Conditions deemed by the Selectmen as tending to protect the Town and the district, shall be imposed where needed and made a part of the permit. No permit for the excavation or removal of material shall be granted by the Selectmen for a period of more than seven (7) days from the date of issue but may be extended for additional seven (7) day periods at the discretion of the Selectmen. Permit issued by the Selectmen shall only be issued to an owner of record and shall not be transferable. (Park and Planning Board).

REPORT OF THE BOARD OF SELECTMEN
To the citizens of the Town of Medfield, the Board of Selectmen submits its Annual Report.
It will be noted that the requests for appropriations in the 1950 Warrant are larger than the 1949 expenditures. The trend is still upward. Medfield is not alone in this respect. The con- dition is nationwide and it is obvious the upward trend will continue until the inflationary cycle has run its course. Relief from the mounting cost of government can come only from additional real estate values and subsidies from other branches of government.
The Town passed voted totalling the expenditure of $3,- 507.29 in a Special Town Meeting in 1949. The Commissioner of Corporations and Taxation refused to approve a transfer of funds to meet these appropriations out of the 1949 Available Funds. These votes are still valid votes and the money will have to be provided for from the 1950 Available Funds.
The increase in services provided to the many new homes in most instances does not equal the cost of their installation.
The Selectmen have requested the Boston Edison Com- pany to make a survey of the Street Lighting System and recommend with a view of obtaining illumination. Also to prepare a master plan to use in the future when installing new street lighting. When the new plan is completed new street lights will be installed in accordance with said plan. The increased activity in the Square necessitates improved illumination to provide greater safety.
For the purpose of identification, it was voted to name the street extension from Pleasant Street to Curve Street. "Pleasant Street" and the street extending from Pleasant Street to South Street, "Metacomet."
During the past year the number of cases heard by the Board of Appeals on zoning have increased, indicating growth in the Town of Medfield. The problems presented were varied and mostly new ones.
The solution to most problems presented is not explicitly found in the zoning code and therefore require studied inter- pretation.
In cases where no precedent could be found, valuable as- sistance was obtained from the State Planning Board.
With the continued growth of the Town it is anticipated that the number of hearings will increase.

In conclusion, the Board of Selectmen wishes to express its appreciation to the officers and employees of the Town of Medfield who have contributed so generously of their time and knowledge to the administration of Town affairs.

CEMETERY COMMISSIONERS REPORT
To the Honorable Board of Selectmen:
Gentlemen:
Each year the Cemetery Department have asked for a sum we feel is necessary to maintain Vine Lake Cemetery. Each year we have received less money and have accepted the recommendation of the Finance Committee. Each year we have cut corners and left unfinished the work that should be done. Consequently, the Cemetery looks deserted and un- kempt all winter.
1949 has been no different. He have again had to ask for additional funds beyond the Finance Committee's recommended amount, to finish the necessary work.
We therefore recommend the sum of $4,000.00 be appro- priated in addition to the amount received from the sale of lots, for the maintenance of the Vine Lake Cemetery for 1950.

To the Citizens of Medfield:
The School Committee for 1949 was organized as follows: and Mrs. Edith Howlett.
Regular committee meetings are held on the first Thurs- day of each month at 8:00 P. M. in the High School.
Early this year the committee was faced with a double loss, our Superintendent, Mr. Eaton and the Headmaster Mr. Locke, both of whom resigned to accept positions elsewhere.
After interviewing a large number of candidates, the com- mittee chose Mr. Charles E. Benton to be Medfield's High School Principal.
Mr. Benton comes to Medfield from Needham High School where for many years he had been Vice Principal and Head of the Science Department.
Under Mr. Benton's guidance, new interest in classroom and social activity has been clearly demonstrated.
Principal, teacher and pupil cooperation is at a high level and ever increasing.
The Elementary School now has a full time Principal, Mr. Paul J. Mason. The reorganizing of the Elementary School as a separate unit has been an achievement by Mr. Mason.
Union No. 43 of which Medfield is a member now consists of three towns since Westwood has withdrawn from the Union.
The Union Committee unanimously voted in Mr. George C. Roy as Superintendent of Schools for Union No. 43.
Mr. Roy brings to Medfield a wealth of experience in the educational field, both as teacher and administrator.
His educational concepts are modern, progressive and far sighted. We look forward to a long and happy association with him.
The need for additional housing for Medfield's rapidly in- creasing school population is acute.
At present the enrollment in the grammar school is 302 of which one class, the sixth grade, is housed in the High School Building.
The first and second grades are divided into two classes each; the third grade has two teachers in one room, not an ideal situation, but necessary due to a shortage of classrooms.

The kindergarten is maintained on a two session basis in a wholly inadequate space.
In a series of public hearings, the School Department has endeavored to show the great need for additional classrooms for our children.
Working with the Town School Building Committee and representatives from the Massachusetts State School Building Assistance Commission, plans have been prepared which should bring some action on the matter in 1950.
School personnel has been increased by the addition of two full time teachers, part time Music and Art Supervisors and an Assistant Janitor.
Teachers' salaries have been increased by the School De- partment as well as by Statutes newly enacted governing mini- mum salaries.
Textbook inventory completed and inadequacies corrected.
Much new athletic equipment for both boys and girls has been purchased.
Mr. Mason's Safety Patrol Program has been very suc- cessful.
The School Committee extends thanks and appreciation to the following organizations: The Hannah Adams Club, The Parent Teachers Association. The American Legion, The Lions and all other civic groups for their financial and moral support of the Medfield Schools' Scholastic and Athletic endeavors.
The Committee heartily thanks the people of Medfield for their continued interest in and understanding of the problems that arise in the present day school world.

REPORT OF THE SUPERINTENDENT OF SCHOOLS
I hereby submit the report of the Superintendent of Schools after a period of four months in this position. Because of the short time I have been here, most of my time has been spent in study and observation of the educational system and school plant to inaugurate a base for long-range planning and plant operation as school administrator. Therefore, I plan to evaluate my observations, mention major changes, and show briefly the objectives we should bear in mind for the future.
Following this report are reports of the High School Prin- cipal, Elementary School Principal, Supervisors, and Health

Department. In order that you acquire a rounded picture of our operations I suggest you read each.
Changes in Administration
Last June Mr. E. Perley Eaton, former Superintendent of Schools here for six years, resigned to accept a similar position in Athol, Massachusetts. Headmaster Raymond S. Locke re- signed to accept the position of Principal of Barrington High School, Barrington, Rhode Island. Superintendent of Schools, George C. Roy in Massachusetts School Union No. 33 was elected to replace Mr. Eaton. Charles E. Benton, former As- sistant Principal of Needham High School, was appointed High School Principal. Paul J. Mason, was transferred from his position of teacher-coach in the high school to Teacher-Principal in the Hannah Pfaff Elementary School. It was deemed advis- able to create the position of Supervising Principal in the Elementary School and Mr. Mason was chosen and elected to this position.
Other resignations and appointments of our personnel will be found in the individual principal's reports. We wish to ex- press our appreciation for service rendered by Mr. Eaton and those who left us, and extend our best wishes for success and happiness to them in their new fields as well as to those who have joined the Medfield staff.
