The year of 1967 was dominated by abnormal amounts of rainfall. Since weather conditions to a large extent control the growth of grass and trees, it had a great influence on our activities. This is reflected by more frequent mowings of turf areas, excessive growth of trees and shrubs and control of certain tree-feeding insect species. The larger mowing equipment we now have made it possible to keep your turf areas in a reasonably good condition. Younger trees and new plantings re- sponded well to the increased moisture available. However, older drought- affected trees will continue to decline in vigor. In all probability some of these trees will have to be removed prematurely. This is especially true of sugar maples.


Some five acres of turf complement the new Vinal Elementary School. In general the construction of these grounds was excellent and should develop into a very desirable setting for this school.


Varsity football games continue to be played at the Hanover Regional Vocational School field. We are fortunate to be able to use this field, but it points out our need for athletic fields in the not too distant future.


The dormant spraying of elm trees for the control of Dutch Elm Disease was done by the use of a helicopter this year. This seems to be a satisfactory method to do this work and I believe it helped to keep the number of diseased elms from exceeding 20 cases this year.


Poison ivy control was done on some roadsides and requested areas. Modern chemicals furnish us with a safe and effective method to control this health hazard.


Forty-five roadside trees were planted this year, the largest planting being done on Stetson Road. Tree planting of proper species in appro- priate locations will enhance our roadsides now and in the future.

REPORT OF THE VETERANS AGENT AND SERVICE OFFICER


Showing an increase of approximately $1,500.00 over 1966, a total of $9,097.71 was expended by this department for veterans benefits in 1967. By the same token, the number of veterans receiving benefits rose to 10 in 1967 as compared to 6 in 1966. As the growth of the town increases, so may we expect an increase in benefits to be paid out by this department. Any veteran who is unable to provide the necessary essentials for himself and his family because of illness or unemploy- ment, due to lack of work or labor dispute, may avail himself of these benefits. Dependents of veterans may also apply for these benefits.


As Service Officer this department will aid any veteran or dependent in obtaining information or filing a claim to which they may be entitled. Forms for Veterans Administration claims may be procured from this department.

REPORT OF NORWELL VISITING NURSE ASSOCIATION


Board of Selectmen Norwell, Mass.


Gentlemen:


In the year 1967, the Norwell Visiting Nurse Association continued to provide its usual services for the Town, and will do so in 1968.


The response from our Annual Appeal letter was most generous, so much so that we have purchased a much needed new car for our nurse and will more than double our Nursing Scholarships to be awarded in June. We are also in the process of updating our hospital equipment, which may be borrowed by any resident of the Town, free of charge.


Our two rummage sales in May and November are our major source of income. Without the help of the large number of volunteers who work long and hard, we would be in a sorry state.


The Sparrell Funeral Service continues to be an invaluable help to us by allowing rummage to be left and stored there at any time.


I would like to say a personal thank you to all who have contributed to us in money, time, and goods.

Your Cemetery Committee wishes to express its thanks to the Park Department for the excellent care given to the Washington Street Cemetery this past year. It is very uplifting to see the well kept grounds.


In the very near future there will be additional lots laid out as the present area is being sold out quite rapidly. If the Townspeople wish to avail themselves of a lot before that time arrives, your Committee will gladly show them the lots available. The prices are as follows:

REPORT OF THE BOARD OF WATER COMMISSIONERS


Board of Selectmen Norwell, Massachusetts


Gentlemen:


We are pleased to submit the following for the 1967 Annual Town Re- port:


During the year the Water Commissioners held weekly meetings at their office on South Street. These meetings, which are open to the citi- zens, were frequently attended by interested people.


At the 1967 March Meeting the Town voted to install water mains in sections of Lincoln, Circuit, Cross and Pine Streets. These installations are completed and are now a working part of the system.

As authorized at a special Town Meeting on May 22, 1967, the Water Commissioners have acquired a parcel of land on top of Judge's Hill and an access strip for a new water storage tank site. Specifications for the new tank are now being prepared.


During the year tests were made at several locations in the Town for new water source areas. A new site North of Bowker Street was found, tested and later approved by the State Department of Public Health for a new water source location.


A new well was installed on the Town owned well site area North of Grove Street. A small building and pumping facilities are needed before it can be connected to the system.


The system has functioned well during the year and the following comparative figures are of interest:

REPORT OF THE ZONING BOARD OF APPEALS


Board of Selectmen Norwell, Mass.


Gentlemen:


In 1967 the Zoning Board of Appeals held seven (7) public hearings on petitions for variance of the Zoning By-Laws of the Town of Norwell.


The following are the hearings held and the results thereof:

Humphrey W. Turner - for permission to place a dwelling on his lot on the north side of Main Street, between the lots of Concetta Feneck and that of Charles S. and Phyllis M. Morgan. Permission granted with restrictions.


Leona S. Howlett - for permission to add a four foot addition on the wes- terly side of her garage on Tiffany Road. Permission granted.


Richard C. & Jean C. Hamilton - for permission to allow the garage and barn (shed) to remain in their present location in spite of their being closer to the southerly lot than is permitted today. Permission granted.


Norwell Sand & Gravel Co. - for review of the Building Inspector's denial dated June 15, 1967, of an application for a building permit re- ceived by the Town on May 4, 1967, for the erection of a barn on land off Wildcat Lane owned by Toiva Jarvinen.


Petition denied.


James & Rosemarie Shortall - for permission to place a house trailer for temporary use on their Common Street property for use during the construction of their residence.


Permission granted with restrictions.


Robert L. Paterson, D.M.D. - for permission to add a carport on the westerly side of his dwelling in order to provide cover for his automo- biles after converting his present garage into a waiting room for his office.


Permission granted with restrictions.


Cooperative Realty Trust - for permission to sell a small triangular parcel of land in the southwest portion of a 1.59 acre lot to Auto Engi- neering South, Inc., for use as a foreign car dealership. The lot itself was purchased two years ago by the Trust, who owns no adjacent land and, in effect, finds that this triangular section falling within a Resi- dential District and lacking both frontage and area for residential pur- poses is unusable unless it may be incorporated as part of the 1.59 acres.


Permission granted.

REPORT OF THE BOARD OF ASSESSORS


To the Citizens and Taxpayers of Norwell:


During the past year, new home construction, alterations, additions and subdivisions have continued to set a fast pace in our growing munic- ipality, all of which creates a greater work load on the Assessor's office.


Due to this condition, the Board decided to enlarge the map scale so that the plots would be more clearly defined and would assist in our field work and to later locate residences thereon. Our budget for 1969 includes $1800.00 for further improvement to these maps and for actual field survey work.


In 1968, we improved the office by purchases of a new electric type- writer and (3) desks from funds made available at the previous Town meeting. However, we wish to advise that our office space is not sufficient for further expansion and hope that provision for this need will be pro- vided in the very near future.
