To either of the Constables of the Town of Norwell, in said County of Plymouth and Commonwealth of Massachusetts.


GREETINGS:


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Norwell, qualified to vote in elections and town affairs to meet at the Senior High School in said Norwell, on MONDAY, the SEVENTH day of October, 1963 at 7:30 P. M., then and there to act upon the following articles, to wit:


Article 1. To see if the Town will vote to appropriate $515, 000. 00 or any other sum, for the construction, original equipment and furnishing of an addition to the Grace Farrar Cole Elementary School; that to meet the foregoing appropriation the sum of $175, 000.00 shall be appropriated by transfer from the Stabilization Fund, and the Treasurer, with the approval of the Selectmen shall be authorized to issue $340, 000. 00 bonds or notes of the Town, pursuant to Chapter 645 of the Acts of 1948 as amend- ed; and that the grant to be received in the year in which con- struction commences pursuant to Chapter 591 of the Acts of 1959 shall be applied to the cost of the project in lieu of the proceeds of bonds or notes, or act on anything relative thereto.


Requested by the Permanent Building and Maintenance Com- mittee.


Article 2. To see if the Town will vote to authorize the Per-

manent Building and Maintenance Committee to construct, orig- inally equip and furnish an addition to the Grace Farrar Cole Elementary School and for said purpose to execute and deliver for and on behalf of the Town, all contracts and agreements it shall consider necessary to complete said project, and that said committee shall have full authority to expend for said purposes all appropriations heretofore made for said projects at Town Meetings held March 11, 1963, June 18, 1963, October 7, 1963 or act on anything relative thereto.


Requested by the Permanent Building and Maintenance Com- mittee.


Article 3. To see if the Town will consider a report by the School Committee on current School Department finances, or act on anything relative thereto.


Requested by the School Committee.


Article 4. Will the Town vote to instruct the Board of Select- men, the Board of Health, the Planning Board, the Board of Water Commissioners, the Permanent Drainage Committee and the Conservation Commission to take active steps now to oppose the discharge of sewage or effluent from treatment plants into the North River or its tributaries by Rockland or Scituate or any other town, or act on anything relative thereto.


Requested by more than one hundred citizens.


Article 5. Will the Town vote to instruct the Board of Health to prohibit the dumping in the Town of Norwell of sewage collect- ed from cesspools and septic tanks until a site selected by the Board of Health is approved by vote at a Town Meeting, or act on anything relative thereto.

Article 6. To see if the Town will vote to purchase a new 3/4 ton four-wheel drive pick up truck for the Highway Depart- ment and to raise and appropriate or appropriate from available S fund the sum of $3,200. 00 or any other sum, or act on anything relative thereto.

Article 7. To see if the Town will raise and appropriate or appropriate from available funds the sum of $415. 65 or any other sum to pay a Quincy City Hospital Bill incurred in 1961 or act on anything relative thereto.


Requested by the Board of Public Welfare.


You are directed to serve this Warrant by posting a copy thereof, attested to by you in writing, at each of five public places in the Town, seven days at least before the time for holding the Meeting called for in the Warrant. Hereof fail not, and make due return of this Warrant with your doings thereon to the Town Clerk of said Town on or before the Seventh day of October 1963

SPECIAL TOWN MEETING, OCTOBER 7, 1963


Pur suant to the foregoing warrant, the voters met at the Nor- well Senior High School on October 7, 1963. The meeting was opened at 8:10 P. M. by the Moderator, Mr. Joseph M. Silvia, with 200 voters present. Tellers were appointed and sworn to the faithful performance of their duties, as follows: George Dumas, Head Teller; William Freehill, Arthur Muzrall, Rev. Warren Roberts, Chester Bell and Paul Keefe. It was voted to admit 4 non-voters, and they were seated in front seats to the right of the Moderator.


Motion made, seconded and votea to omit the reading of the Warrant. The Town Clerk read the return of service by the Con- stable, Harland W. Farrar.


Article I. Motion made and seconded to appropriate $422, 000. for the construction, original equipment and furnishing of an addition to the Grace Farrar Cole Elementary School; that to meet the foregoing appropriation the sum of $182, 000. shall be appropriated by transfer from the Stabilization Fund and the Treasurer, with the approval of the Selectmen, shall be author- ized to issue $140, 000. bonds or notes of the Town, pursuant to Chapter 645 of the Acts of 1948 as amended; and that the grant to be received in the year in which construction commences pur- suant to Chapter 591 of the Acts of 1959 as amended, in the amount of $100, 000. shall be applied to the cost of the project.


Motion made, seconded and voted that Article I be amended by adding after the words "bonds or notes of the Town" in the original motion, the following phrase: "for a term not exceeding five years. "

Article II. Article III. Motion made, seconded and voted to the reading of a report by the School Committee on School Department finan- ces. The following report was read by Robert Maglathlin, Chair- man of the School Committee:


"The School Committee has carefully reviewed the expendi- tures to date and the balances as of the first of September. The cash needs for the remainder of the year have also been studied. Consequently, the following deficiencies are estimated:


Instruction $ 700.00 Operation 2,200.00


Auxiliary Agencies 600.00


$3,500.00

earlier reflects the sincere effort on the part of all members of the School Department to hold costs to a minimum. However, in spite of this effort, the above deficiencies relative to the bud- get voted at the annual town meeting are expected at this time.


The additional needs in the category of instruction include the completion of the textbook purchasing that was originally planned, since the School Committee is unwilling to compromise the educational program for the sake of economy alone.


The money needed for the operation category reflects the fact that the reduction in custodial services suggested by the advisory board has not been implemented. The Committee feels that one less custodian than at the present would result in inadequate main- tenance and building supervision and that it would be false econ- omy to jeopardize a one million dollar facility in order to save $2, 000. This buildingis experiencing increasing usage and should serve the community for many years to come. It is a fine build- ing, we are proud of it, and we would like to keep it that way.


The deficiency in the auxiliary agency category is a result of expenses that have accrued and that were not anticipated when the 1963 budget was prepared. This demonstrates the need for having a reasonable reserve fund as has been maintained with our Public Law 874 money. This money is received as a reim- bursement from the U. S. Government in support of students whose parents live or work on U. S. Government property and is used at the discretion of the School Committee. It has custom- arily been used in Norwell to meet unexpected emergency expen- ses, and a major portion of the balance on January 1st has been applied to the operations account of the following year.


The School Committee plans to meet the above needs for funds in excess of the budgeted amounts from the current balance of Public Law 874 money .


Asa result of this proposed action, plus the fact that our re-

ceipts this year of Public Law 874 money have been about $8, 000. below those for last year, our balance will be lower at the end of this year. We expect a balance of less than $10, 000. as com- pared with the balance of approximately $20, 000. on January 1, 1963.


It shouldbe pointed out that the Public Law 874 money avail- able in Norwell is expected to decrease over the years ahead. Further, we have no guarantee from year to year that these funds will continue to be provided. Consequently, it is unwise in future budgeting to plan on their availability.


While on the subject of future planning, the School Committee wishedto bring to the attention of the town the pressing need for additional playground facilities necessitated by our existing ath- letic program and expanding pupil population. This need has been defined by a joint committee of School Committee and faculty members and reported to the School Committee, which has, in turn, alerted other interested Town Departments. The first re- quirement in this area is for the acquisition of suitable land. We ask the cooperation of all Town Departments and interested citi- zens to assist us in meeting this need.

Article IV. Motion made and seconded to amend the motion by omitting the words "by Scituate" and then "by Rockland" and "or any other town. " These amendments failed to carry. The original motion was voted.


Article V. Motion made and seconded to instruct the Board of Health to prohibit the dumping in the Town of Norwell of sew- age collected from cesspools and septic tanks until a site selected by the Board of Health is approved by vote at a Town Meeting.


Motion made, seconded and voted unanimously to postpone action on Article V indefinitely .


The Moderator announced that the meeting would return to a reconsideration of Article I in order to rectify a procedural omission. The Chair requested that a motion to reconsider Art- icle I be made from the floor. This motion was made, seconded and carried. Thereafter, the Chair explained the necessity for reconsideration was that a 2/3 vote is required for a bond issue.


The main motion as originally voted was then voted unan- imously.


Article VI. Motion made, seconded and voted unanimously that the Town appropriate by transfer from the Road Machinery Fund the sum of $3, 200. 00 to purchase a new 3/4 ton four-wheel drive pick up truck for the Highway Department.


Article VII. Motion made, seconded and voted to postpone indefinitely action on article VII.


The business of the warrant having been completed, motion made, seconded and voted to adjourn at 10 P. M.
