DUTIES OF TOWN CLERKS
At the convention of the Massachusetts Town Clerk's Asso- ciation in June of this year, the duties and responsibilities of the Town Clerks were discussed. This brought to mind the fact that perhaps the Townspeople of Norwell are not fully cognizant of the many and varied functions of their Town Clerk's office.
As a matter of information, they are listed below:
1. Makes and keeps records of Annual and Special Town Meetings.
2. Furnishes certified records of above to Accountant and As- sessors.
3. PRIMARIES AND ELECTIONS:
a. Care of nomination papers.
b. Having papers certified by Registrars.
c. Preparing ballots for Town Elections.
d. Preparing ballots for Absentee Voting.
e. Handling details of issuing and recording Absentee Ballots.
f. Preparing record sheets for ballot counting.
g. Having jurisdiction of Polls and Tellers.
h. Report of results to State and County.
i. Preserving ballots and records of votes for legal span of time.
4. REGISTRATION OF VOTERS:
a. A member of the Board of Registrars.
b. Keeps Board records.
c. Registers voters whenever office is open, except during the closed periods before elections.
5. Prepares voting lists.
a. Notifies people who have moved from town that they must prove residence or their names must be removed from the voting lists six months after notification. Information of removal from town furnished by Registrars when the January 1st listing of residents is taken.

6. Keeps street listing records and prepares listing for printing.
7. Makes up list of dogs in town and follows up on licenses for same, before turning over list of delinquents to the Dog Officer.
8. Keeps Board of Registrars informed of changes in Election Laws and the dates of Primaries and Elections, when infor- mation is sent from State House.
9. VITAL STATISTICS
a. Records kept of all marriages, births and deaths.
b. Certified copies of these records, furnished upon request.
c. Copies of records sent to State House and other cities and towns.
d. Assist public in searching records for geniological pur- poses, as time allows.
10. CERTIFICATES:
a. The Town Clerk is the Certifying Officer of the Town to furnish certified records to the State and sometimes to County .
11. RECORDS
a. All business certificates
b. Notices of public meetings of all departments.
c. Board of appeal hearings filed.
d. Subdivision applications (several kinds).
e. Chattel Mortgages and discharges
12. LICENSES
a. Marriages
b. Several kinds of dog licenses.
c. Several kinds of fishing, hunting and trapping licenses.
13. RECORDING POLE LOCATIONS.

QUALIFICATIONS
Any person who has lived in the Commonwealth one year, and in the Town six months, may register to vote, if a citizen.
Some evidence must be shown proving six months residence, such as a receipted gas, electric light, or other bill.
If a naturalized citizen, naturalization papers must be pre- sented at time of registration.
TIME TO REGISTER
Beside dates set for registration, any qualified resident may register with the Town Clerk any weekday during the year, except Saturday, and those days during which registrations are closed by law.

REPORT OF THE BOARD OF PUBLIC WELFARE
Board of Selectmen
Gentlemen:
Early in January, John Lindsay, who had served on the Board for three years, announced that he would not be a candidate for re-election. Mrs. Ruth Hersey was elected in March and the Board organized with Ralph H. Coleman as chairman and clerk, Ruth Hersey and Minna Senger, members.
Mrs. Helen E. Norris, Director, retired on August 20, 1963. She had served the town since 1940; starting as the first clerk for the Selectmen, Assessors, and Board of Public Welfare. As the requirements for welfare increased, she was appointed full time Welfare Agent under Civil Service. She has served the town faithfully, and we wish her much pleasure in her retire- ment. Mrs. Pearl Gilmore, who had been with the welfare de- partment for nearly five years, was temporarilly appointed to fill the vacancy. On October 14, 1963 she received her perm- anent appointment under Civil Service and is now in charge.
In 1962 there was an increase in hospital and nursing home rates. This continued in 1963 and we are faced with sizable in- creases in 1964. In the past year General Relief has held in line with that of the last few years, quite low. The number of Old Age Assistance cases remains about the same as last year. Aid to Families with Dependent Children has increased 100% and this increase will probably continue through 1964. We had been two years without any cases on Disability Assistance but now have a few cases in this category which will probably continue through 1964. Medical Assistance for the Aged cases increased in num- ber this year and will continue to do so. This is now the most expensive category, and with increased hospital rates, we anti- cipate a substantial increase this coming year.

Federal and state reimbursements are received at regular intervals, and increased aid is proportionately shared by the State and Federal government so that the actual cost to the town is quite low.

REPORT OF THE WASHINGTON STREET CEMETERY COMMITTEE
The Washington Street Cemetery Committee reports that the maintenance of the cemetery has been improving year after year. It is our hope that this will continue.
This year we have added new equipment and expect that with this and the continued cooperation of the Park Service, we will be able to have a cemetery, which the town may consider a fitting memorial to its departed neighbors and friends.
There have been indications of trespassing and vandalism, and we urge parents to curb these immediately, as there is a severe fine for both.
The majority of the lots now have a fund for permanent care anda similar fund is required when a new lot is purchased. Any member of the cemetery committee is willing to explain this re- quirement, which is essential to the continuing care of our ceme- tery.
This report provides the committee with the opportunity to thank a former member, Mr. George Bennett, for his years of service.

REPORT OF THE NORWELL VISITING NURSE ASSOCIATION, INC.
Board of Selectmen
Norwell, Massachusetts
Gentlemen:
The program from January 1, to December 31, 1963 has been as follows:
1. Home Nursing Care.
2. Well Child Clinics.
3. Sick room equipment - hospital beds, wheel chairs, wal- kers, commodes, crutches, canes, male urinals, bed pans, rubber rings, etc., made available to all of the townspeople without charge.
4. An automobile for nursing service and for use by the school nurse.
5. Maintenance of Health Clinics.
6. Charity
7. Annual Nursing Scholarships in 1963 were given to Paula Scott at the Deaconess Hospital, Joyce Brown at the Mass- achusetts General Hospital, Marcia Fullerton at the Brock- ton Hospital, and Margaret Mc Guire at the Brockton Hos- pital.
The Home Nursing Care is staffed by Miss Catherine Roe, Mrs. Ruth Lantrey and a new member, Mrs. Carol J. Makin.
The Well Child Clinic meets on the fourth Tuesday of each month at 1:00 P. M. Appointments are necessary. For appoint- ments and information call Mrs. Harold King, 659-2804.
Dr. Alice Butler, Pediatrician, is assisted by Mrs. Harold King, chairman, Mrs. Francis Dyer, R. N., and Mrs. Carol J. Makin, R.N., who has special training in Pediatrics. Mrs.

James Robertson is chairman of transportation. Miss Roeassists at all clinics.
The attendance and interest in the clinic has greatly increased this past year. There is a waiting list for appointments.
Our sick-room equipment is more or less in great demand - especially crutches.
A new automobile will be purchased this year.
The Annual Membership Drive, with Mrs. Theodore Dyer, as chairman, and Mrs. Harry Chase, as treasurer, was about average. The amount received each year is around six hundred dollars.
One new wheel-chair was purchased from the Memorial Fund in memory of Mrs. H. Day Atwater, who was president for many years, and founder of our famous rummage sales.
At the time Mrs. Atwater was president, Mrs. William Hen- derson had the Visiting Nurse telephone in her house, and up to the time of her death this past year.
At present our telephone number is answered through the Communications Center.
Mrs. S. T. Bittenbender was our beloved secretary for many years. When she passed away this past year, a Memorial Fund was started in her name. This has grown to a sizable fund.
Mrs. W. Clarke Atwater has acted as secretary pro-tem until the Annual Meeting in March, when she will be voted as our secretary.
A new Board member, also to be voted at the March meeting, will be Mrs. Dennis Mederos.

Mrs. Earle Allen, besides her many duties as treasurer, helped at the Well Child Clinic.
Mrs. Pierce Fuller heads all health clinics.
Mrs. Richard Gaudette is charge of publicity.
The officers and board members wish to thank all the people who so generously contribute to our rummage sales and to the annual membership. The amount of rummage delivered to the "Old Shop" at Sparrell's ahead of these dates is a great help.
The Annual Meeting and Tea will be held on March 4th at 2:00 P. M. at the Parish House. Miss Jane Tenney, R. N., will be the speaker. Her subject - American and English Nursing. Tea co-chairman will be Mrs. Gentry Clark and Mrs. Richard Gaudette. All are invited.
The Treasurer's report which follows, shows the sources of income and expenditures.
Anyone in need of Nursing Care, call 659-2342 before 9:00 A. M. and before 1:00 P. M. For hospital equipment, call 659-2894.
