Voted that the following committee of five shall be authorized to make arrangements and spend money appropriated under Article 4 for the ob- servance of Memorial Day: Honorary Chairman, Julius A. Fitts; Acting Chair- man, Charles Jones; Frank G. Haley, Joseph Grogan, Louis Connors.
Article 15. Voted that the sum of $1,000.00 be raised and appropriated for the improvement of Chapter 90 Roads, providing the State and County allot like amounts.
Article 16. Voted that the sum of $3,500.00 be raised and appropriated and placed at the disposal of the Fire Engineers for the purchase of a new Fire Apparatus.

Article 17. Voted to authorize the Fire Engineers to dispose of the Howe- Reo Pump.
Article 18. Voted to transfer the sum of $100 00 from the Sewer Beds Truck- ing and Supervision Account to the Town Clerk's Department for the purpose of binding original Birth, Marriage and Death Certificates and old Record Books.
(b) Voted to transfer the sum of $22.13 from the Sewer Beds Trucking and Supervision Account to the regular Sewer Beds Account.
Article 19. Voted that the report of the Town Forest Committee be accepted as progress.
Article 20. Voted that the report be accepted, and a vote of thanks be ex- tended the Transportation Committee for their efforts. A committee of Mr Orrin Wilkins and the Board of Selectmen continue with any future transportation problems.
Article 21. Voted that the sum of $618.50 be raised and appropriated for the purchase of a new Oldsmobile Police Car, and that the Selectmen be authorized to trade in the present Police Car.
Article 22. Voted to raise and appropriate the sum of $200.00 for the support of athletic activities in the schools.
Article 23. Voted to raise and appropriate the sum of $390.00 for the tuition of Medfield pupils in the Trade Schools.
Article 24. Voted that the sum of $2,691.84 be raised and appropriated for the purpose of conditioning the present High School to serve as a Grade School next fall.
