SPECIAL TOWN MEETING

The meeting was called to order by the Moderator at 7:30 P.M. and the follow- ing action was taken on the articles in the Warrant:


Article 1. Voted, that the Selectmen be authorized and empowered to accept the legacy on behalf of the inhabitants of the Town of Medfield in accordance with the provisions of the will of the late Granville F. Dailey; that said legacy be accepted by them in such form as they may deem to be advisable for the best interest of said town; that they be and hereby are authorized to sign such docu- ments as may be necessary and incidental to the proper acceptance thereof.


Article 2. Voted to accept the sum of $100.00 as a Trust Fund for the perpetual Care of the Archie Crawford Lot.


Voted that there be recorded the appreciation of the Townspeople of Medfield for the thoughtfulness and generosity of the late Granville F. Dailey for his recent gift in behalf of the Town.

DEPARTMENTAL RECORDS



ANNUAL LIBRARY REPORT FOR 1941


To the Citizens of the Town of Medfield:


The Medfield Memorial Library consists of approximately ten thousand volumes and has had a yearly circulation of 15,847 books among approximately 1040 cardholders. Every attempt has been made to meet the present demand for new and popular reading material; this year, 145 volumes of fiction have been pur- chased, 66 volumes of non-fiction and 73 of juvenile. The juvenile books include a set of "My Book House" by Olive Beauprè Miller and contains poetry, biogra- phy, literature, history, legends and stories. Many of the books purchased this year have been listed with America's most popular reading and have been kept in constant circulation. For periodicals, the following were received: Wee Wisdom, Child Life, Fortune, Harpers, Time, Cosmopolitan, American Home, Life, Common Ground, Reader's Digest, National Geographic, Harper's Bazaar, Atlantic Monthly, Flying and Popular Aviation, Popular Mechanics, Photoplay, Movie Mirror, American, Good Housekeeping and Women's Home Companion.


The Board of Trustees wish to extend thanks to the following townspeople who have contributed books and magazines to the library: Mrs. McQuiggan, Mrs. Chester Bolton, Mrs. Newell Leighton, Mrs. William MacLaughlin, Mr. John Yeo, Mr. Joseph Scully, The Women's Alliance, The Girl Scout Council, The Parent-Teachers Association, Messrs. Tofius, Miss Faith Greenman, Mrs. Florence Yeo, Mrs. M. S. Mortimer, Mrs. Edward Murphy and the Garden Club.


There has been a change in the library personnel this year. Mrs. Ernest Spencer who had served on the library staff for seven years resigned in September 1941. Miss Virginia Kiniry and Mrs. Edith Howlett were appointed to fill the positions of librarian and assistant librarian, respectively.


A bequest was left to the library by the Granville F. Dailey Trust; adminis- tration of which is in the hands of the Board of Selectmen. It is hoped that the library department will receive sufficient income from the bequest to relieve the Town of a part of the annual library expense, and also that several long-put-off minor repairs to the library building may be made. The library maintenance appropriation for 1942 has been carefully considered and since there has been no definite income from the Dailey legacy, as yet, the trustees earnestly recommend that an amount of $1800 plus the dog tax be appropriated.


Fines to the amount of $137.80 have been turned over to the town treasurer.


The board of trustees is anxious to receive constructive criticisms from the townspeople and from the school instructors and will welcome any suggestions for improvement or for further cooperation.

SEWER DEPARTMENT


We herewith submit our report of the Sewer Department for the year ending December 31, 1941.


The new beds done with the help of the W.P.A. funds last year have been work- ing very satisfactorily.


Extra care will have to be taken now to keep all the beds in good shape as the new high school building is very close to the beds.


To keep up to the standard required by the State Board of Health, we ask for an appropriation of $1,000.00.

ANNUAL REPORT OF THE FIRE ENGINEERS


To the Honorable Board of Selectmen:


Gentlemen:


The Fire Engineers hereby submit their report for the year ending December 31, 1941.


There were 46 alarms and 44 still alarms classified as follows: Brush and grass 58, buildings 9, chimneys 6, automobiles 4, rubbish 5, Medfield Dump 3, oil burners 2, railroad trestle 1, false 1, and one call for an accident. There were two calls to Millis and two calls to Dover.


During the year there was 154 feet of ladder raised and 2600 feet of hose used.


A total of 37,750 gallons of water was used from hydrants, 25,820 gallons used from booster tanks and 685 gallons used from cans, also several tanks of water were carried to wells that had dried up during the summer.


Losses and insurance paid on buildings and contents, $1,335.75 and on auto- mobiles, $287.37. There was 23 acres of woodland burned at a loss of $251.00.


We have received and placed in service the new truck voted at the March meeting.

REPORT OF THE PARK AND PLANNING BOARD


The Board has this year maintained Baxter and Metacomet Parks in the usual way and acquired such equipment and supplies as were necessary for the use of the facilities. Major items of improvement were the repair of the tennis court fence in Metacomet Park and the painting of the flag pole at Baxter Park.


For next year, because of the war and our financial problems, the Board recom- mends no expenditures other than those for maintenance and for one extra item, that of keeping the flag flying in Baxter Park, which requires attendance.


Looking at the future the Board continues to recommend consideration by the townspeople of some program for developing our park facilities to meet our social needs. Toward this end the Board would welcome suggestions.

All lots in the now developed sections have been sold and before any more lots can be sold the above work has to be done.

ANNUAL REPORT OF THE BOARD OF PUBLIC WELFARE


To the Honorable Board of Selectmen:


The members of the Board have met as usual, and spent a great deal of time on cases. On Old Age Assistance the State requires rigid investigation, and the Federal Government requires an increasing number of reports each year. All these requirements must be met in order to receive reimbursement.


On January 1, 1941, there were 48 cases on Old Age Assistance. During the year 7 cases were added, and 6 closed because they died, moved to another place, or became self-supporting. On December 31, 1941, there were 49 cases. One family received Aid to Dependent Children. On account of increasing costs, more money will be needed for the coming year.


There are some persons on General Relief, unable to earn their own living, who are constantly helped, in full or in part, and others who may need help only to carry them over a short period of unemployment. All these cases have to be in- vestigated, and records kept concerning them.


In order to receive Old Age Assistance it is necessary for the applicants to have papers proving date of birth; citizenship; where they have lived, especially during the last five years; and copy of record if married. They must show any bank- books, insurance papers, and records relating to any real estate now owned or sold or transferred during the last five years. Persons having a Social Security Number must furnish full information, especially if they are receiving or will receive Old Age or Survivors' Insurance.

I hereby submit my annual report for the year ending December 31, 1941.


All dogs known to have bitten persons and suspected of Rabies were quarantined in the usual manner. Annual inspection orders were received too late to report on.
