An auditor from the State Office came in June to audit the financial records.
In both instances we were satisfactorily meeting their re- quirements.
We in the cafeterias greatly appreciate the cooperation we receive from you, the school committee, the principals and the faculties.
Respectfully submitted,
HAZEL W. ROBBINS, Cafeteria Supervisor

SOUTH SHORE REGIONAL SCHOOL DISTRICT TREASURER'S REPORT
In accordance with Section XII of the South Shore Regional School District Agreement signed January 6, 1960, I submit herewith details of the 1963 financial transactions of the School District.
Details are presented with respect to the 1963 estimated ex- penditures; apportionment of estimated expenditures to member towns; actual cash receipts and disbursements; balance sheet and statement of outstanding debt as of December 31, 1963.
Total operating costs for the year were $204, 826. 70 which were paid by funds from the following sources.
Local Assessment Revenue Federal Grants:
$162,522.13
George-Barden Funds $32,911.66
National Defense Education Fund 7,997.69
Manpower Development &
Training Fund 1,395.22 42,304.57
Total
$204,826.70
Capital Outlay costs for the year were $367, 699.22 of which amount $355, 696. 91 was provided from local funds and $12, 002. 31 was derived from a Federal Grant under the National Defense Education Act.
Expenditures under the Manpower Development and Training Act P.L. 87-415 were $47,291. 02, plus $1, 395.22 for allocated cost of utilities shown under Operating Costs, resulting in total expenditures of $48,686.24. This activity involves a special program for the re-training of unemployed persons, the entire cost of which is paid for by the Federal Government. During the year two courses were conducted at our school which pro-
305
vided training for Metal Fabricator and Precision Sheet Metal workers. The School District has also been a substantial bene- ficiary under this program inasmuch as approximately $29, 000. 00 of the amounts expended in this activity were used to purchase and install in the school new metal working machinery and equip- ment, which is now available for use by the School District.
Surplus Revenue of $109, 759. 58 shown on the District Balance Sheet was determined as follows:
Debit Credit
Balance December 31, 1962
$22,596. 94
Transfer-January 1963 to 1963
Revenue Account $7,500.00
Transfer-December 31, 1963
from 1963 Revenue Account 104,125.64
Transfer-December 31, 1963 to
Reserve for Bus Replacement
9,463.00
Balance-December 31,1963
$109, 759. 58
$126, 722. 58 $126, 722.58
The transfer to 1963 Revenue Account in the amount of $7, 500. 00 as of January 1, 1963 involves the use of 1962 Surplus Revenue voted by the District Committee to reduce the 1963 Capital Outlay Budget Assessment to member Towns.
The transfer from the 1963 Revenue Account at December 31, 1963 in the amount of $104, 125. 64 was attributable to the following:
Unexpended Appropriation for 1963 Operating
Costs.
$45,743.30
Federal Grants used to pay for 1963 Operating
Costs. 42,304.57 Excess of 1963 District Receipts over Estimates 16, 077. 77 $104,125. 64
306
The transfer to Reserve for Bus Replacement in the amount of $9, 463. 00 is self-explanatory.
A $50, 000. 00 portion of the 1963 Surplus Revenue Balance of $109, 758. 58 has been approvedby vote of the District Committe to be used in reducing the 1964 Operating Costs Budget Assess- ment to member Towns, thereby resulting in a remaining balance of $59, 759.58 available to the School District as of January 1, 1964
An amount of Surplus Revenue equilavent to three months ex- penditures is necessary in order that the School District can pay bills for school operations between January 1, and April 1, of each year, inasmuch as the annual assessment revenue received by the School District from member Towns is payable in quarterly installments on the first day of April, June, August and December of each year.
An alternate procedure to the establishment of a "working surplus" would be to reduce Surplus Revenue to a minimum amount and to borrow money on a short term basis whenever necessary. This would of course involve additional costs for loan registration fees and interest expenses.
Respectfully submitted,
JOHN A. ASHTON, Treasurer
