REPORT OF THE BOARD OF ASSESSORS


Board of Selectmen Norwell, Mass. Gentlemen:


The past year has again witnessed accelerated new home construct- ion, renovations and alterations, all of which continously increases the · work load of the Board of Assessors.


A new card file has been adopted to assist in making true compar- able values of properties by street locations. This file will serve as a cross-index to the existing file made up of the names of property owners in alphabetical form.


The Board is making progress on the plan of assessments for 1966 on the basis of full and fair market value and will make every endeavor to remove existing inequities.


Work on the Assessors' Maps continues constantly, it being nec essary to keep accurate records of new property lines and subdivision developments.


The 1965 Motor Vehicle Excise Tax Assessments were $167,207.61 compared with $139,287.76 for 1964. Exemptions for veterans, the elderly, World War 1 widows and the blind have exceeded previous years, and by approximately $2,000.00 over last year.


Your Board of Assessors appreciates the cooperation, patience, and understanding attitude of the Townspeople.

REPORT OF THE ATHLETIC FIELD COMMITTEE FOR 1965


The Athletic Field Committee, after conferring with the School Committee to determine their needs for athletic facilities, have em- ployed the services of Whitman and Howard Engineering Co., to re- port on the suitability of the present town owned land behind the Junior High School for development of these athletic facilities. A full report by Whitman and Howard as to their findings will be presented to the Athletic Field Comm. on Jan. 12, 1966. Depending upon their recomm- endations, the committee will move forward accordingly.

REPORT OF THE BOARD OF HEALTH


Board of Selectmen Norwell, Mass.


Gentlemen:


During the past year the Board of Health has continued its spon- sorship of pre-school and immunization clinics, the school dental and medical programs, and such community oriented projects as the tub- erculosis survey conducted through the auspices of the Plymouth County Tuberculosis Association. We believe that the benefits to be derived from this and other similar screening programs are such as to warrant continuing our policy of making them available, periodically, to the residents of Norwell.


A general reassessment of both the medical and dental aspects of the School Health Program has been initiated by the Board of Health in an effort to determine the degree to which the current program sat- isfies the present school health needs of Norwell's student body. This study was undertaken not because of any specific dissatisfaction with the existing program, but because of a recognized need to evaluate from time to time the adequacy of this important facet of the Board's responsibilities. In this regard we have solicited and received the en- thusiastic cooperation of the school physician and school dentist, as well as the various professional interests in the town, and will rely heavily on their advice in formulating our assessment and suggestions for the future.


Under the general category of "beauty rests in the eye of the be- holder", we view with a certain paternalistic pride another years' competent management of the Town Dump. A brief visit to similar fac- ilities in neighboring towns provides ample evidence of the fine job being done by our custodian, Mr. Al Gunderway, and of the excellent cooperation which he receives from the individual residents and real estate developers who have occasion to make use of this disposal area .


A series of events taking place over the past year have served to heighten the Board's previously expressed concern with the gradual filling in of the wetlands and the swampy areas which not only contribute to the Town's beauty, but also provide a natural system for handling surface water run-off. The advent of the bulldozer, backhoe, and dump truck has made it relatively simple and economically profitable to turn marginal land into building lots, which for a time appear to sup- port the sewage generated by the seemingly inexhaustable supply of would be suburbanites. The problems encountered in several nearby towns, which hastened the construction of municipal sewerage systems, can be attributed in part to this kind of inappropriate utilization of land. While the recently enacted Hatch Act provides for certain building restrictions with regard to streams and their naturally occurring flood plains, it falls short of the kind of protection which this and similar communities should seek, if they are to preserve their wetlands and forestall the necessity for municipal sewage systems.

In closing, we should like to draw your attention to the obvious and inescapable fact that the demands made upon the Board of Health to discharge its responsibilities for inspection and supervision in a variety of areas concerned with the Town's health needs, have and will con- tinue to expand as the population of the Town increases. We suggest that the Town consider, in the not too distant future, the advisability of appointing a full-time Health Agent.

The replacement of the present town ambulance is a matter of im- portance to all resident of the town. The present vehicle is a 1951

Cadillac obtained from surplus military equipment some six years ago, and so came to us after long service to the Navy. This last year we have had problems with the generator and wiring system; with tires wheel bearings, brakes and just this month we had to spend nearly $200.00 on the motor so that it would start and run properly, repairs, for which we were forced to request a transfer from the Advisory Board.


It is planned to place an article in the warrant for the town meeting requesting funds for the purchase of such a vehicle as all efforts to obtain another from Surplus have been in vain due to the shortage of military equipment at the present time. At the Town Meeting details of the type of ambulance to be purchased will be reported to the voters.


During the past year considerable time has been spent on adding to and checking out the 200 bed hospital which is stored at the head- quarters in the Osborn School. The Auxiliary Police and Commun- ications section have continued their usual program of training with frequent drills. New members have been added to the Auxiliary Police to replace both those who have been appointed to the regular police force of our town and also the one who left Norwell to accept an ex- cellent appointment in another town. The Auxiliaries will participate in a Red Cross First Aid course which will start in January, together with members of the Police and Fire Departments.


Monthly trips have been made to the Surplus warehouse in Taunton but the past year has yielded little of value to the Town.


We have been fortunate this last year that no major storms or hurricanes have hit us, or has Civil Defence been called upon to aid other departments with any serious problems.
