REPORT OF THE BOARD OF SELECTMEN


To the Citizens of the Town of Medfield, the Board of Select- men respectfully submit a general summary of the events of the past year.


Organization


The Board of Selectmen organized March 8, 1944, as follows:

Regular meetings were held every Wednesday at 7:00 o'clock P. M. Special meetings were called from time to time as occa- sions warranted.


As every citizen in the town, due to the pressure of war, has assumed added burdens, so have your Selectmen. The Select- men have attended many meetings in various parts of the State to acquaint themselves with the problems of other towns and their solutions. At the same time, needless to say, we have shared experiences and ideas. We found, generally, that the problems of most Massachusetts' communities, caused by the exigencies of the times, were much alike.


Highway Report


2600 cubic yards of gravel was spread on Pine Street, impreg- nated with calcium chloride and rolled.


Approximately one mile of North Street from the Dover line was covered with asphalt and gravel stones, mixed in place.


South Street was widened near Stop River to offset erosion caused by flood waters.


Portions of Route 109 were treated with J1, a bituminous material brushed into the crevices. This is more or less of an experiment which if it proves successful may be an inexpensive method of sealing this type of Macadam road.


25,000 gallons of tarvia and asphalt were applied to various roads.


Noon Hill and causeway bridges were replanked, shored up and guard rail approaches repaired.


General maintenance, scraping, patching and spot gravelling was continued.


Sidewalks were patched and 1,000 gallons of tar applied.

The White truck has been in service for 11 years without major repairs. It was necessary this year to have the motor rebuilt at a cost of $501.00.


Post War Public Works


In our previous report of a year ago we outlined various projects which we had in mind providing that said projects were financed by the Federal and State Governments in conjunction with the town government.


To date, there has been no further developments and it is simply a case where all projects will necessarily be held in abey- ance pending the time when it will be propitious to go ahead both from a financial and labor viewpoint.


Civilian Defense


It is pleasing to know that conditions have improved to such an extent that the duties of the Civilian Defense, as we originally understood it, have to a large degree been eliminated. The ne- cessity for practice Air Raids, Patrols, Drills, etc. are now past and we sincerely hope that it is permanent.


There remains, however, important work to be done by all of us. First on the list is Blood Donations. This is one of the most important things which we on the homefront can do. Civilian Defense and Red Cross are working together on this and we will arrange transportation to and from Boston at no expense to you. Why not volunteer now ?


Salvage is another important item. Under the very capable direction of "Chris" Whiteside a beautiful job has been done. There has been collected during the past year over forty-five tons of mixed paper, magazines and books, and over four tons of tin cans. For a town of our size a fine job and your Board of Select- men thanks each and everyone of you who have so cheerfully given of your time and energy to put Medfield over the top. Keep up the good work and show the boys we are doing what we can to back them up!


Our State Guard, composed of men from both Millis and Med- field, have now been functioning approximately two and one-half years. A number of the Guard have been called to the colors which has caused a large turnover in the personnel of both officers and men. Several trips have been made to the Wakefield Rifle Range in addition to a week of active duty on the Cape. A rifle range has been completed in the basement of the new High School and the rifle team which has been organized has made a very creditable showing in competition with other State Guard teams. There is an opportunity for men between the ages of 18 and 50 to

join up and if you enjoy shooting and out-door life why not con- sider volunteering ?


We wish at this time to publicly thank the State Guard for their splendid work in Blood Donating. Three times during the last few months they have been called on for emergency Blood Donation and needless to state they were right on the job. In addition, all of the men have been typed and we venture to say that their record of blood donations compares very favorably with that of any similar organization.


During the year many new names have been added to our Honor Roll in front of the Town House, evidence that our young men and women are giving their full support to our Country's cause. Some of the names now appear in gold and the Board of Selectmen wishes to take this opportunity to extend its sympathy for their unstinted sacrifice to their country. For the others in service, we trust that before many months pass, they will be back with us.


In the fall of last year, a Victory Ball, under the auspices of the Board of Selectmen, was held in the High School Auditorium. This proved, as you already know, one of the most successful events ever held in the town. With the proceeds realized we were able to send a very complete Christmas Box to everyone in the service for whom we had been furnished an address. From letters received from all parts of the world, we feel gratified for having sponsored this project.


We wish to thank all of the members of the volunteer organ- izations in the town for their whole-hearted support throughout the year. Likewise, we wish to join with the government in com- plimenting the Ration Board, the members of which are: P. Henry Strople, Howard Hager and Dana Jefferson, Sr. The Selectmen appreciate their pleasant efficiency.


We have received complete cooperation from the other town departments and thank them for their fine spirit in the face of many difficulties.

VITAL STATISTICS


IMPORTANT NOTICE


Chapter 46 of the General Laws of Massachusetts requires that every physician shall within fifteen days after a birth at which he has officiated, report the same to the Town Clerk of the Town in which the birth took place.


Parents within forty days after the birth of a child, and every householder, within forty days after a birth in his house shall cause notice thereof to be given to the clerk of the town where such child is born.


Failure to give such notice is punishable with a fine.


Blanks for the return may be obtained upon application to the Town Clerk.


Parents and others are requested to carefully examine the following lists and if any errors or omissions are discovered, re- port them at once to the Town Clerk, that the record may be cor- rected, as it is very important that the record of Vital Statistics be accurate and complete.

In the name of the Commonwealth you are directed to notify and warn the inhabitants of the Town of Medfield, qualified to vote in elections and in town affairs, to meet at the Town Hall. in said Medfield on Monday the 6th day of March A.D. 1944 at 6:00 A.M. then and there to act on the following articles:


Article 1. To choose Town Officers required to be elected annually by ballot, to wit:


One Moderator, One Town Clerk, One Treasurer, One Col- lector of Taxes, Three Constables, One Tree Warden, all for one year.


One Assessor, One Member of the Water and Sewerage Board, all for two years.


One Selectman, One Assessor, One Member of the School Com- mittee, Two Trustees of the Library, One Member of the Board of Health, One Cemetery Commissioner, One Member of the Board of Public Welfare, One Member of the Water and Sewerage Board, all for three years.


One Member of the Planning Board for five years.


The polls to be opened at 6:00 A.M. and may be closed at 2:00 P.M.


Article 2. To choose Fence Viewers, Field Drivers and Pound Keeper.


Article 3. To see if the Town will vote to accept the reports of the Several Town Officers for the past year.


Article 4. To see if the Town will vote to raise and appro- priate such sums of money as may be necessary to defray the expenses for the ensuing year.

Article 5. To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1944, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Chapter 44, Section 17, General Laws.


Article 6. To determine in what manner the taxes shall be collected for the ensuing year, also determine what percentage shall be allowed the Collector for the ensuing year.


Article 7. To see what compensation the Town will allow the Members of the Fire Department for the ensuing year.

Article 8. To see if the town will authorize the Collector to use all means in the collection of taxes as the Treasurer might if elected to that office.


Article 9. To see if the Town will authorize the Water and Sewerage Board to appoint one of its members as Water Registrar.


Article 10. To see what compensation the town will allow the Water Registrar for the ensuing year.


Article 11. To see if the town will vote to appoint a com- mittee of five (5) and authorize it to make arrangements and spend money appropriated under Article 4 for the observance of Memorial Day.


Article 12. To see if the Town will vote to raise and appro- priate a sum of money for the improvement of Chapter 90 Roads, said money to be used in conjunction with any money allotted by the state or County, or both, for this purpose, or take any action in relation thereto.


Article 13. To see if the town will vote to transfer a sum of money from the Road Machinery Fund to the Highway Machin- ery Operating Account to defray expenses for the operation and maintenance of Highway Machinery.


Article 14. To see if the Town will vote to authorize the Assessors to use a sum of money not to exceed $15,000.00 from free cash in the Treasury for the reduction of the 1944 Tax Rate.


Article 15. To see if the Town will vote to accept the fol- lowing named sums as Perpetual Trust Funds for the care of lots in the Vine Lake Cemetery, the interest thereof or as may be necessary to be used for said care, viz:

Article 16. To see if the Town will vote to raise and appro- priate, or transfer from available funds in the treasury, a sum of money for the purchase of war bonds or other bonds that are legal investments for savings banks, in order to establish a post- war rehabilitation fund, in accordance with the provisions of Chap- ter 5, Acts of 1943.


Article 17. To see if the Town will vote to raise and appro- priate the sum of $3,000.00 for the maintenance of Vine Lake Cemetery; also to transfer the sum of $275.00 from the Sale of Cemetery Lots Funds for the purpose of developing the new part of the cemetery.


Article 18. To see if the Town will vote to transfer certain sums of money, balances of school funds, namely:

to the School Committee for funds for General School purposes, or do or act anything in relation thereto. (School Committee).


Article 19. To see if the Town will vote to authorize the School Committee to establish and maintain State-aided vocational education in accordance with the provisions of Chapter 74, Gen- eral Laws, and Acts amendatory thereto, or dependent thereon, and further raise and appropriate the amount of $25.00 therefor.


Article 20. To see if the Town will vote to authorize the Selectmen to sell and convey to Mrs. DeForest Danielson in be- half of the Town the parcel of land containing 875 square feet, more or less, known as the Town Pound and located on High Street, or do or act anything in relation thereto.


Article 21. To see if the Town will vote to authorize the Board of Selectmen to instruct the Boston Edison Company to install three (3) electric lights on Dale Street and raise and appro- priate a sum of money therefor, or do or act anything in relation thereto.
