INSTRUCTIONS ON RECORDING BIRTHS
PARENTS: Be sure to Record the Birth of your child, with given name in full.
The Town Clerk tries to have the record of births appear in the Town Report of the year in which the birth occurs. The Towns where the births occur depend on prompt returns from the hospitals, many of which are negligent in their duty to be prompt with returns.
All parents should file a report of birth with the Town Clerk's office as soon as possible after the birth occurs, then some pressure may be brought to bear on the hospitals and towns where births occur to forward birth certificates to the Town Clerk's office so that the record may be complete each year.
All births have been recorded for which this office has received certificates. Those not received in time to record in this Town Report will be recorded next year as Delayed Returns.
If your child's birth is not recorded herein, please notify the Town Clerk's office so that it may be followed up and birth records secured from the various towns and cities where births occurred.

"Parents within forty days after the birth of a child, and every householder within forty days after a birth in his house, shall cause notice thereof to be given to the clerk of the town where such a child is born."- General Laws, Chapter 64, Section 6.

According to Selective Service Regulations a boy should register for Selective Service within 5 days after his eighteenth birthday.
The Local Board No. 129, for this area, is located at 2004 Ocean Street, Marshfield, Mass. The office is open for registration Monday through Friday from 8:30 A. M. to 4:30 P.M.
A boy away from home, working or attending college, may re- port to the nearest Local Board Office for registration, giving his legal address, and the registration card will be mailed to the local board in Marshfield.
As of April 1, 1962, there were 1035 men between the ages of 18 and 45 eligible for Military Duty, residing in Norwell.
REGISTRATION OF VOTERS
Qualifications :
Any person who has lived in the Commonwealth of Massachusetts for one year, and in the Town of Norwell for six months, may register to vote.
Some evidence must be presented showing six months residence in Norwell, such as a receipted gas or electric light bill.
If a naturalized citizen, naturalization papers must be presented at time of registration.
Time to Register :
Beside dates set for registration, any qualified resident may register with the Town Clerk any weekday during the year, except Saturday, and those days during which registrations are closed by law.
On December 1, 1962, there were 2833 registered voters in the Town of Norwell.

REPORT ON STATE ASSESSING SYSTEMS
The town voted, in a Special Town Meeting on May 21, 1962, to instruct the Town Government Study Committee to study the State As- sessing System with the Department of Taxation and conforming towns, and to report our findings to the town in the next Special Town Meeting.
Conferences have been held with the Executive officials of the De- partment of Taxation, department manuals have been obtained and studied, and we have visited the Assessors in several towns said to be operating on this system. These visits have been made during the day and in the evenings, involving about six hundred miles of travelling.
The Town of Norwell subscribed to the State Assessing System, but established little or no contact with the Department of Taxation. As a matter of fact, the Department, in answer to a letter offering their assistance, was informed by the existing Board of Assessors that they had no present need of their services. Under these circumstances, and with no experience of our own to work with, the Town Government Study Committee was compelled to obtain information from more co- operative boards in other towns.
The objective of the State Assessing System, as quoted from their manual, is: "Chapter 649 of the Acts of 1955 imposes the duty on the Department of Corporations and Taxations of establishing a uni- form system for the assessment of property on the local level." The Act provides that the system shall be such as will be most effective in providing adequate maps for assessment purposes, in maintaining detailed and accurate records of each parcel of property assessed, and generally in producing uniform and equitable valuations and assess- ments throughout the Commonwealth in accordance with law.
The function of the Department of Taxation, in relation to the State System, as quoted from their manual, is: "However, the De- partment wishes to emphasize to all municipal officials and to the citizens of the Commonwealth generally that its role with respect to Chapter 649 is to assist, not insist. The installation of the system is an entirely local problem and must be requested by appropriate action of an annual town meeting in the case of a town, or of the City Coun- cil and Mayor, in the case of a city. "
The policy of the Department of Taxation, in relation to the prob- lem of assessing, as quoted from their manual, is: "The Assessors' most important concern is that all property subject to taxation shall béar its fair share of the tax burden."

As the tax burden, by law, is related to value, the determination of value is the fundamental consideration. This consideration is not primarily a matter of percentages of some selected value; it is a study of what is value. The importance of the percentage concept has been greatly exaggerated, for if applied uniformly it is without meaning or effect. The important and essential determination is what is "value" in matters of property taxation.
The Department of Taxation considers three methods of value ap- praisal. These methods of approach to value are comparison, capitali- zation and reproduction cost, less accrued depreciation.
The following is their opinion of the first method - the comparative approach, another name for the estimated or possible selling price :
"In the comparative approach, also called the market data ap- proach, sales and other market data of comparable or nearly com- parable properties are used in determing the value of an individual property. This method of appraisal does not readily lend itself to the mass appraisal system vitally necessary for assessment equality in Massachusetts cities and towns. The shortcomings of such a system are too few sales and invalid sales data, also, a similarity of parcels of real property is an individual opinion, inasmuch as no two par- cels of real estate can have exactly the same size, shape, location and condition. "
The Town Government Study Committee approves this criticism of a value established solely by a possible selling price. We consider it to be responsible for more assessment inequalities, and for these reasons :
1. It is too dependent on ever-changing market conditions.
2. It uses a value agreeable to a selective purchase, but ignores the opinions of many more potential buyers who refuse to pay a pos- sible price. The opinions of the many prospects who will not buy at the quoted price, if anything, is a better estimation of the value, than the opinion of the buyer influenced by his own specific tastes and re- quirements.
3. It is a limited interpretation of "fair cash value" as there can be a wide spread between the selling price and the "cash value." The real cash value to the seller is what remains from the price after the deductions of all unavoidable expenses incidental to the sale, such as selling commission, legal fees, possible capital gains tax, moving expense, possible storage costs and the replacement of those unmov- able furnishing which influence the selling price. Tax share inequities are unavoidable in the comparative selling price method, as these fac- tors are not equal proportions of all sales prices.
