To see if the Town will vote to appropriate the sum of $5,000.00, or any other sum, to be added to the Pumping Station and Equipment Account, and to be expended under the direction of the Board of Water Commissioners, for the construction of a pumping station, including original pumping sta- tion equipment, and for laying and relaying water mains, of not less than six inches but less than sixteen inches in diameter, between the pumping station and existing water mains, and to determine whether the same shall be raised by taxation, by transfer from available funds, by borrowing, or by any combination of the foregoing, or take any other action relative thereto.

To see if the Town will vote to raise and appropriate, or appropriate from available funds, the sum of $2,000.00, or any other sum, to be used by the Highway Surveyor and Board of Water Commissioners, for the opening, closing and patching of such advance "Across the Street" water service trenches in Grove Street, River Street, South Street, Prospect Street, Sum- mer Street, School Street, and Tiffany Road, prior to resurfacing, as are approved by the Board of Selectmen and the Planning Board, subject to an agreement by the Board of Water Commissioners, to install the service piping and connections in the trenches while open and to record the location of the installed services on a street layout, or act on anything relative thereto.

RECORD OF ANNUAL TOWN MEETING


MARCH 13, 1967


The Annual Town Meeting of the Town of Norwell was opened at 7:35 P.M. by the Moderator, David Lee Turner, on March 13, 1967, with 313 voters checked in. This number later increased to a total of 652 in at- tendance.


The Town Clerk read the return of the Warrant by the Constable, Harland W. Farrar.


The Rev. Ralph E. Mulley of the Church Hill Methodist Church gave the invocation.


The following tellers were appointed and sworn by the Moderator: Charles E. White, James King, William Coakley, Orville Devine and Kurt Sundwall.


It was VOTED that non-voters be admitted to the meeting and seated on the stage to the right of the Moderator.


It was VOTED that Mr. Richard C. Hamilton be admitted to the meeting and be allowed to sit with the School Committee and speak on Article 5.


Sanborn Vincent was appointed and sworn by the Moderator as Deputy Moderator for the overflow of voters which were seated in the gymnasium.

VOTED to accept the reports of the Officers, Boards, Departments, Committees and Commissions of the Town, as printed in the 1966 Town Report.

Reconsideration of Article 5 was moved, After several people were allowed to discuss the motion, it was VOTED not to re-consider Article 5.


ARTICLE 6


Motion made and seconded as follows:


First: that the Town vote to appropriate the sum of $136,000.00 for the construction, including the cost of original equipment and furnishings, under the direction of the Permanent Building and Maintenance Committee, of a Town Hall addition, as approved by the Board of Selectmen, to be connected to the present Town Hall and to meet the appropriation the Town raise and appropriate the sum of $4,500. and authorize the Treasurer, with the approval of the Board of Selectmen, to borrow $131,500. under General Laws Chapter 44, as amended.


Second: that the Town vote to appropriate the sum of $148,000.00 for the construction, including the cost of original equipment and furnishings, under the direction of the Permanent Building and Maintenance Committee, of a Central Fire Station, as approved by the Board of Fire Engineers, to be located in the general area behind the present Central Fire Station, and to meet the appropriation the Town raise and appropriate the sum of $4,500. and authorize the Treasurer, with the approval of the Board of Selectmen, to borrow $143,500 under General Laws Chapter 44, as amend- ed,

It was VOTED that the Town appropriate the sum of $9,995.00 to be expended under the direction of the Board of Selectmen, for the purchase of an equipped ambulance to replace the present 1951 ambulance, as recommended by and operated under the direction of an ambulance com- mittee, composed of the Civil Defense Director, the Police Chief and the Fire Chief, as a unit of the Norwell Civil Defense Agency, and to meet the appropriation the Town raise and appropriate the sum of $1,208.19, and appropriate and transfer from the Motor Vehicle and Equipment Fund the sum of $8,786.81.

that the Town raise and appropriate the sum of $3,200. for the purchase of an unmarked police cruiser, and the necessary or desirable communications and other equipment, under the direction of the Board of Selectmen, to be used by the Police Department.


FIFTH: that the Town raise and appropriate the sum of $1,700.00 for police cruiser expense, to be added to the appropriation al- ready made for that purpose under Item 51 of Article 2.

VOTED that the Town raise and appropriate the sum of $10,000.00 to establish an engineering fund, to be expended under the direction of the Board of Selectmen, for use by all boards, departments, committees and commissions requiring coordinated engineering assistance service, ap- praisals and preliminary cost estimates.
