REPORT OF THE BOARD OF SELECTMEN


FINANCIAL


The thirty-fifth accounting of the Florence M. Cushing Trust for the period ending August 20, 1963, was reported by the Trust- ees. The report shows a principal amount of $47, 071.13. In- come from the account was $3,359.49; service charges were $344.29; remitted to the Town of Norwell, $2, 940.00.


The Town records show a usable available balance of $11, 471.41 as of December 31, 1963.


This money is being held in reserve to pay for major repairs to the Cushing Memorial Town Hall, as necessary.


During the year the Town borrowed $250, 000. 00 in anticipa- tion of revenue to meet its obligations.


At the 1963 Annual Meeting the Town appropriated $82, 000. 00 to the Stabilization Fund. The purpose of this fund is to reduce the amount which will have to be borrowed to pay for capital out- lays.


The free cash available for appropriation, certified by the Bureau of Accounts, as of January 1, 1963 was $234, 388.15. Of this amount, $193, 208.85 was appropriated by the Town at the 1963 Annual Meeting, and $24, 000. 00 was appropriated at the Special Town Meeting of June 18, 1963, leaving a balance of $17,179.30.


HIGHWAYS


The Board has received a report from the Volunteer Street Numbering Committee and conferred with the Planning Board. The Selectmen have this problem of street numbering under con-

sideration. Preliminary plans are under way to accomplish this by the Town office staff from the revised Town Maps.


The Chapter 90 Main Street construction project, as laid out by the County Commissioners and the Department of Public Works, was started at the Hanover-Norwell line. This project will continue easterly on Main Street during the coming year.


During the year the Board continued to press for State and County funds to reconstruct the bridge and approaches on Tiffany Road - East Street at the Hanover-Norwell Town line. The County Commissioners have agreed to make a layout of this area and the prospect of starting the project soon seems very good.


The Board conducted its annual street light survey, at which time all requests for the installation of street lights, submitted by Town Departments and individuals were considered. The Brockton Edison Company was directed to install lights in areas where the most hazardous traffic conditions exist.


GENERAL


The Board of Selectmen held Quarterly Meetings for all Boards, Departments, Committees and Commissions.


In addition to the Annual Meeting, the Board called Special Town Meetings on June 18 and October 7, 1963.


The Annual Town Election was held in the Cafeteria of the Senior High School. This location proved to be very satisfactory, with ample parking area and easy access to the polling place.


During the year 120 Building permits (new homes-62, all others-58), 215 Wiring permits and 20 Gas permits were issued.

for the Town Hall and Annex, effective February 11, 1963.


At the 1963 Annual Town Meeting the following resolution was presented and voted unanimously:


"That the Town vote to confer on Nellie L. Sparrell, Town Clerk 1941-1963, the title of "Town Clerk Emeritus" in recog- nition of her long and faithful service; that the Town Office Man- ager and the Assistant Town Clerk have prepared a suitable scroll or booklet attesting to this vote of the Town; and that the Moder- ator present this scroll or booklet to Mrs. Sparrell as soon after the March 16, 1963 elections as possible. "


An engrossed scroll was obtained and presented to Nellie L. Sparrell by Moderator Joseph M. Silvia and Town Clerk Nellie G. Tarr.


As the Town's population increases, the work load of the Town Boards, Departments, Committees and Commissions also increases. The need for additional office space, meeting and record areas becomes more acute each year. It is hoped that the Town will provide the much needed areas.


The Town, in the October 7, 1963 Special Town Meeting, voted to instruct the Board of Selectmen to oppose the disposal of sewage effluent into the North River.


The Board of Selectmen recognized that this was an area pro- blem which could not be resolved by an individual town attitude, but only by a coordinated action supported by all towns involved.


The Board concluded from the conflicting opinions stated in public hearings, meetings and many publications, that the effect of treating plant effluent on the river could not be established by the present sources of information, and that the State Department of Public Health was inclined to advise that such effluent would

cause no injury.


In these circumstances we considered that no such use of the river should be permitted until a well-organized study of the problem in the whole area was conducted by competent and im- partial authorities and that the towns involved should be given the opportunity to protect the river if such a study developed a reas- onable alternate.


In our opinion this river is a unique resource, a broad area public possession not to be left open to exploitation for limited local advantage or to the risks of unforseen irrevocable reactions.


For these reasons we introduced three bills into the legis- lature to accomplish these objectives, namely, (1) a temporary restraining action for the time required to make a proper study and limited to the construction time for the proposed plants; (2) a complete area study under the direction of the State Depart- ment of Public Health; (3) the formation and acceptance of a Dis- trict Authority, composed of all towns in the area for the common solution of the growing sewage problem, with the objective of keeping the river clean.


As of January 31st, the restraining bill has been voted down but the Study and District bills are still under consideration by the legislature.

In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Norwell, qualified to vote in elections and Town affairs to meet at the Senior High School in said Norwell, on Monday, the eleventh day of March, 1963 at 7:30 p.m., then and there to. act upon the following articles, to wit :


ARTICLE 1


To see if the Town will accept the reports of its officers and committees as printed in the Town Report, or act on anything relative thereto.


ARTICLE 2


To see what sums the Town will raise and appropriate or appropriate from available funds to pay Town debts, expenses and charges including debt and interest for the ensuing year and to fix the salary and compensation of all elective officers of the Town, effective from January 1, 1963, as provided by Section 108 of Chapter 41 of the General Laws, as amended, and to pro- vide for a reserve fund, and raise and appropriate the same for the following: Moderator, Selectmen's Department, Town Office Manager and Accountant, Town Meetings and Elections, Treas- urer, Tax Title Account, Town Collector, Assessors' Department, Town Counsel, Town Clerk, Registrations and Listings, Board

of Appeals, Planning Board, Development and Industrial Com- mission, Permanent Building and Maintenance Committee, Con- servation Commission, Town Hall and Annex, Police Department, Dog Officer, Fire Department, Forest Fire Patrol, Civil Defense, Emergency Communications Center, Sealer of Weights and Meas- ures, Tree Warden and Moth Superintendent, Moth Department, Dutch Elm Disease, Squares and Triangles, Operation and Main- tenance of Equipment, Pest Control, Tree Maintenance, Removal and Replacement, Roadside Brush Control, Building Inspector, Gas Inspector, Wire Inspector, Board of Health, Inspector of Animals, School Nurse, School Dentist, Dental Hygienist, School Physician, Town Dump, Mosquito Control, Highway Surveyor, Highways-Town Account, Chapter 81, Chapter 90, Signs and Road Markings, Snow Removal and Sanding, Road Machinery Maintenance and Operation Account, Water Services Acct., Street Lights, Welfare, Aid (All Categories) Administration and Ex- pense, Veterans' Benefits, School Department, Out-of-State Travel, Vocational Training, Practical Arts-Adults, South Shore Regional Vocational School, Libraries, Water Department, Ceme- teries, Maturing Debt and Interest, Anticipation of Revenue Loans, Aid to Agriculture, Plymouth County Retirement, Group Insurance, Town Schedule Insurance, Pensions and Annuities, Reserve Fund, Town Reports and Budgets, and Memorial Day ; or act on anything relative thereto.


ARTICLE 3


To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year begin- ning January 1, 1964, and to issue a note or notes therefor, pay- able within one year in accordance with General Laws, Chapter 44, Section 4, as amended, and to renew any note or notes as may be given for less than one year in accordance with General Laws, Chapter 44, Section 17, as amended, or act on anything relative thereto.


ARTICLE 4


To see if the Town will vote to appropriate the sum of $14,025.00 or any other sum from available funds in anticipation of repayment by the Commonwealth of Massachusetts, for Chap- ter 81 work on the highways, or act on anything relative thereto.

ARTICLE 5


To see if the Town will vote to appropriate the sum of $18,000.00 or any other sum from available funds in anticipation of repayment by the Commonwealth of Massachusetts and the County of Plymouth, for Chapter 90 work on West Main Street, or act on anything relative thereto.

ARTICLE 6


To see if the Town will vote to appropriate the sum of $7,660.08 or any other sum from available funds in anticipation of repayment by the Commonwealth of Massachusetts, Chapter 782, Acts of 1962, to be applied to Chapter 90 construction on West Main Street, or act on anything relative thereto.


Requested by the Board of Selectmen.


ARTICLE 7


To see if the Town will vote to raise and appropriate or appropriate from available funds the sum of $425.00, or any other sum for mix-in-place surface on Douglas Avenue, for a distance of 425 feet, or act on anything relative thereto.


Requested by the Highway Surveyor.


ARTICLE 8


To see if the Town will vote to raise and appropriate or appropriate from available funds the sum of $600.00 or any other sum for mix-in-place surface on Leigh Road, for a distance of six hundred feet, or act on anything relative thereto.

ARTICLE 9


To see if the Town will vote to raise and appropriate or appropriate from available funds the sum of $3,000.00, or any other sum, for mix-in-place surface on River Street for a distance of three thousand feet, or act on anything relative thereto.

ARTICLE 10


To see if the Town will vote to raise and appropriate or appropriate from available funds the sum of $550.00, or any other sum, for mix-in-place surface on Wendall Avenue for a distance of 550 feet or act on anything relative thereto.

ARTICLE 11


To see if the Town will vote to raise and appropdiate or appropriate from available funds the sum of $3,200.00 for the purchase of a new 3/4 ton four-wheel-drive pick-up truck, or act on anything relative thereto.

ARTICLE 12


To see if the Town will vote to raise and appropriate or appropriate from available funds the sum of $1,500.00 for the purchase of a used two-ton or larger truck chassis to be used for the mounting of a V-Body Sander that we now own, or act on anything relative thereto.
