SELECTMEN'S REPORT
REPORT OF THE BOARD OF SELECTMEN
As a result of the Board of Selectmen's presentation to the Annual Town Meeting of March 6, 1961 of Article 24, a Town Government Study Committee was voted; as a result of the Committee's activities of research and studies, the town voted, at a Special Town Meeting held on September 24, 1962, to authorize the Board of Selectmen to employ an Office Manager in accordance with Article 3 "Motion made and seconded to instruct the Selectmen to appoint an Office Manager, in no sense charged with the responsibilities of an Executive Secretary, with formal training and general office supervisory experience with an overall staff appropriation to organize and supervise the general ad- ministration of the town. "
In accordance with the town's vote the Selectmen did appoint Mr. Harry L. Chase, Jr. as Town Office Manager to serve until December 31, 1963, in addition to his duties as appointed Town Accountant; which term expires March 31, 1964. A salary of $8,500.00 was set by the Selectmen to cover both the Office Manager's position and that of Town Accountant.
Last year saw the inception of the new Building Code and the ap- pointment of Charles E. White as Building Inspector, and William T. Stohn as Alternate Inspector, which action relieved the Board of Select- men of the administrative duties in connection with the issuance of Building Permits.
A volunteer committee composed of Frank Aicardi, John McCar- vell, Earl Merrifield and Richard Norton organized themselves to carry out the project of house-numbering on all of the Streets of Norwell.
The year 1963 was a particularly busy year, as far as Town Meetings and Elections were concerned, and of course the attendant expense of holding these Meetings and Elections was unusually high. There were four sessions of the Annual Town Meeting, a Special Town Meeting on May 21 ( this was a petitioned meeting ) with adjourned sessions held on May 22, and later on September 24. Following the completion of the May 21 Meeting on September 24, the Special Town Meeting of September 24 opened, at 10:00 P.M. In addition to the Town Meetings, the Annual Town Elections were held on Saturday, March 17; the State Primaries on September 18 and the State Elec- tions on November 6.
The problem of disposition of the United States Naval Ammuni- tion Depot land and facilities has been and is a matter of continuing

negotiation. The Norwell Board of Selectmen has supported the pro- posal of the State Department of Natural Resources to keep this en- tire area, which lies in four towns, in its natural condition and make it available for fish and game development with State support.
The reconstructed Union Bridge was reopened to traffic on June 25, 1962. The bridge became operable for river traffic on December 12, 1962. The Selectmen voted to restrict the approach to the Bridge to no parking and to limit the parking in the Town Landing area to Norwell residents only.
The town continues to face an unsolved problem in connection with town garage facilities, and the Highway Surveyor continues to operate with the handicap of having his material and equipment scat- tered in various locations.
Financial :
The Thirty-fourth accounting of the Florence M. Cushing Memorial Fund for the year ending August, 1962, was reported by the 'T'rustees under date of September 25, 1962. The Report showed the principal amount of $47,071.15. The income account for the year showed a balance in the amount of $5,426.60. The Trustees remitted to the town the amount of $2,940.00, which can be used to take care of unusual maintenance expenses for the Cushing Memorial Town Hall. The total amount available for the Selectmen to administer as of the First of January, 1963 is $8,546.41.
The Free Cash available to the town as of January 1, 1963 is $234,388.15 .
Town Hall and Town Hall Annex :
The Town Hall Annex continues to be an expensive maintenance item and there is still considerable repair work and painting to be done.
The replacement of draperies and stage curtain has been completed in the auditorium, and this item was paid for from the Florence M. Cushing Memorial Maintenance Fund.
Loring Wadsworth has resigned as part-time Custodian. No replacement has been appointed as of December 31, 1962.
The crowded condition still exists in the Town Hall, as it has existed for the past few years and the Permanent Building and Main- tenance Committee has this problem for study. They will probably make recommendations in the very near future.

SELECTMEN'S REPORT
Roads :
The Southeast Expressway route through Norwell is still under construction. The highway has progressed to the point that the bridge which goes over the Expressway on River Street is passable, with a temporary road surface on it. The access roads from Pine Street and Stetson Road have been made available. Pine Street has been cut and is now in two sections and will be permanently. Shortly, Stetson Road will be in the same condition.
The Chapter 90 Program is continuing, but has been delayed in 1962 due to the necessity for a new layout of the west end of Main Street from Assinippi to Norwell Center. It is expected that early in 1963 drainage will be installed at the Assinippi end of the con- struction and will be financed by the State, County and Town, on the usual basis of 50% by the State, 25% each by the County and Town.
The Board of Selectmen has continued to urge both the State and the County to authorize a Special Chapter 90 Project at the Town Lines of Hanover and Norwell where Tiffany Road meets East Street to construct a new box culvert at this very dangerous brook crossing.
The Board of Selectmen has continued its program of increasing the number of street lights in the town, in order to improve the dangerous, dark areas on the travelled ways in the town.
The town roads are still deteriorating faster than the town is financially, under its present appropriation, able to repair, even temporarily.

The Town Clerk's Report lists all of the appointments that have been made by the Board of Selectmen and we refer you to this Re- port.
General :
In accordance with the vote of the town on September 24, 1962, Article 2, as follows : "Motion made, seconded and voted to instruct the Selectmen to introduce the use of a multiple standardized petition form to initiate and process all complaints, inquiries and service requests directed to the various boards, committees and town officials and to establish the necessary procedures for prompt official actions and maintenance of records," the Board of Selectmen, through its Office Manager, Harry L. Chase, Jr., has instituted the system of written complaints, etc., coming into the Town Hall in connection with town business.

In accordance with the vote of the town on September 24, 1962, under Article 1, as follows: "It was moved, seconded and voted to instruct the Selectmen to send a general letter to every voter describ- ing the importance and duties of all appointed officials and including a form card to be returned by volunteers indicating their preference of service," the Selectmen, through the Office Manager, has issued a brochure outlining in brief the duties of all the appointed town offi- cials; and inviting the residents of the town to reply to the Board of Selectmen on a return postal card, indicating their preference to serve the town in some specific capacity.
The problem of installing water services across the streets has been resolved by the Highway Surveyor doing the trenching and backfilling with the new equipment which was purchased this year for the purpose of doing not only the highway work, but the excava- tion and backfilling of other departments, wherever possible. It is the hope of the Board of Selectmen that this will permanently resolve this problem so that the travelling public will not be subjected to the inconvenience of improperly trenched and backfilled water ser- vice under-the-road connections.
The approach to the Town Hall has been materially improved by the Highway Surveyor, who installed a bituminous paved walk- way from the Fire House to Central Street.
