In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Norwell, qualified to vote in elections and Town affairs, to meet at the Senior High School in said Norwell, on Monday, the twelfth day of April, 1965, at 7:30 P.M., then and there to act upon the following articles, to wit:
ARTICLE 1
To see if the Town will vote to appropriate the sum of $21,600.00, or any other sum, for the Town's share of the cost of construction of a bridge and approaches to replace the Union Bridge over the North River, and to determine whether the same shall be raised by taxation, by transfers from available funds, by borrowing, or by any combination of the foregoing, or take any other action relative thereto.
Requested by the Board of Selectmen.
The Advisory Board recommends this appropriation.
ARTICLE 2
To see if the Town will vote to appropriate the sum of $4,500.00, or any other sum, for the Town's share of the cost of modification of the Union Bridge over the North River required by the County Commissioners, and to determine whether the same shall be raised by taxation, by transfer from available funds, by borrowing, or by any combination of the foregoing, or take any other action relative thereto.

To see if the Town will vote to establish an additional fee to be added to the existing fee for all building permits for the construction of new buildings, but not to be added to fees for the construction of appurtenances or additions to existing buildings, of an amount equal to 3/4 of 1% of the cost of such new construction or buildings and to instruct the Treasurer to deposit all monies received from such additional charges in a special account, to be used exclusively for the future expansion of the water storage and pumping equipment for the Town Water System, or act on anything relative thereto.

ARTICLE 6

ARTICLE 10
To see if the Town will vote to appropriate the sum of $9,000.00, or any other sum, for laying and relaying water mains of not less than six inches, but less than sixteen inches in diameter, in Old Oaken Bucket Road, from the end of the existing main for a distance of approximately 1600 feet in an easterly direction, and to determine whether the same shall be raised by taxation, by transfer from available funds, by borrowing, or by any com- bination of the foregoing, or take any other action relative thereto.
Requested by thirteen residents of Old Oaken Bucket Road.

To see if the Town will vote to appropriate the sum of $12,500.00, or

any other sum, for laying and relaying of water mains of not less than six inches, but less than sixteen inches in diameter, in Old Meeting House Lane, from the existing main in Main Street for a distance of approximately 2500 feet to the end of the section of the Lane maintained by the Town, and to determine whether the same shall be raised by taxation, by transfer from available funds, by borrowing, or by any combination of the foregoing, or take any other action relative thereto.
Requested by twenty-three residents of Old Meeting House Lane.

ARTICLE 12
To see if the Town will vote to appropriate the sum of $20,000.00 for sidewalks; $15,000.00 of this amount to be used to construct a sidewalk on the southerly side of Grove Street, from Washington Street to the Westerly sideline of Wilder Road, a distance of approximately 2350 feet, the remain- ing $5,000.00 to be used for a sidewalk on Main Street in the vicinity of the schools, and to be done in conjunction with new road surface work, and further to determine whether the same shall be raised by taxation, by transfer from available funds, by borrowing, or by any combination of the foregoing, or take any other action relative thereto.
Requested by the Planning Board.

ARTICLE 13
To see if the Town will vote to construct a sidewalk on the southerly side of Grove Street, from Washington Street to the westerly sideline of Wilder Road, a distance of approximately 2350 feet, and to raise or ap- propriate from available funds, for this purpose, the sum of $15,000.00, or any other sum, or act on anything relative thereto.
Requested by 105 residents of Norwell.

ARTICLE 14
To see if the Town will vote to approve the purchase by the Conserva- tion Commission, for partial reimbursement under G. L. Chapter 132A, Section 11, of a certain parcel of land consisting of 4.463 acres, for $1,000.00. Said land now owned by D. B. McKenna is shown on Plan 92 of the 1958 Plymouth County Registry of Deeds, and adjacent to land taken by the Town of Norwell to protect the Well Site on Grove Street. This tract is part of an area being acquired by the Hingham Conservation Commission for the protection of their watershed; or act on anything relative thereto.
Requested by the Conservation Commission.
The Advisory Board will make its recommendation at the Town Meeting.

ARTICLE 17
To see if the Town will vote to raise and appropriate, or appropriate from available funds, the sum of $1,000.00, or any other sum, to purchase and install a Fire Alarm Annunciator Panel to be located in the Emergency Communications Center, or act on anything relative thereto.

ARTICLE 18
To see if the Town will vote to transfer from Free Cash the sum of $500.00 for use by the Capital Budget Committee for the purpose of ob- taining professional services, if necessary, to determine the annual ap- propriation to reserves or construction required to develop a uniform Capital Outlay tax rate based upon all current and near future projects, and that such determinations shall be established by annual principal and interest costs, reserve balances and rising valuations, and that a continua- tive schedule of all such factors shall be prepared for use by the Board of Selectmen, the Planning Board and the Advisory Board, or act on anything relative thereto.

School on April 12, 1965, for the Special Town Meeting. There were 209 voters present when the meeting opened at 7:45 P.M. This number was in- creased to 343 during the course of the evening.
The Town Clerk read the service of the warrant by the Constable, Harland W. Farrar, and it was VOTED to omit the reading of the articles in the transcript of the warrant until they were taken up for action.
The Moderator, David Lee Turner, appointed the following tellers, Orville Devine, Donald Newton, James Macaulay, William C. Bennett, George H. Whitcher, Jr. They were sworn to the faithful performance of their duty by the Moderator.
It was voted to admit resident non-voters and these were seated to the right of the Moderator, in the front row seats on the floor of the auditorium.

To see if the Town will vote to appropriate $800,000.00, or any other sum for the construction, original equipment, furnishings and playgrounds of a new expansible 12 class room elementary school, containing special class rooms, administrative areas, library, cafetorium and gymnasium, each adequate to service an additional 12 regular class rooms, and to meet the foregoing appropriation the Treasurer, with the approval of the Select- men, shall be authorized to issue $800,000.00 bonds or notes of the Town, pursuant to Chapter 645 of the Acts of 1948 as amended, or act on anything relative thereto.
