REPORT OF THE BOARD OF SELECTMEN


To the citizens of the Town of Medfield, the Board of Select- men, respectfully submit a resume of the events of the past year.


Organization


The Board of Selectmen organized March 9, 1942 with Frank G. Haley, Chairman, Charles W. Haigh, Clerk, and Robert H. Fraser, Sr.


Town Buildings


The Town House boilers displayed signs of deterioration and therefore several experts were consulted without cost to the town to determine the damage. No. 1 boiler was condemned as a total loss. The main contributing factor was distortion of the various units brought about by the settling of the boiler room floor. No. 2 boiler was repaired and passed as satisfactory by the State & Insurance Inspectors.


The cost of operating the Town House will be necessarily greater this year on account of the constant use of all the rooms by the Federal Agencies, Defense Organizations, Civic Enterprises and Municipal Departments.


The services and facilities of many departments have been expanded to conform with the Federal & State efforts in carrying on the war.


The Selectmen have had many new duties imposed upon them which they gladly assume as war measures.


We wish to thank the townspeople for their splendid coopera- tion in accepting the assignments which have been placed upon them.


Soldiers' Relief


The case load in Soldiers' Relief has naturally increased since the declaration of war but the direct cost to the town has not increased proportionally. This is due to the town being partly reimbursed by the State for relief granted through War Allowance World War II and the allotments assigned by enlisted men to their dependents. Increased cost in this department is to be ex- pected as the war progresses.


Highways


Considerable difficulty was encountered this year in arranging and carrying on an efficient program for the maintenance and con-

struction of highways. This was due largely to the Federal Gov- ernment regulating the type and quantity of bituminous materials to be allocated to each town and also limiting the highways to which they could be applied.


Greater emphasis was stressed on drainage this year and several badly needed under-drains were installed.


Chapter 90


Under this appropriation ledges were blasted and rock re- moved from the corner of Harding Street and Hospital Road and also on several dangerous curves on High Street. Portions of High and Forest Streets were widened and curves straightened to pro- vide greater safety and facilitate snow removal.


Although we expect a further decline in motor traffic we recommend the appropriation of sufficient funds to preserve the large capital investment the town has in roads. We must also bear in mind, that regardless of War Emergencies, a town is legally responsible to maintain travelled ways in a safe condition.


Sidewalks


Very little suitable materials could be obtained to repair or construct sidewalks leaving us with no alternative than to im- provise materials, not altogether satisfactory, in order to main- tain them in a safe condition.


Under a special appropriation a new asphalt sidewalk was constructed on the westerly side of Frairy Street and also on the westerly side of North Street near the school.

CIVILIAN DEFENSE


Since my first report to you for the year ending December 31, 1941, much has happened. In the excitement and furore which took place when we were attacked at Pearl Harbor and war was declared, our main thought was defense. Protection against air raids, preparation for evacuation, feeding and caring for both evacuees and the sick and wounded, were then our immediate problems. Such training as had been started at that time was and is being vigorously continued. First aid and advanced courses in first aid which we believe is one of the most important parts of our program, not only for war but for civilian use, are going on daily. In addition, however, new plans have been made for many other features which we can touch on and give a brief resumé.


Last fall your Board of Selectmen authorized the formation of a State Guard Unit under the capable direction of Captain Delmar Kelley. This unit is receiving up to the minute training on mili- tary tactics and is a very valuable asset to the town. In the event of trouble or attack of any kind, plans have already been' made for the disposition of this force to completely block every effective entrance to the town. Maneuvers have been held both in the town and at Noon Hill with companies from other towns, besides the regional maneuvers and we know that full reliance can be placed on our State Guard Company.


Our Women's Defense Units, both Transport and Canteen, are ranked by the regional headquarters in Brockton as the best in the region. We feel this is something to be proud of as this region includes much larger towns than ours, such as Walpole, Franklin, Brockton and others. During the summer and fall con- siderable time was spent by these units in actual realistic field duties. During the maneuvers of the State Guard they acted as stretcher bearers and as casualty and first aid stations. If any of you folks think it's a cinch to carry casualty cases through the woods on stretchers, after first determining the theoretical injury and giving first aid, just join up. It's hard work but this outfit thrives on it. During the year they have attended all blackouts and mobilizations. The canteen unit this year served refreshments in the test air raids which took place and during the maneuver of the State Guard fed 125 men as part of their stretch of duty. In addition both of these units have assisted our rationing board in times of need and are regular workers at the report center. They deserve thanks from the community for the work and effort which they are giving.


It seems fitting at this time to make mention of the Apple Blossom Ball held on the night of May 15, 1942, under the auspices of the M. W. D. C. with Hope McCarthy as Chairman. We believe we can say, without fear of contradiction, that it was

the best of all such times ever held in Medfield. Through the good offices of Hope and her dad Frank, whom we all know, the M. W. D. C. also secured their own headquarters over the First National Store for which we are doubly grateful.


During the last several months the Army has imposed dimout regulations on this town as well as many others. It is the duty of the Air Wardens and Auxiliary Police to enforce these regula- tions. We are very much pleased at the manner in which the public has co-operated and know that such co-operation will con- tinue. It is not the easiest job in the world to get out these cold nights to see if your neighbor has left his outside lights on or his shades too high and we want you to thank your wardens and police for the job they are doing. We had an inspection of the regulations and while there were several infractions, they were all minor and were immediately adjusted.


The name of the Women's Division has now been changed to the War Service Division. With so many of our men being called for duty (approximately 150 to date) it is becoming increasingly evident that the duties formerly handled by the men will of necessity be taken care of by the women. Already we have 16 women air raid wardens and plan to increase this total shortly.


In addition the so-called Block Plan is now under formation in conformity with the government's future plan of rationing, which will be handled through the War Service Division.


During the year we have been ably assisted by the Boy Scouts, as messengers, and the Girl Scouts, who have given plenty of their time in the house to house delivery of essential messages. They have joined earnestly and enthusiastically and should be heartily commended for the part they have taken in this work.


More and more our report center is becoming the center of civil- all our alarms. From this spot emanate the notices and instruc- tions for the defense of the town. During the year there have been ten blackouts and mobilizations besides the State Guard and Army maneuvers and at such times the report center resembles a beehive on a hot day. We give our appreciation to those who man the lines and carry on this very important work. There is room for additional reliable workers to fill in and anyone who desires to do so may get in touch with Mrs. "Joe" Colt who is in charge.


In closing let us state one pertinent fact. The average town has from 10% to 15% of their citizens enrolled in some form of defense work. We are pleased to state that Medfield has over 24%.


I am proud to be the head of such a fine and loyal group of people and my deep appreciation is extended to all for the support and co-operation which is being given.

IMPORTANT NOTICE


Chapter 46 of the General Laws of Massachusetts requires that every physician shall within fifteen days after a birth at which he has officiated, report the same to the city or town in which the birth took place.


Parents within forty days after the birth of a child, and every householder, within forty days after a birth in his house shall cause notice thereof to be given to the clerk of the town where such child is born.


Failure to give such notice is punishable with a fine.

Commonwealth of Massachusetts


NORFOLK, SS.


To either of the Constables of the Town of Medfield, in said County, greeting :


In the name of the Commonwealth you are directed to notify and warn the inhabitants of the Town of Medfield, qualified to vote in elections and in town affairs, to meet at the Town Hall, in said Medfield on Wednesday. the 7th day of January, A. D. 1942 at 7:30 P. M. then and there to act on the following articles :


Article 1. To see if the Town will vote to raise and appro- priate a sum of money under Chapter 487, Section 1, General Laws, for the protection of the people and property during National Emergency, or do or act anything in relation thereto.


Article 2. To see if the Town will vote to transfer a sum of money from the Road Machinery Fund to the Highway Operat- ing Account to defray expenses for the operation and maintenance of Highway Machinery.


Article 3. To see if the Town will vote to allow the School Committee to exchange the following:

By virtue of this warrant, I have notified and warned the inhabitants of the Town of Medfield qualified to vote in elections to meet at the time and for the purpose named, by posting at- tested copies of said warrant in not less than five public places in the Town at least seven days before the time of holding the meeting.

SPECIAL TOWN MEETING January 7, 1942


The meeting was called to order by the Moderator at 7:30 P. M. and the following action taken on the articles in the War- rant:


Article 1. Voted that the Town raise and appropriate the sum of $500.00 under Chapter 487, Section 1, General Laws, for the Preservation of Health and protection of persons and property, to purchase equipment, uniforms and supplies for auxiliary fire and police departments, air raid wardens, first aid rescue squads, and other essential units of defense, to provide for the training of its citizens in first aid and other matters essential to civilian de- fense, and to provide for such other means as may be necessary in the National Emergency for the protection of the people and property of the Town, said money to be expended under the direction of the Selectmen.

Article 2. Voted that the sum of $1,200.00 be transferred from the Road Machinery Fund to the Highway Operating Ac- count to defray expenses for operation and maintenance of Highway Machinery.


Article 3. Voted that the School Committee be given the authority to exchange the following:


1 Laboratory Table


1 Fume Hood


1 Demonstration Table


70 Desks and Chairs


15 Commercial Desks and Chairs


for articles of equal value.


Voted to refer back to article 1 for further action.


(A) Voted as a concensus of opinion that the Selectmen give authority to the Superintendent of Streets to permit resi- dents of the Town to take, during the National Emergency, small amounts of sand from the Town Supply for defense pur- poses.


Voted that the meeting be dissolved.

To either of the Constables of the Town of Medfield in said County, greeting :


In the name of the Commonwealth you are directed to notify and warn the inhabitants of the Town of Medfield, qualified to vote in elections and in town affairs, to meet at the Town Hall, in said Medfield on Monday, the 2nd day of March, A. D., 1942, at 6:00 A. M., then and there to act on the following articles:


Article 1. To choose all Town Officers to be elected annually by ballot, to wit:


One Moderator, One Town Clerk, One Treasurer, One Col- lector of Taxes, Three Constables, One Tree Warden, all for one year.

One Selectman, One Assessor, One Member of the School Committee, Two Trustees of the Public Library, One member of the Board of Health, One Cemetery Commissioner, One Member of the Water and Sewerage Board, One Member of the Board of Public Welfare, all for three years.


One member of the Planning Board for five years.


The polls to be opened at 6:00 A. M. and may be closed at 2:00 P. M.


Article 2. To choose Fence Viewers, Field Drivers, and Pound Keeper.


Article 3. To see if the Town will vote to accept the reports of the several Town Officers for the past year.
