Article 7. Motion was made and seconded to establish the fol- lowing rules and regulations for the Permanent Building and Main- tenance Committee :


i. All construction contracts are to be approved by Town Counsel and reported to the Board of Selectmen with contractors performance and financial responsibility data.


2. A registered architect must be employed on all construc- tion projects exceeding $10,000.

3. The committee in their preliminary request for appropria- tion is to submit the architect's estimate of a minimum cost based upon sound construction and adequate use.


4. An experienced construction supervisor usually known as a "Clerk of the Works" shall be employed by the Committee and directly paid by the Town on all construction contracts exceeding $50,000.


5. Quotations before authorization shall be submitted by the contractor for all change orders or so-called extras and such quota- tions shall be subject to the architect's estimate and acceptance and finally approved by the majority of the Committee.


6. No member of the Building Committee shall accept any com- pensation directly or indirectly on any Town building or maintenance contract other than salaries or commissions as a competitive supplier.


7. Committee members representing competitive suppliers are to have equal rights with representatives of all other suppliers but can- not participate in any Committee vote for product or service decisions and such votes are to be accomplished by secret ballot.


8. A monthly statement of total commitments of each project is to be submitted to the Town Accountant for comparison and analysis of the project appropriation.


9. A complete report is to be filed with the Town on the com- pletion of each project including a basic cost break-down, record and reasons for extras, construction and site problems encountered, basic plan of provision for future expansion if so designed and a duplicate complete final set of plans and specifications.


10. The committee is empowered to examine all public property for construction maintenance determinations and all Boards are to submit previous experience costs for budget requirements.


A motion was made and seconded to postpone indefinitely action on the main motion but this motion failed to carry. The original mo- tion was voted and carried.


Article 8. Motion made that the town vote to purchase for use as a school site, town garage site and other municipal purposes, 65 acres more or less, from a parcel of land owned by Joseph F. Pilalas and Anna L. Pilalas at the northwesterly corner of Grove and Prospect Streets, being all the land contained in said parcel excepting therefrom approximately two acres with the present dwelling thereon, and to raise and appropriate the sum of $46,000. therefor.

A motion was then made, seconded and voted to reconsider this action.

A motion was then made and seconded to postpone action on orig- inal main motion until the Annual Town Meeting. This motion carried.


Article 9. Motion made and seconded that the Town voteto pur- chase, arrange for an option to purchase or take by eminent domain 50 acres, more or less, from a parcel of land owned by Joseph F. Pilalas and Anna L. Pilalas at the northwesterly corner of Grove and Prospect Streets, being all the land contained in said parcel excepting therefrom a strip approximately 350 feet deep along Grove and Pros- pect Streets, but retaining an entrance strip approximately 100 feet wide off Grove Street and a like entrance strip off Prospect Street for school purposes, school playgrounds and other municipal purposes and to raise and appropriate or transfer from available funds the sum of $22,500. therefor.


Motion was made, seconded to postpone indefinitely the action sug- gested by the main motion. The motion to postpone indefinitely carried.


Article 10. Motion made, seconded and voted to postpone in- definitely action on Article 10.


Article 11. Motion made and seconded to see if the Town will vote to purchase or take by eminent domain a portion of a parcel of land owned by Nellie L. Sparrell and containing about 8-1/2 acres, bounded southerly by land of Elizabeth B. Power, Francis E. Mac- Farlane, other land of Nellie L. Sparrell, Herbert E. and Grace C. Joseph, other land of Francis E. and Marjorie G. MacFarlane and land of Thomas A. and Loretta M. McNiff; westerly by land of Eliz- abeth B. Power and land of Nellie L. Sparrell; northerly by land of Grace L. Sparrell, Ernest W., Jr. and Phyllis C. Haskins and Ruth S. Broughton; easterly by land of Richard A. and Mary E. Housley together with a strip of other land of Nellie L. Sparrell 40 feet wide running from Main Street to the above-described and being the wester- ly line of said parcel and bounded westerly by land of Francis E. MacFarlane for municipal purposes and to transfer from available funds the sum of $6,500. therefor.

that he was representing Mrs. Sparrell, with reference to her personal affairs, and felt that he should not preside during the discussion of this article. No objection being raised, Mr. Frederick A. Small, a. former Moderator of the Town, took the Chair and was sworn to his duties, until the final completion of the article.


Article 11. The main motion was amended to include the phrase "for a garage site" before the words "municipal purposes. " A motion was then made, seconded and voted to postpone action on the main motion until the Annual Town Meeting in March, 1963.


Article 12. Motion made, seconded and voted to postpone in- definitely action on Article 12.


Article 13. Motion made, seconded and voted to postpone in- definitely action on Article 13.


Article 14. Motion made and seconded to transfer from the High- way Road Machinery Fund the sum of $1,200. for the purchase of one, new ten foot snow plow, reversible type, with front mount push frame, mounted on the Tree Department truck #5. Price to include plow, push frame and hydraulic belt-driven lift for plow. Motion made and seconded to indefinitely postpone action on main motion, but this motion failed to carry. The main motion was voted and carried.


Article 15. Motion made and seconded to transfer from the High- way Road Machinery Fund the sum of $1,200. for the purchase of one used two-cubic yard, self-propelled street sweeper. Motion made, seconded and voted to indefinitely postpone action on main motion.


Article 16. Motion made, seconded and voted to transfer from available funds the sum of $2,850. for the purchase of a 1963 station wagon to replace the present 1959 Police Cruiser.


Article 17. Motion made, seconded and voted to authorize the Town Accountant to close out the unexpended balances of the follow- ing appropriations, the purpose of which has been completed :
