REGISTRATION OF VOTERS
QUALIFICATIONS; Must have been a resident of the Commonwealth of Massachusetts for one year.
Must have been a resident of the Town of Norwell for six months.
Must have attained the age of 21 by the time they exer- cise their franchise to vote.
Some evidence must be shown proving six months residence, such as a receipted utility bill, dated six months previously, showing the Norwell address. If a naturalized citizen, citizenship papers must be pre- sented at the time of registration. Final papers must be presented.
Any qualified resident may register with the Town Clerk any weekday during the year, except Saturday, or on a Monday night from 7:00 to 9:00 P. M., and those days during which registrations are closed by law. The Board of Registrars are also in special session previous to elections and primaries.
As of November 19, 1965, there were 3,068 registered voters in the Town of Norwell. There were 1,051 registered Republicans, 409 registered Democrats and 1,608 unenrolled voters.

REPORT OF THE TOWN FOREST COMMITTEE
The Town Forest of Norwell at the present time is not adequate. It consists of twenty-nine (29) acres split into three sections in various parts of the town, and in our opinion the acquisition of more land is imperative. Several hundred acres are needed for a town of our size, especially in view of the tremendous growth in population ahead.
The Committee solicits gifts of parcels from the citizens which could be used to amplify our present areas.

REPORT OF THE TREE WARDEN, MOTH SUPERINTENDENT AND SUPERINTENDENT OF PUBLIC GROUNDS
To the Citizens of the Town of Norwell:
More than any one factor, which affected the activities of the Tree and Public Grounds Departments this year, was the extreme drought condition which existed in this and surrounding areas. Most of our work concerns the growing and maintenance of trees, shrubs and grass, all of which largely depend on at least normal rainfall for satisfactory development.
A total of seventy-two (72) roadside trees were planted this year in Norwell. Because of the drought this operation cannot be fully evaluated until another growing season. The following species of trees were used for street plantings this year: Sugar Maple, Norway Maple (several varieties), Red Maple, Red Pine, Flowering Crab and Flowering Cherry.
Not only has the past drought affected new tree plantings, but it has also caused damage to old established roadside trees, particularly Sugar Maples. I believe that this is the prime factor causing the deterioration of some of these trees.
The Dutch Elm Disease continues to take its toll of elm trees. The number of trees affected is fewer, but only because there are fewer re- maining elms. There has been some work done in the use of systemics, the injection of insecticides into elm trees to control the Dutch Elm Disease. Your Tree Department is aware of this development and has taken an active part in this experimental work. Results to date indicate the need for refinements in this operation, if results are to be satisfactory.
Again there were no serious outbreaks of tree-feeding insect pests in Norwell this year. The usual insect population was present, but we believe the spray program employed is both a safe and satisfactory method for control of these insects.
The maintenance of the grounds of the Washington Street Cemetery were placed under the supervision of the Tree Warden this year. A program of fertilizing, liming, mowing and general maintenance was carried out with the co-operation of the Washington Street Cemetery Committee. We believe this has proven to be a satisfactory arrangement to all concerned.
In 1965 the Town provided a section of the new Town Garage for use by the Tree and Public Grounds Departments. This is the first time that these departments have had an area where heat, light and power are avail- able. For this I wish to thank the citizens of Norwell and assure them that these facilities will be used to increase the service and efficiency of these departments.
May I again remind the citizens of Norwell that I am available to assist them with any tree or related problems they may have.
In closing I wish to thank the other town departments for their help and co-operation.

REPORT OF THE VETERANS AGENT AND VETERANS SERVICE OFFICER
Board of Selectmen Norwell, Mass.
Gentlemen:
During the past year many changes effecting Veterans and their depen- dents have occured. Disability Compensation rates have been increased, A program of Medi-Care has been inaugurated, The Manpower Develop- ment Training Act was established, and a new Insurance law for Veterans was enacted.
Information pertaining to these developments can be obtained from this office by telephoning Agent any evening after 6:00 p.m. The phone number is listed under the town offices in your local directory.
For the year 1965 this department expended a total of $4,602.09 from an original appropriation of $5,575.00 Thus a return to the town of $972.91 is anticipated. To date the state has reimbursed the town, 50% for the months of January and February only. The remaining ten months is still due the town.
As of Mid-December, 1965, the State office of Commissioner of Vet- erans Services has moved to their new location at: State Office Building Government Center, 100 Cambridge Street, Boston.
In the coming year this Agent expects increased activities and ex- penditures, due to the new developments in the area of Veterans Affairs. Already two new applications have been received and are being processed. The impact of the war in Viet-Nam has not yet been felt in terms of what benefits our men fighting there will receive; however it is to be expected some benefits will accrue to them in the not too distant future.
This agent wishes to take this opportunity to particularly thank Town Office Manager; Harry Chase and the secretaries in the town office for the aid they have rendered this agent in the past year. Also the help and cooperation received from all town officials at all times has been greatly appreciated.

REPORT OF THE VISITING NURSE ASSOCIATION OF NORWELL
To the citizens of Norwell:
What has the Norwell Visiting Nurse Association done to promote health in Norwell during 1965?
1. Given the services of a full time nurse for bedside nursing, and part-time nurses when necessary.
2. Furnished a car for the full time nurse.
3. Loaned hospital beds, walkers, wheel chairs, crutches, commodes and other bedside materials.
4. Given a Nursing Scholarship to a Norwell High School Senior. Recipient 1965 - Miss Cheryl Wilder.
5. Maintained a monthly Well-Child Clinic under the direction of a qualified pediatrician.
6. Given the services of a dental hygienist to the Junior High School.
7. Assisted the Board of Health at clinics.
What do the citizens of Norwell do to aid our Health Program?
1. Become a member of the Association by paying a nominal fee.
2. Furnish materials and assistance for our two rummage sales - our main source of revenue.
3. Volunteer for services and transportation at clinics.
It is with deep regret that we announce the resignation of our efficient and loyal President, Mrs. Grace Sparrell. She has served the town for over thirty years and has our deepest gratitude.
We also thank the Sparrell Funeral Service for the use of their buildings for storage. This valuable service will continue.

REPORT OF THE WASHINGTON STREET CEMETERY COMMITTEE
Board of Selectmen Norwell, Mass.
Gentlemen:
The Washington Street Cemetery Committee reports that during 1965 the surveying has been completed and we now have the necessary markers for the various sections and lots.
New water pipes have been installed and we plan to add more in 1966. Also, it is our plan to have the roads in the cemetery repaired.

REPORT OF THE BOARD OF WATER COMMISSIONERS
Board of Selectmen Norwell, Massachusetts
Gentlemen:
At the Special Town Meetings held in the year 1965 the Water Board was authorized to install water mains in the following streets:

April 12th Meeting:
Prospect Street extension from Grove St. Walnut Street. Old Meeting House Lane.
October 25th Meeting:
Cross Street extension. Winter Street. Prospect Street extension from Main St.
Forest Street extension from River Street.
Circuit Street extension from Forest Street.
The mains are now installed and except for a short distance on Winter Street are in service.
At the 1965 March Meeting the Town voted under article 39 to appro- priate monies for test well work. The Department proceeded with this project and has tested 34 locations. This required the drilling of 126 test wells. This effort yielded three and possibly four locations that might be used for new wells. One of these locations is undergoing a pumping test to determine if its capacity can be maintained and also the chemical properties of the water.
Because of the growth of the Town and the prolonged drought, it is most urgent that new water sources be found and put into service.
This year 170 new services were installed. The system is now supplying 1,255 customers and in 1965, 128,134,000 gallons of water was pumped from the Town's wells.
We plan to have a more detailed report of the Department's activities for the March Meeting.
We wish to thank other Town Boards for their interest and cooperation.
All interested Townspeople are invited to attend any of our weekly meetings.
