ANNUAL TOWN MEETING March 4, 1946
The meeting was opened at 6:00 A.M. by the Moderator and after reading the warrant the polls were declared open. The ballot box had been examined and found in good working order and the following persons were sworn in and assigned to their duties:

Susan Kennedy, Beatrice Bangs, Edward Sweeney, Wil- liam Owen, Bertha Jefferson, Margaret Kennedy, Josephine Colt, and Mildred Lombard as tellers. Abbie Sheehan, Laura Atherton, checking at the Ballot Box, and Coleman J. Hogan in charge of the Ballot Box.

The meeting was called to order by the Moderator at 7:30 P. M. and the following action was taken on the remaining articles in the warrant.
Article 2. Voted that the appointment of Fence Viewers, Field Drivers and Pound Keeper be left to the discretion of the Selectmen.
Article 3. Voted that the reports of the several Town Offi- cers be accepted.

Park and Planning Board
Article 5. Voted to authorize the Treasurer with the ap- proval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1946, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Chapter 44, Section 17, General Laws.
Article 6. Voted that the taxes shall be paid in two equal payments, July 1, 1946 and October 1, 1946 and the Collector shall receive 1% for the 1946 taxes.
Article 7. Voted that the members of the Fire Department be paid $20.75 per year and $1.00 per hour while working at fires.
Article 8. Voted to authorize the Collector to use all means in the collection of taxes as the Treasurer might if elected to that office.
Article 9. Voted to authorize the Board of Selectmen to appoint one of its members as clerk of the Highway Depart- ment.
Article 10. Voted that the clerk of the Highway Depart- ment shall receive the sum of $25.00 per week.
Article 11. Voted that the Water and Sewer Board be authorized to appoint one of its members as Water Superin- tendent.
Article 12. Voted that the Water Superintendent shall receive the sum of $1,100.00 per year.
Article 13. Voted that the Water and Sewer Board be authorized to appoint one of its members as Water Registrar.
Article 14. Voted that the Water Registrar shall receive the sum of $50.00 per year.
At this Annual Town Meeting held on March 11, 1946 it was voted unanimously by the approximately two hundred voters present, to extend a rising vote of thanks to Mr. Ira F. Penni- man for his 25 years of faithful service as member of the Water and Sewer Board of the Town of Medfield. The Town Clerk was instructed to incorporate this action in the Town Records.
Article 15. Voted to raise and appropriate the sum of $500.00 for the improvement of Chapter 90 Roads, said money to be used in conjunction with any money allotted by the State or County, or both, for this purpose.
Article 16. Voted to raise and appropriate the sum of $4,000.00 for the construction on Hospital Road providing the State will contribute $8,000.00 and the County $4,000.00 for this purpose.

Article 21. Voted that the sum of $534.00 be raised and appropriated to construct an asphalt sidewalk on the south side of Main Street, running easterly from the property line of James E. Sproul to the property line of Margaret J. Ken- nedy.

Article 24. Voted to transfer the sum of $800.00 from the Road Machinery Fund to the Highway Machinery Operating Account to defray expenses for the operation and maintenance of Highway Machinery.
Article 25. Voted to raise and appropriate the sum of $560.00 to purchase a Gravely Tractor and power brush.
Article 26. Voted that the sum of $3,100.00 be raised or appropriated for the construction of a 6 inch water main from Main Street down Nebo Street about 1300 feet to a point oppo- site a new private road on the property of Dr. Joel E. Gold- thwaite. To meet such appropriation the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow in accordance with Chapter 44, General Laws, the sum of $3,000.00 and to issue bonds or notes of the Town there- for. Such bonds or notes to be paid in not more than three years from date of issue of the first bond or note, or at such earlier time as the Treasurer and the Selectmen may deter- mine. The balance of $100.00 to be paid out of the current taxes of the present year.
Article 27. Voted that the Collector of Taxes be chosen for a three year term.
Article 28. Voted that the following committee of five be authorized to make arrangements to spend money appropriated under Article 4 for the Observance of Memorial Day:

Article 29. Voted that the Selectmen appoint a commit- tee of five to inquire into the advisability of procuring and

selecting a suitable location for new permanent honor rolls for Civil War, Spanish War, World War I and World War II veterans. Said committee to report at a future town meeting.
Article 30. Voted that the committee appointed under article 29 shall present plans and recommendations at a future Town Meeting for an appropriate War Memorial for World War II Veterans.
(Voted that the committee appointed under article 29 be empowered to act on articles 30 and 33.)
Article 31. Voted that a committee consisting of the Board of Selectmen and three other persons appointed by them be empowered to arrange and have full charge of a celebration of the return of World War II Veterans and those associated with the Armed Forces of the United States.

Article 34. Voted that the Moderator appoint a committee of three in addition to the three Fire Engineers to report at a future Town Meeting as to the advisability of a new Fire Station for the Town of Medfield.
Article 35. Voted to transfer the sum of $570.60, the 1945 Dog Tax Return, to the School Department.
Article 36. Voted that the sum of $200.64 be transferred from funds in the Treasury to the Library Board, the same being the amount of fines collected by the Library during the year 1945.

Voted to transfer the sum of $1,500.00 from the Town Sale of Land Account to purchase the property known as Baker's Pond and any adjacent land attached there- to; the same being the complete and only taxable property owned by Mrs. Marion H. Palmer of Rockville, R. I. in this town. This land and pond to be under the jurisdiction of the Park and Planning Board. Voted that the Board of Select- men and the Chairman of the Board of Assessors be empow- ered to handle the foregoing transaction.

NORFOLK, SS:
To either of the Constables of the Town of Medfield, in said County, greeting:
In the name of the Commonwealth you are directed to notify and warn the inhabitants of the Town of Medfield, quali- fied to vote in elections and town affairs, to meet at the Town Hall, in said Medfield on Monday the eighth day of July A.D. 1946 at 7:30 P. M. then and there to act on the following articles:
Article 1. To see if the Town will vote to amend the vote passed under Article 26 of the warrant for the Annual Town Meeting held March 4, 1946 whereby $3,100.00 was raised and appropriated for the construction of a 6" water main from Main Street down Nebo Street so as to read as follows: That the sum of $5,100.00 be raised and appropriated for the laying of a 6" water main down Nebo Street about 1,300 feet to a point opposite a new private road on the property of Dr. Joel E. Goldthwait and to meet said appropriation the sum of $100.00 be raised and appropriated in the levy of the current year and the Treasurer with the approval of the Selectmen be and hereby is authorized to borrow the sum of $5,000.00 and to issue notes of the town therefor, said notes to be payable within 5 years from the date of issue of the first note or at such earlier time as the Treasurer and Selectmen may determine.
