Motion made, seconded, but FAILED TO CARRY to instruct the Town Government Study Committee to prepare a report on the Town Meeting Representative form of Town Gov- ernment, principally as a possible solution to the serious prob- lems of lacking quorums and the insufficient consideration of complex articles, frequently unavoidable under open-meeting conditions.
Article 48. Motion made, seconded and VOTED to instruct the Town Government Study Committee to examine the state-local relations andto report their findings to the Selectmen from time to time.
It was VOTED that the Advisory Board be thanked for their hours of work on the warrant and budget.
Article 49. INSTRUCTION TO ELECTED TOWN OFFICERS Motion made, seconded and VOTED that the Planning Board, working in conjunction with the School Committee make a study of the future school needs of the Town of Norwell; and that they report to the town not later than the next annual Town Meeting; and that they insert in the warrant for that meeting three separate articles covering respectively: 1) A campus school system; 2) a central school system; 3) A free-standing school system; to- gether with their recommendations under each article.
Motion made and seconded that the Town vote to instruct the Board of Selectmen to order work week hours of not less than

forty-four (44) hours per week for the regular employees of the Police Department for all weeks remaining in the year 1963 and all following years until said instructions are changed by vote of the Town.
Motion made and seconded to amend the above motion thus: "to include salary step increases for the regular officers, based on the recommendations of the Advisory Board. "
The amendment was VOTED, and the main motion as amended was VOTED.
Motion made, secondedand VOTEDto instruct the Permanent Building and Maintenance Committee to prepare plans and spec- ifications for an addition to the Grace Cole Elementary School, said addition to be as large as practical but in no event larger than twelve rooms.
Motion made, seconded and VOTED to instruct the Advisory Board to prepare the Recapitulation included in the Transcript of the Warrant and Advisory Board Recommendations so that it will more accurately portray the current financial position of the Town, the estimatedamount to be raised by taxation and the pre- dicted tax rate by: --
1. Itemizing the receipts from sources other than taxation; under each item actual receipts for the past year and Es- timated Receipts for the current year; and
2. By including in their estimated tax rate an allowance for use of free cash in accordance with their recommenda- tions; and
3. By including in the Recapitulation an estimate of the free cash, available at the end of the year if advisory board recommendations are followed.
Motion made, seconded and VOTED to instruct all Town Boards, Committees and Officials to prepare their annual budgets

for submission to the Town Meeting in such a manner that they will show the total amounts to be expended before applying State, Federal, or other reimbursement. If it is important to show these reimbursements, they shall be shown separately.
The moderator auctioned off the Fish Rights. #1 was pur- chased by Mr. Wayland Bailey of River Street for $2.00. #2 was purchased by Mr. Robert Apts of Summer Street for $2.00.

ANNUAL TOWN ELECTION
March 16, 1963
Pursuant to the Warrant, the voters met at the Senior High School on Main Street, Saturday, March 16, 1963, at 12 noon, for the Annual Town Election.
The Assistant Town Clerk, Nellie G. Tarr, delivered 2943 ballots, 2 ballot boxes, 3 sets of voting lists, tally sheets, master sheet, to Ralph H. Coleman, Warden, who opened the polls at 12 noon.
The Asst. Town Clerk swore in the following election workers; Ralph H. Coleman, Warden; Roger Dangora, Clerk; Agnes Albert, Deputy Clerk; John Reagan, Sr., Inspector; Minna Senger, In- spector; Constance Sayrs, Deputy Inspector; Wilder Gaudette, Edith Rauch, Gloria Broderick, Julia Rosebach, Joan Fadden; John Piotti, Ballot Box and Carmella Molla, Police Matron.
After all who had voted, the polls closed by the Warden at 8:00 P.M., the 22 absentee ballots received were checked on the voting lists and the ballots deposited in the ballot box.
At the close of the voting, the register on the ballot box was reconciled with the voting lists.

Article 7. To see if the town will vote to appropriate and transfer the sum of five hundred dollars ($500.00), or any other sum, from the Washington Street Cemetery Permanent Fund, to purchase equipment for the cemetery, or act on anything relative thereto.

Article 8. To see if the town will vote to appropriate and transfer the sum of three hundred dollars ($300.00), or any other sum, from the Washington Street Cemetery Permanent Fund, for the removal and replacement of dead trees in the Cemetery, or act on anything relative thereto.

SPECIAL TOWN MEETING, JUNE 18, 1963
Pursuant to the Warrant issued by the Board of Selectmen. the Voters met at the Norwell Senior High School on June 18, 1963. The meeting was opened at 8:05 P. M. by the Moderator, Joseph M. Silvia, with 202 voters present. This number later increased to 237.
Tellers were appointed as follows: Orville Devine, head tell- er; Joseph Paradise, Paul Mac Donald, Joseph Murphy, Mathias Benner and George Dumas. They were sworn to the faithful per- formance of their duty.
Motion made, secondedand voted that the reading of the war- rant be omitted. The return of service by the Constable, Harland W. Farrar, was read by the Town Clerk.
Motion made, seconded and voted that 3 non-voters, residents of the town, be admitted.
The Moderator made an announcement that the booklet "About the Town" prepared by the League of Women Voters, about Nor- well and Hanover, were available free to the townspeople.

Motion made and seconded that the town vote to appropriate from available funds the sum of $23, 000. to be expended under the direction of the Permanent Building and Maintenance Com- mittee, for the purpose of obtaining final plans and specifications for the Construction of a twelve-classroom addition to the Grace Farrar Cole School.
The following amendment was then presented: "that the town appropriate from available funds the sum of $23, 000. to be ex- pended under the direction of the Permanent Building and Main-

tenance Committee for the purpose of obtaining final plans and specifications for the construction of an addition to the Grace Farrar Cole School to include the required common room facili- ties, six usual sizeclass rooms, six extended area class rooms, one small group class room and a library.
The amendment was VOTED. The main motion as amended was VOTED.
ARTICLE 2.
Motion made, seconded and VOTED to indefinitely postpone action on Article 2.
ARTICLE 3.
Motion made and seconded, but FAILED TO CARRY, to ap- propriate from available funds the sum of $500. to grade and apply gravel to Paradise Drive from Main Street to the Water Tower.
ARTICLE 4.
Motion made, seconded and VOTED to appropriate from avail- able funds the sum of $1, 000. to install the following before the westerly section of Main Street is re-graded and re-surfaced to eliminate the future need of breaking this pavement: Valved con- nections to the existing Main Street Water Mains and approximate- ly 100 feet of water main extensions in the intersecting ways at
A. The junction of Jacobs Lane and Main Street.
B. The junction of Prospect and Main Streets.
ARTICLE 5.
Motion made and seconded that the Town vote to acquire by purchase, for use as a Town Garage site, a portion of the tract

of land and building thereon on Cross Street, belonging to Percy E. and Florence K. Joseph, said portion containing four (4) acres more or less, being the entire parcel with the exception of one (1) acre and the dwelling thereon, as shown on compiled plan. And that the Town, for this purpose, vote to transfer from available funds the sum of $500. for the purpose of executing a purchase and sale agreement between the Town and Percy E. and Florence K. Joseph for the sale of this land to the Town with the stipulation that transfer of ownership be effected after January 1st, 1964, and that the Town vote to raise under the 1964 tax levy, and ap- propriate for this purpose, the sum of $9, 500.
Amentment to Article 5, made and seconded, that the Planning Board be instructed to present to the Town at the next Annual Town Meeting a Town garage site other than the one on Cross Street. This was VOTED, 139 yes, 42 no.
ARTICLE 6.
E. Arnold Joseph, Highway Surveyor, made a motion to with- draw Article 6. Motion made, seconded and VOTED to postpone indefinitely action on Article 6.
ARTICLE 7.
Motion made, secondedand VOTED to appropriate and trans- fer the sum of five hundred dollars ($500.) from the Washington Street Cemetery Permanent Fund, to purchase equipment for the cemetery.
ARTICLE 8.
Motion made, seconded and VOTED to appropriate and trans- fer the sum of three hundred ($300. ) from the Washington Street Cemetery Permanent Fund, for the removal and replacement of dead trees in the Cemetery.
The business of the warrant having been completed, it was moved, seconded and VOTED to adjourn at 9:35 P. M.
