VITAL STATISTICS


IMPORTANT NOTICE


Chapter 46 of the General Laws of Massachusetts requires that every physician shall within fifteen days after a birth at which he has officiated, report the same to the Town Clerk of the Town in which the birth took place.


Parents within forty days after the birth of a child, and every householder, within forty days after a birth in his house shall cause notice thereof to be given to the Town Clerk of the Town where such is born.


Failure to give such notice is punishable with a fine.


Blanks for the return may be obtained upon application to the Town Clerk.


Parents and others are requested to carefully examine the following lists and if there are any errors or omissions, report such at once to the Town Clerk. This is important so that we may have as accurate and complete a record of Vital Statistics as possible.

In the name of the Commonwealth you are directed to notify and warn the inhabitants of the Town of Medfield, qualified to vote in elections and in town affairs, to meet at the Town Hall, in said Medfield on Monday the fifth day of January, A.D. 1948 at 7:30 P.M. then and there to act on the following articles:


Article 1. To see if the Town will vote to transfer from available funds in the Treasury a sum of money for the purpose of paying 1947 bills for snow removal or do or act anything in relation thereto.


And you are directed to serve this warrant by posting an attested copy thereof, in the usual place for posting warrants in said Medfield, seven days at least before the time of holding said meeting.

Pursuant to the foregoing warrant a meeting was held in the Town Hall at 7:30 P.M. and after reading the article therein, the following action was taken:


Article 1. Voted unanimously to transfer the sum of $2,150.00 from available funds in the Treasury for the purpose of paying 1947 bills for snow removal.


Voted that the meeting be dissolved.

The following question of public policy to be voted on at the March 1, 1948 election was received from the Secretary of State too late to be printed in the warrant. Therefore it is hereby inserted as a part of Article 1 and will be voted on by Official Ballot:


Chapter 47.


The Commonwealth of Massachusetts


"An Act to authorize the placing of the positions of the Regular or Permanent Members of the Police Force of the Town of Medfield under the Civil Service Laws"


Section 2. This act shall be submitted for acceptance to the voters of said town at the Annual Town Meeting in the current year in the form of the following question, which shall be placed upon the official ballot to be used for the election of Town Officers at said meeting :- "Shall an act passed by the General Court in the year nineteen hundred and forty eight, entitled, 'An Act to authorize the Placing of the Positions of the Regular or Permanent Members of the Police Force of the Town of Medfield under the Civil Service Laws,' be accepted?"


If a majority of the votes in answer to said question is in the affirmative, then this act shall thereupon take full effect, but not otherwise.


The polls to be opened at 6:00 A.M. and may be closed at 2:00 P.M.


Article 2. To choose Fence Viewers, Field Drivers and Pound Keeper.


Article 3. To see if the Town will vote to accept the re- ports of the several Town Officers for the past year.


Article 4. To see if the Town will vote to raise and ap- propriate such sums of money as may be necessary to defray the expenses for the ensuing year.

Article 6 To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the finan- cial year beginning January 1, 1948, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Chapter 44, Section 17, General Laws.


Article 7. To determine in what manner the taxes shall be collected for the ensuing year; also determine what per- centage shall be allowed the Collector for the ensuing year.


Article 8. To see what compensation the Town will allow the Members of the Fire Department for the ensuing year.


Article 9. To see if the Town will authorize the Collector to use all means in the collection of taxes as the Treasurer might if elected to that office.


Article 10. To see if the Town will vote to authorize the Selectmen to appoint one of its members as Clerk of the High- way Department, or do or act anything in relation thereto.

Article 11. To see what compensation the Town will allow the Clerk of the Highway Department for the ensuing year.


Article 12. To see if the Town will vote to raise and ap- propriate a sum of money for the improvement of Chapter 90 Roads, said money to be used in conjunction with any money allotted by the State or County or both for this purpose, or do or act anything in relation thereto.


Article 13. To see if the Town will vote to raise and ap- propriate a sum of money to purchase a truck (and plow) for the Highway Department and to finance the foregoing pur- chase, raise a portion of said sum of money by taxation and authorize the Treasurer to borrow the balance and issue notes to be paid in not more than five years from date of issue to defray said balance.


Article 14. To see if the Town will vote to transfer a sum of money from the Road Machinery Fund to the Highway Operating Account to defray the expenses of the operation and maintenance of Highway Machinery.


Article 15. To see if the Town will vote to raise and ap- propriate a sum of money to construct an asphalt sidewalk on the west side of the road connecting Mitchell and Cottage Streets, or do or act anything in relation thereto.


Article 16. To see if the Town will vote to raise and ap- propriate a sum of money to construct an asphalt sidewalk on the north side of West Main Street from the tracks of the N.Y., N.H. & H. R.R. Co. to the stone bound located on the property of William and Violet Blake, or do or act anything in relation thereto.


Article 17. To see if the Town will vote to raise and ap- propriate a sum of money to construct an asphalt sidewalk on the west side of Vinald Road, or do or act anything in re- lation thereto.


Article 18. To see if the Town will vote to appoint a com- mittee of five and authorize it to make arrangements to spend money appropriated under Article IV for the observance of Memorial Day.


Article 19. To hear and act on the report of the commit- tee appointed under Article 48 of the Annual Town Meeting of 1947 for the purpose of arranging a new contract with the Department of Mental Health for the purchase of water.

To hear and act on the report of the Commit- tee appointed under Article 36 of the Annual Town Meeting of 1947 "To look into the advisability of installing about 11,600 feet of 8 inch and 6 inch water mains from the corner of South Street and High Street southeast on High Street to the Walpole line and on parts of Granite and Plain Street."

Article 21. To hear and act on the report of the Commit- tee appointed under Article 27 of the Annual Town Meeting of 1947 "to work in conjunction with the Fire Engineers and the Park and Planning Board for further study of a suitable location for a new fire station not only to meet present needs but with a view to the future and submit plans and details."


Article 22. To hear and act on the report of the Commit- tee appointed under Article 20 of the Annual Town Meeting of 1946 "to present plans and recommendations at a future Town Meeting for an appropriate War Memorial for World War II Veterans."


Article 23. To hear and act on the report of the Com- mittee appointed under Article 27 of the Annual Town Meet- ing in 1946 "to inquire into the advisability of selecting and procuring a suitable location for new permanent Honor Rolls for Civil War, Spanish War, World War I and World War II Veterans."


Article 24. To hear and act on the report of the Com- mittee appointed under Article 33, of the Annual Town Meet- ing of 1946 empowered to act on making arrangements for the erection of a permanent Honor Roll to be located at Baxter Park in honor of World War II Veterans.


Article 25. To see if the Town will vote to raise and appropriate a sum of money to defray the expenses of send- ing out postal cards notifying. the voters of Special Town Meetings, or do or act anything in relation thereto.


Article 26. To see if the Town will vote to raise and appropriate a sum of money for the systematic collection and removal of garbage, or do or act anything in relation thereto.


Article 27. To see if the Town will vote to raise and appropriate a sum of money for the purpose of making repairs in the room of the Medfield Memorial Library now occupied by the Medfield Historical Society, or do or act anything in relation thereto.


Article 28. To see if the Town will vote to adopt the following By-Law: "No person or corporation shall construct, alter or remodel a building in Medfield without first securing a permit for such construction, alteration or remodelling from the Board of Selectmen" or do or act anything in relation thereto.


Article 29. To see if the Town will vote to establish a Planning Board under Chapter 41, General Laws, Section 81A, or do or act anything in relation thereto.


Article 30. To see if the Town will vote that the members of the existing Planning Board shall serve as members of the new board until the next Annual Town Meeting.

Article 31. To see if the Town will vote to authorize the new Planning Board to act as Park Commissioners.


Article 32. To see if the Town will vote to appropriate a sum of money for the improvement of the High School Ath- letic Field, or do or act anything in relation thereto.


Article 33. To see if the Town will vote to raise and appropriate a sum of money for Evening Vocational Classes for Women and take any other action thereto.


Article 34. To see if the Town will vote to raise and appropriate a sum of money for tuition to State Aided Voca- tional Schools, or take any action thereon.


Article 35. To see if the Town will vote to raise and appropriate a sum of money to replace the roof of the ele- mentary school building. To appoint a committee to work with the School Committee for this purpose or take any other action thereon.


Article 36. To see if the Town will vote to raise and appropriate one thousand dollars to be used for grading, walks, and playground equipment on the school lot or take any other action thereon.


Article 37. To see if the Town will vote to transfer from the High School Building Fund the sum of $116.47, to be used as a part of Article 36 or take any action thereon.


Article 38. To see if the Town will vote to transfer from funds in the Treasury to the Library Board the sum of $196.75, the same being the amount of fines collected by the Library during the year 1947, or do or act anything in relation there- to. (Trustees of the Public Library.)


Article 39. To see if the Town will vote to transfer the sum of $632.80 the 1947 Dog Tax Return to the Library or School Department, or do or act anything in relation thereto.


Article 40. To see if the Town will vote to install one electric light on pole No. 5 on Dale Street, or do or act any- thing in relation thereto.
