REPORT-SPECIAL TOWN MEETING
SPECIAL TOWN MEETING
May 21, 1962
Pursuant to the foregoing Warrant, the voters met at the Norwell Senior High School, May 21st, 1962.
The meeting was called to order at 7:55 P.M. by the Moderator, Joseph M. Silvia, with 273 voters present. This number increased to 376 later in the evening.
It was voted to admit the following, who were not registered voters - Mr. and Mrs. Clapp of Hingham, with three others, two Assessors of Weymouth, and Mr. Frederick A. Small, Supt. of Schools. These people were seated apart from the voters. The Modera- tor appointed Harry L. Chase, Jr., George H. Whitcher, Jr., Arthur DuLong and John Wiley to serve as tellers and swore in same.
The Town Clerk read the call for the meeting from the Warrant, moved that reading of articles be deferred until taken up for action, which was voted; and the service of the Constable.
Article 1. Mr. McCarvell made the following motion : "I move that the town votes to have the Board of Assessors explain to the taxpayers, their proposed change to revaluate the town to a full and fair cash value." This motion was seconded and carried by a voice vote. Mr. Allen, of the Assessors, explained the methods used by the board over the years. Mr. Crowley spoke and Mr. McCar- vell offered an amendment, but was denied by the Moderator, who ruled that the subject of the amendment was taken care of under Article 3. It was moved, seconded and voted to table Article 1.
Article 2. Motion was made, seconded and after much discus- sion, voted by a voice vote "That the Town vote to instruct the Town Government Study Committee to study the State Assessing System, with the Department of Taxation and conforming towns and report their findings to the Town in the next Special Town Meeting. "
Article 3. A motion was made, seconded and voted to amend Article 3 of the Warrant by deleting the words 'and the Assessors of all other towns.' A motion was made, seconded and after much discussion carried by a voice vote: "That the Town vote to advise the Assessors to continue the valuation principle used in the just completed revaluation program of 1961 until they receive signed official instructions, interpretations and definitions from the Depart- ment of Taxation in reference to lawful valuations."

Article 4. A motion was made and seconded "to instruct the Selectmen to install and maintain underground gasoline storage tanks on Town property and to maintain a supply of gasoline for all Town-owned vehicles and to instruct all elected and appointed Town officials and department heads that gasoline for Town-owned vehicles must come from these tanks and to instruct the Town Ac- countant and Town Treasurer that no bills for gasoline for Town- owned vehicles, except gasoline for these tanks shall be paid, except in extreme emergencies; the operation of this Town-owned gasoline supply to take effect when all departments are notified thereof by the Board of Selectmen that the system is in operation, but in no event later than November 1, 1962, and to raise and appropriate or appropriate from available funds the sum of $3,000. for said pur- pose. " The above article was amended by adding " All unused monies appropriated for gasoline under Article 2 at the 1962 Annual Town Meeting to be turned back to the town." Mr. Repass, of the Select- men, spoke at length on the amended article, which was followed by many comments and questions from the planning board and indivi- duals. By a vote of 85 for, 116 against, the motion was defeated.
A motion was made and seconded that in case we do not finish the Warrant tonight, the adjourned meeting be held next week Tues- day at the same time and place. A substitute motion was Voted that the adjourned session be held Tuesday, May 22nd.
Article 5. Motion was made and seconded that the Town vote to instruct the Permanent Building and Maintenance Committee to provide for the next elementary grades requirements by the Develop- ment of an addition to one of our present schools.
Mr. Whitcher, Chairman of the School Committee, gave the pre- sent enrollments and outlined what could be done to relieve the situa- tion.
At this point the question of a quorum was raised. Upon being counted, it was found there were present less than 200, which consti- tute a quorum.
A motion to adjourn until Tuesday night, May 22, 1962 at 7:30 P.M. was made, seconded and voted, at 11:18 P.M.

May 22, 1962
The meeting was called to order at 8:30 P.M. by the Moderator, Joseph M. Silvia, with 157 voters present.
Edward Walsh, John Petze and Ralph Coleman were appointed as tellers and were sworn in. Harry L. Chase, Jr., appointed May 21st, still served as Chairman of Tellers.
A recess was declared when an effort to gain attendance of more voters was made. Upon reconvening, it was found 187 were pre- sent, still too small for our quorum, which is 200.
Mr. Repass made a motion, which was seconded "to adjourn the meeting until Monday, September 24th at 7:30 P.M. in the Senior High School."
Mr. McCarvell asked the Moderator to state the status of the votes taken at the previous meeting, in case of adjournment. The reply was that the action was not valid until the meeting is finished.
A rising vote was taken on the motion to adjourn. 115 to ad- journ, 64 against.

To see if the Town will vote to instruct the Selectmen to send a general letter to every voter describing the importance and duties of all appointed officials and including a form card to be re- turned by volunteers indicating their preference of service, or act on anything relative thereto.

To see if the Town will instruct the Selectmen to intro- duce the use of a multiple standardized petition form to initiate and process all complaints, inquiries and service requests directed to the various Boards, Committees and Town Officials and to establish the necessary procedures for prompt official actions and maintenance of records, or act on anything relative thereto.

Article 3. To see if the Town will vote to instruct the Selectmen to appoint an office manager in no sense charged with the respon- sibilities of an Executive Secretary with formal training and general office supervisory experience with an overall staff appropriation to organize and supervise the general administration of the Town or act on anything relative thereto.

WARRANT-SPECIAL TOWN MEETING
1. All construction contracts are to be approved by Town Counsel and reported to the Board of Selectmen with contractors performance and financial responsibility data.
2. A registered architect must be employed on all construc- tion projects exceeding $10,000.
3. The Committee in their preliminary request for appropria- tion is to submit the architect's estimate of a minimum cost based upon sound construction and adequate use.
4. An experienced construction supervisor usually known as a "Clerk of the Work" shall be employed by the Committee and direct- ly paid by the Town on all construction contracts exceeding $50,000.
5. Quotations before authorization shall be submitted by the contractor for all change orders or so-called extras and such quo- tations shall be subject to the architect's estimate and acceptance and finally approved by the majority of the Committee.
6. No member of the Building Committee shall accept any compensation directly or indirectly on any Town building or main- tenance contract other than salaries or commissions as a competi- tive supplier.
7. Committee members representing competitive suppliers are to have equal rights with representatives of all other suppliers but cannot participate in any Committee vote for product or service decisions and such votes are to be accomplished by secret ballot.
8. ' A monthly statement of total commitments on each project is to be submitted to the Town Accountant for comparison and analysis of the project appropriation.
9. A complete report is to be filed with the Town on the com- pletion of each project including a basic cost breakdown, record and reasons for extras, construction and site problems encountered, basic plan of provisions for future expansion if so designed and a dupli- cate complete final set of plans and specifications.
10. The Committee is empowered to examine all public property for construction maintenance determinations and all Boards are to submit previous experience costs for budget requirements.

Article 8. To see if the Town will vote to purchase, arrange for an option to purchase or take by eminent domain 65 acres, more or less, from a parcel of land owned by Joseph F. Pilalas and Anna L. Pilalas at the northwesterly corner of Grove and Prospect Streets,

being all the land contained in said parcel excepting therefrom ap- proximately two acres with the present dwelling thereon for school purposes, school playgrounds, and other municipal purposes and to raise and appropriate or transfer from available funds the sum of $42,500 therefor or such other sum or sums as the Town may vote, or act on anything relative thereto.

Article 9. To see if the Town will vote to purchase, arrange for an option to purchase or take by eminent domain 50 acres, more or less, from a parcel of land owned by Joseph F. Pilalas and Anna L. Pilalas at the northwesterly corner of Grove and Prospect Streets, being all the land contained in said parcel excepting therefrom a strip approximately 350 feet deep along Grove and Prospect Streets but retaining an entrance strip approximately 100 feet wide off Grove Street and a like entrance strip off Prospect Street for school pur- poses, school playgrounds and other municipal purposes and to raise and appropriate or transfer from available funds the sum of $22,500 therefor or such other sum or sums as the Town may vote, or act on anything relative thereto.

Article 10. To see if the Town will vote to purchase, arrange for an option to purchase or take by eminent domain 20 acres, more or less, from a parcel of land owned by Joseph F. Pilalas and Anna L. Pilalas at the northwesterly corner of Grove and Prospect Streets, said 20 acres being the southerly portion of said parcel but except for a strip approximately 350 deep along Grove and Prospect Streets but including an entrance strip 100 feet wide from Grove Street for school purposes, school playgrounds and other municipal purposes and to raise and appropriate or transfer from available funds the sum of $11,000 therefor or such other sum or sums as the Town may vote, or act on anything relative thereto.
