To either of the Constables of the Town of Medfield, in said County,
GREETING:
In the name of the Commonwealth you are directed to notify and warn the inhabitants of the Town of Medfield, qualified to vote in elections and in town affairs, to meet at the Town Hall, in said Medfield on Monday the first day of March A.D. 1948 at 6:00 A.M. then and there to act on the following articles:
Article 1. To choose all Town Officers required to be elected annually by ballot, to wit:
One Moderator, One Town Clerk, One Treasurer, Three Constables, One Tree Warden, all for one year.
One Selectman, One Assessor, One Member of the School Committee, Two Trustees of the Public Library, One Member of the Board of Health, One Cemetery Commissioner, One Member of the Water and Sewer Board, One Member of the Board of Public Welfare, One Member of the Park and Plan- ning Board, all for three years.
One Member of the Park and Planning Board for five years.
The Polls to be opened at 6:00 A.M. and may be closed at 2:00 P.M.
Article 2. To choose Fence Viewers, Field Drivers and Pound Keeper.
Article 3. To see if the Town will vote to accept the reports of the several Town Officers for the past year.
Article 4. To see if the Town will vote to raise and appro- priate such sums of money as may be necessary to defray the expenses for the ensuing year.

Article 6. To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1948, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in ac- cordance with Chapter 44, Section 17, General Laws.
Article 7. To determine in what manner the taxes shall be collected for the ensuing year; also determine what percentage shall be allowed the Collector for the ensuing year.
Article 8. To see what compensation the Town will allow the Members of the Fire Department for the ensuing year.
Article 9. To see if the Town will authorize the Collector to use all means in the collection of taxes as the Treasurer might if elected to that office.
Article 10. To see if the Town will vote to authorize the the Selectmen to appoint one of its members as Clerk of the Highway Department, or do or act anything in relation thereto.
Article 11. To see what compensation the Town will allow the Clerk of the Highway Department for the ensuing year.

Article 12. To see if the Town will vote to raise and ap- propriate a sum of money for the improvement of Chapter 90 Roads, said money to be used in conjunction with any money allotted by the State or County or both for this purpose, or do or act anything in relation thereto.
Article 13. To see if the Town will vote to raise and appro- priate a sum of money to purchase a truck (and plow) for the Highway Department and to finance the foregoing purchase, raise a portion of said sum of money by taxation and authorize the Treasurer to borrow the balance and issue notes to be paid in not more than five years from date of issue to defray said balance.
Article 14. To see if the Town will vote to transfer a sum of money from the Road Machinery Fund to the Highway Oper- ating Account to defray the expenses of the operation and maintenance of Highway Machinery.
Article 15. To see if the Town will vote to raise and appro- priate a sum of money to construct an asphalt sidewalk on the west side of the road connecting Mitchell and Cottage Streets, or do or act anything in relation thereto.
Article 16. To see if the Town will vote to raise and appro- priate a sum of money to construct an asphalt sidewalk on the north side of West Main Street from the tracks of the N.Y.N.H. & H. R.R. Co. to the stone bound located on the property of William and Violet Blake, or do or act anything in relation thereto.
Article 17. To see if the Town will vote to raise and appro- priate a sum of money to construct an asphalt sidewalk on the west side of Vinald Road, or do or act anything in relation thereto.
Article 18. To see if the Town will vote to appoint a com- mittee of five and authorize it to make arrangements to spend money appropriated under Article IV for the observance of Memorial Day.
Article 19. To hear and act on the report of the committee appointed under Article 48 of the Annual Town Meeting of 1947 for the purpose of arranging a new contract with the Depart- ment of Mental Health for the purchase of water.
Article 20. To hear and act on the report of the Committee appointed under Article 36 of the Annual Town Meeting of 1947 "To look into the advisability of installing about 11,600 feet of 8 inch and 6 inch water mains from the corner of South Street and High Street southeast on High Street to the Walpole line and on parts of Granite Street and Plain Street."
Article 21. To hear and act on the report of the Committee appointed under Article 27 of the Annual Town Meeting of 1947

"to work in conjunction with the Fire Engineers and the Park and Planning Board for further study of a suitable location for a new fire station not only to meet present needs but with a view to the future and submit plans and details."
Article 22. To hear and act on the report of the Committee appointed under Article 20 of the Annual Town Meeting of 1946 "to present plans and recommendations at a future Town Meet- ing for an appropriate War Memorial for World War II Veterans."
Article 23. To hear and act on the report of the Committee appointed under Article 27 of the Annual Town Meeting of 1946 "to inquire into the advisability of selecting and procuring a suitable location for new permanent Honor Rolls for Civil War, Spanish War, World War I and World War II Veterans."
Article 24. To hear and act on the report of the Committee appointed under Article 33 of the Annual Town Meeting of 1946 empowered to act on making arrangements for the erection of a permanent Honor Roll to be located at Baxter Park in honor of World War II Veterans.
Article 25. To see if the Town will vote to raise and appro- priate a sum of money to defray the expenses of sending out postal cards notifying the voters of Special Town Meetings, or do or act anything in relation there to.
Article 26. To see if the Town will vote to raise and appro- priate a sum of money for the systematic collection and removal of garbage, or do or act anything in relation thereto.
Article 27. To see if the Town will vote to raise and appro- priate a sum of money for the purpose of making repairs in the room of the Medfield Memorial Library now occupied by the Medfield Historical Society, or do or act anything in relation thereto.
Article 28. To see if the Town will vote to adopt the fol- lowing By-Law: "No person or corporation shall construct, alter or remodel a building in Medfield without first securing a per- mit for such construction, alteration or remodelling from the Board of Selectment" or do or act anything in relation thereto.
Article 29. To see if the Town will vote to establish a Planning Board under Chapter 41, General Laws, Section 81A, or do or act anything in relation thereto.
Article 30. To see if the Town will vote that the members of the existing Planning Board shall serve as members of the new board until the next annual Town Meeting.
Article 31. To see if the Town will vote to authorize the new Planning Board to act as Park Commissioners.

Article 32. To see if the Town will vote to appropriate a sum of money for the improvement of the High School Athletic Field, or do or act anything in relation thereto.
Article 33. To see if the Town will vote to raise and appro- priate a sum of money for Evening Vocational Classes for Women and take any other action thereto.
Article 34. To see if the Town will vote to raise and appro- priate a sum of money for tuition to State Aided Vocational Schools, or take any action thereon.
Article 35. To see if the Town will vote to raise and appro- priate a sum of money to replace the roof of the elementary school building. To appoint a committee to work with the School Committee for this purpose or take any other action thereon.
Article 36. To see if the Town will vote to raise and appro- priate one thousand dollars to be used for grading, walks and playground equipment on the school lot or take any other action thereon.
Article 37. To see if the Town will vote to transfer from the High School Building Fund the sum of $116.47, to be used as a part of Article 36 or take any action thereon.
Article 38. To see if the Town will vote to transfer from funds in the Treasury to the Library Board the sum of $196.75, the same being the amount of fines collected by the Library during the year 1947, or do or act anything in relation thereto. (Trustees of the Public Library).
Article 39. To see if the Town will vote to transfer the sum of $632.80 the 1947 Dog Tax Return to the Library or School Department, or do or act anything in relation thereto.
Article 40. To see if the Town will vote to install one elec- tric light on pole #5 on Dale Street, or do or act anything in re- lation thereto.
Article 41. To see if the Town will vote to install one elec- tric light at the corner of Mill and West Streets, or do or act anything in relation thereto.
Article 42. To see if the Town will vote to raise and appro- priate the sum of $592.79 for the Norfolk County Retirement System as provided for in Section 22, 7c, Chapter 32 of the General Laws.
Article 43. To see if the Town will vote to raise and appro- priate a sum of money for payment of unpaid bills for water purchased from Medfield State Hospital in the year 1947, or do or act anything in relation thereto.
Article 44. To see if the Town will vote to raise and appro- priate the sum of $775.00 for the purchase of a portable com- pressor and air-hammer with necessary accessories for the use of the Water, Cemetery and Highway Departments, or do or act anything in relation thereto.

Article 45. To see if the Town will vote to raise and appro- priate the sum of $2300.00 for the purchase and expense of lay- ing an eight inch water main in Adams Street from the corner of Dale Street in a northerly direction for a distance of about 500 feet and to finance the foregoing construction raise and appropriate the sum of $300 and authorize the Treasurer with the approval of the Selectmen to borrow $2000.00 and issue notes to be paid in not more than 2 years from date of issue, or do or act anything in relation thereto.
Article 46. To see if the Town will vote to raise and appro- priate the sum of $1200.00 for the purpose of laying about 600 feet of six inch water pipe in Pleasant Street from Grange Field to South Street, or do or act anything in relation thereto.
Article 47. To see if the Town will vote to authorize the Water and Sewerage Board to appoint one of its members as Water Superintendent, or do or act anything in relation thereto.
Article 48. To see what compensation the Town will allow the Water Superintendent for the ensuing year.
Article 49. To see if the Town will vote to raise and appro- priate a sum of money for the construction of highways pro- viding the State and County or both will contribute a sum of money for this purpose, or do or act anything in relation thereto.
Article 50. To see if the Town will vote to raise and appro- priate the sum of $3800.00 for the maintenance of Vine Lake Cemetery; also transfer the sum of $600.00 from the Sale of Lots Fund for the purpose of developing the new part of the cemetery.
Article 51. To see if the Town will vote to raise and appro- priate the sum of $300.00 for trimming and pruning the trees in Vine Lake Cemetery, or do or act anything in relation thereto.
Article 52. To see if the Town will authorize the Assessors to use a sum of money not to exceed $15,000 from free cash in the Treasury for the reduction of the 1948 Tax Rate.
And you are directed to serve this warrant by posting an attested copy thereof, in the usual place for posting warrants in said Medfield, seven days at least before the time of holding said meeting.
Hereof fail not and make due return of this warrant with your doings thereon, unto the Town Clerk at the time and place of meeting aforesaid.

REPORT OF THE BOARD OF SELECTMEN
To the citizens of the Town of Medfield, the Board of Selectmen submits its Annual Report.
It will be necessary for the Town of Medfield to appro- priate more money this year to defray the cost of the same services rendered in 1948 due to the inflationary cost of ma- terials, wages, etc.
While it is not the desire of the Selectmen to criticize the . amount and number of services the people wish to purchase at Town Meetings, it is their duty to inform the people of the financial condition of the Town.
In the past twenty years the personal and real estate valuation as appraised by the Assessors has increased only to the amount of $284,541.
This increased valuation returns to the Town an addi- tional revenue of approximately $15,000 a year, an amount insufficient to even cover the tide of inflation during that twenty year period.
In addition to the extension of ordinary services, new services have been voluntarily voted at Town Meetings by the people; also many duties which were formerly responsi- bilities of the individual have been thrust on the Town by acts of the General Court.
Fourteen new types of services have been instituted and supplied by the Town during the last twenty years which costs the taxpayer approximately $35,000 annually.
With the extension of services it is inevitable that in- creased revenue must be raised and consequently the tax rate rises.
The report of the Selectmen this year has been a general survey of the financial changes and the reasons in order that it might be comprehensive. Comparison with the past reports of expenditures if detailed would require many pages of explanation.

If the taxpayer will make a detailed review and compari- son of departmental reports, the inferences and conclusions presented by the Board in this report will appear evident.
The Board of Selectmen wishes to express its apprecia- tion to all departments for the cooperation shown during the past year.
