To see if the Town will vote to appropriate the sum of $87,000.00, or any other sum, for the construction and acquisition, including all costs and furnishings, under the direction of the Permanent Building and Main- tenance Committee, of a Police Station, subject to the approval of the Po- lice Department, and to be located on the property known as 690 Main Street, and to determine whether the same shall be raised by taxation, by borrowing, by transfer from available funds or by any combination of the foregoing, or act on anything relative thereto.

To see if the Town will vote to raise and appropriate, or appropriate from available funds, the sum of $18,000.00, or any other sum, to be added to the Highway Town Account, for use by the Highway Surveyor for the re- surfacing of sections of Grove Street, River Street, South Street, Prospect Street, Summer Street, School Street and Tiffany Road, and for the opening, closing and patching of such advance "across the street" water services in these sections prior to resurfacing as are approved by the Board of Selectmen, Planning Board, Board of Water Commissioners and the High- way Surveyor and that all water connection costs, including labor and ma- terials, shall be accepted by the Board of Water Commissioners as charges against their Water Services Account, or act on anything relative thereto.

ARTICLE 34


To see if the Town will vote to rescind $200,000.00 of the Treasurer's authority to borrow $800,000.00 for the construction, equipping and fur- nishing of a new elementary school on Old Oaken Bucket Road voted in Article 2 of the October 25, 1965 meeting, as this sum of $200,000.00 was made available by an appropriation of $100,000.00 from the Stabilization Fund and a State matching grant of $100,000.00, or act on anything relative thereto.

To see if the Town will vote to raise and appropriate, or appropriate from available funds, the sum of $20,000.00, or any other sum, for the plans, specifications, construction and furnishings of the Old Oaken Bucket Road School, with this appropriation replacing the $20,000.00 voted to be borrowed for this project in Article 16, April 12, 1965 Special Town Meet- ing, a borrowing ruled illegal by the Bureau of Accounts, and that the Per- manent Building and Maintenance Committee is authorized to use this ap- propriation for the completion of this elementary school project, or act on anything relative thereto.

Violators of this section shall be subject to a warning for the first offense and a fine of Ten Dollars ($10.00) for each subsequent offense;

To see if the Town will vote to repeal Section VIA of Article XVII, Zoning By-Laws of the Town of Norwell, in its entirety and substitute therefor a new Section VIA, as follows:


SECTION VI A Business District C


1. Business District C is intended for use by research laboratories, office buildings, light industries, and other uses compatible with a low-density, rural, residential community.


2. In business District C no building or structure shall be constructed, altered or placed upon land for any use except as follows, nor shall any building or structure or premises be used for any purpose except:


a. Research laboratories with incidental assembly or test manufacture.

b. Light manufacturing enterprises.


c. Building materials salesrooms, utility structures, storage ware- houses and buildings, wholesale distribution plants.


d. Printing or publishing establishments, photographic studios, medi- cal or dental laboratories.


e. Cafeterias for employees and other normal accessory uses.


f. Business or professional offices or banks.


g. Restaurants or other places for serving food.


h. Parking areas or garages for use of employees, customers, or visitors.


i. Motels.


j. Theaters contained within a permanent structure.


k. Salesrooms for automobiles, bicycles, boats, farm implements and similar equipment.


1. Gasoline service stations, garages and repair shops, provided that:


1. Repairs shall be limited to minor repairs and adjustments unless conducted in a building.


2. There shall be no storage of motor vehicles, appliances and equipment on the premises other than those in process of repair or awaiting delivery or in an enclosed structure.


m. Retail store or service establishment, the principal activity of which shall be the offering of goods or services at retail within the building.


3. The above uses require Board of Appeals approval, which shall be based on satisfaction that said use is appropriate and that it will not create a nuisance by virtue of noise, odor, smoke, vibration, or unsightliness. All structures for business uses shall be at least 300 feet distant from existing residences located in a residential district, and shall be ad- quately screened therefrom by trees or shrubs.


4. The following uses are specifically prohibited:


a. Single and multi-family dwellings.


b. Apartments.


c. Nursing Homes.


d. Mobile Trailer Parks.


e. Camp Sites.


f. Automobile junk yards.


g. Restaurants and other places for serving food not confined within the structure.


h. Outdoor amusement uses, such as golf driving ranges, go-cart tracks, miniature golf courses, drive-in theaters, etc.
