REPORT OF THE BOARD OF SELECTMEN
To the Citizens of the Town of Medfield, the Board of Selectmen submit a general summary of its accomplishments and problems encountered during the past fiscal year.
Because of existing conditions the cost of Town Govern- ment has increased appreciatively during the past few years.
All expenses are controlled by the economic factors of wages and materials and both elements are far above their normal scale. It is unnecessary to discuss high prices because they are obvious to all.
The Board of Selectmen have made every effort to keep costs as low as possible and at the same time provide services necessary in the community. However, to enjoy modern con- veniences the cost inevitably increases and reflects in the tax rate.
This year the Board has restricted its requests for appro- priations only to those things which after careful thought are necessary for the interests of the Town and the welfare of the people.
Attention should be given to the fact that there are many items which do not appear on the warrant which are assessed against the Town by the State and County and pay- ment of them is mandatory. By law, the Town is required to pay State and County Taxes.
The Town is also obligated to pay fixed charges which have been incurred by contract. For example, notes and interest alone costs the taxpayer $9.06 per thousand dollars.
When considering the tax rate the relationship of assess- ment to the tax bill should be borne in mind. There are two alternates: either a high tax rate and a low assessment or a low tax rate and a high assessment. The total tax bill to the individual would be the same in either event. The Selectmen concur with the Assessors in continuing to follow the former plan although the value of realty does fluctuate with the mar- ket. Therefore, the tax rate is not as high as it appears to be when other factors are taken into consideration.
This year an article has been entered in the Warrant to determine the feasability of resuming the practice of sending out postal cards, announcing Special Town Meetings. Several years ago the practice was inaugurated and cards were sent until the supply was exhausted. From the attendance at those meetings it appeared that they were ineffective.
The maintenance of the Town Dump has been costly due to the fact that the townspeople will not dump over the edge and strew refuse everywhere. Unless the townspeople coopera- tive in the case of the dump it will continue to be a costly

expenditure. The manner in which the people use this dump constitute a serious health menace.
The expense of snow removal is unpredictable and is based on the severity and number of storms. Since the advent of the automobile, people are demanding better plowed and sanded highways. If the Town furnishes more service to the people in all Town departments it is logical to expect an increase in the tax rate.
During the past year the Selectmen have been active in all matters which pertain to the general welfare of the towns- people.
The Selectmen have worked on the water contract com- mittee and a new agreement is being made with the State which will be satisfactory to the Town.
The initiative was taken by the Board in organizing a com- mittee composed of members from surrounding towns to oppose the proposed abandonment of railway passenger service to and from the Town.
The Board conformed to the request of the Governor by immediately appointing a Fuel Board to aid in the fuel crisis.
Medfield played host to the Norfolk County Selectmen's Association who held their winter meeting here this year. The heritage and history of Medfield was effectively displayed by the Historical Society.
The Board wishes to call your attention to the condition of the Town Shed and Town House as reported in the 1945 report:
The Town Shed is badly in need of repairs. We recommend complete reconstruction of the south end of the building and necessary repairs to the roof.
The Town House should be pointed, water-proofed and painted. We suggest that this should be done under contract with the supervision of a paid engineer. The interior has not been painted since 1932 and obviously requires some attention.
The Board of Selectmen wishes to express its appreciation to all departments for the cooperation and assistance given to our Board during the past year. It has been a pleasure to meet and confer with the townspeople who have come to us with their problems.

IMPORTANT NOTICE
Chapter 46 of the General Laws of Massachusetts requires that every physician shall within fifteen days after a birth at which he has officiated, report the same to the Town Clerk of the Town in which the birth took place.
Parents within forty days after the birth of a child, and every householder, within forty days after a birth in his house shall cause notice thereof to be given to the Town Clerk of the town where such is born.
Failure to give such notice is punishable with a fine.
Blanks for the return may be obtained upon application to the Town Clerk.
Parents and others are requested to carefully examine the following lists and if there are any errors or omissions, report such at once to the Town Clerk. This is important so that we may have as accurate and complete a record of Vital tatistics as possible.

In the name of the Commonwealth you are directed to notify and warn the inhabitants of the Town of Medfield, quali- fied to vote in elections and in town affairs, to meet at the Town Hall, in said Medfield on Monday the third day of March A.D. 1947 at 6:00 A.M. then and there to act on the following articles:

Article 6. To see if the Town will vote to authorized the Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1947, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Chapter 44, Section 17, General Laws.
Article 7. To determine in what manner the taxes shall be collected for the ensuing year; also determine what percentage shall be allowed the collector for the ensuing year.
Article 8. To see what compensation the town will allow the Members of the Fire Department for the ensuing year.
Article 9. To see if the Town will authorize the Collector to use all means in the collection of taxes as the Treasurer might if elected to that office.
Article 10. To see if the Town will vote to authorize the Board of Selectmen to appoint one of its members as Clerk of the Highway Department, or do or act anything in relation thereto.
Article 11. To see what compensation the Town will allow the Clerk of the Highway Department for the ensuing year.
Article 12. To see if the Town will vote to raise and appro- priate an additional sum of $2,500.00 for the completion of the construction of Hospital Road providing the State contributes and additional $17,000.00 and the County an additional $6,500.00 for this purpose, or do or act anything in relation thereto.
Article 13. To see if the Town will vote to rescind the vote passed under Article 16 of the warrant for the Annual Town Meeting held March 4, 1946, whereby $4,000.00 was raised and appropriated for the construction of Hospital Road pro- viding the State contributes $8,000.00 and the County con-

tributes $4,000.00 for this purpose. The unexpended balance of the appropriation to be transferred into the excess and deficiency fund.
Article 14. To see if the Town will vote to transfer a sum of money from the Road Machinery Fund to the Highway Machinery Operating Account to defray expenses for the oper- ation and maintenance of Highway Machinery.
Article 15. To see if the Town will vote to raise and appropriate the sum of $700.00 for the improvement of Chapter 90 Roads, said money to be used in conjunction with any money allotted by the State or County or both, for this purpose, or do or act anything in relation thereto.
Article 16. To see if the Town will vote to raise and appropriate a sum of money for the purpose of installing an underground drainage system along Oak Street, or do or act anything in relation thereto.
Article 17. To see if the Town will vote to raise and appropriate a sum of money to construct an asphalt sidewalk on the North side of Cottage Street, or do or act anything in relation thereto.
Article 18. To see if the Town will vote to raise and appropriate a sum of money to construct an asphalt sidewalk on the north side of West Main Street from the N. Y. N. H. & H. R.R. Co. to the stone on the property of Bertha K. Wilkins, or do or act anything in relation thereto.
Article 19. To see if the Town will vote to raise and appropriate a sum of money to construct an asphalt sidewalk on the west side of Vinald Road replacing the concrete walk, or do or act anything in relation thereto.
Article 20. To see if the Town will vote to raise and ap- propriate a sum of money to construct an asphalt sidewalk on the west side of the road connecting Mitchell and Cottage Streets, or do or act anything in relation thereto.
Article 21. To see if the Town will vote to raise and appropriate the sum of $460.00 for the purpose of building new steps at the entrance of the Town Hall, or do or act anything in relation thereto.
