burgh was president, for the trial of Lieutenant (Samuel) Boyd of the regiment of artillery commanded by Lieutenant Colonel (Sebas- tian) Bauman, whereby it appears that the said Lieutenant Boyd is found guilty of two of the charges exhibited against him and sentenced to be removed from his office, and the said sentence being approved by his Excellency the Governor-RESOLVED, that the said Lieutenant Boyd be and he is hereby removed from his said office of lieutenant in the said regiment and that John I. Sleght be and he is hereby appointed a lieutenant in the said regiment in his room.

NEW YORK COUNTY.


His Excellency the Governor having signified to the Council that he had thought proper to divide the four regiments of militia of the city and county of New York into five regiments-RESOLVED, that David Van Horne, Henry Rutgers, James Miles Hughes, James Christie be appointed lieutenant colonels, it being suggested that the above gentlemen are entitled as well on account of former offices as in the ordinary course of promotion to that rank, and that the said David Van Horne will soon retire from the city into a neigh- bouring county, and the said James Christie, notwithstanding his appointment as lieutenant colonel, consents to do the duty of bri- gade inspector so as to prevent an increase of appointments, whereby with the former appointments there will remain but one lieutenant colonel for each regiment.


RESOLVED, That Doctor John Rogers, junior, be and he is hereby appointed a surgeon to one of the regiments of militia in the city and county of New York and that Doctor William Pitt Smith be appointed surgeon to another of the said regiments.

John Van Dyke, major of one of the regiments in said brigade.

RICHMOND COUNTY.

Whereas, through mistake, John Houseman was appointed here- tofore ensign and Richard Conner, junior, lieutenant, and whereas the said Houseman should have been the lieutenant and the said Conner the ensign-RESOLVED, that the said John Houseman be and he is hereby appointed lieutenant and the said Richard Conner, junior, ensign in the said regiment, and that their commissions bear the same date with those issued through mistake as aforesaid.

The first of the great struggles between the Federalists-those who believed in the centralization of power-and the Republicans, or anti-Federalists-those who advocated a simple confederation of the States-occurred in 1789. In New York State Alexander Ham- ilton was generally regarded as the leader of the former and Gov- ernor George Clinton of the latter. To counteract the powerful influence exercised by Governor Clinton, the national administra- tion placed into the hands of Hamilton all its patronage. The pur- pose of this was twofold: to destroy Governor Clinton's useful- mess as a factor in politics and to lift the Federals into the control of the politics of the State. Up to this time Governor Clinton had encountered no opposition to speak of. The enmities he had naturally created, the jealousies aroused and the factions started had not crystallized into open opposition until the Governor's pro- hounced hostility to the Federal constitution gave to his political enemies the very opportunity they had long been looking for. His fourth term as Governor was to expire in July, 1789. It was a dif- ficult matter to find an available candidate to run against him. In spite of the popularity of the Federal administration and the far- reaching power of its patronage, it was conceded that a break must be made in Governor Clinton's own ranks if his defeat were to be encompassed. The Federalists admitted they could succeed only by making a coalition with certain anti-Federalists. Accord- ngly, on February II, 1789, the Federalists held a meeting in the city of New York and selected as their standard bearer Robert Yates of Albany, one of the judges of the Supreme Court, who had been appointed through Governor Clinton's friendship, who had been recognized as a leading anti-Federalist, who had withdrawn rom the Philadelphia National Convention, and who had, as delegate o the State convention that was called to ratify the Philadelphia
