John Jay, second governor of New York, was born in the city of New York December 12, 1745; educated at Kings afterward Columbia College; admitted to the bar 1768; member of the Provincial Convention; Committee of One Hundred; of the Council of Safety and of the Boundary Commission; delegate to the Con- tinental Congress and to the Provincial Congress; chief justice of the Supreme Court of New York 1777-1779; regent 1787; delegate to the convention of 1788 to ratify the Federal constitution; vice chancellor 1787-1790; chief justice of the Supreme Court of the United States 1789-1801 ; minister to England 1794-1796; governor of New York 1796-1801; chancellor of the university 1796-1801; retired from public life in May, 1801, to his home in Bedford, West- chester county, where he died May 17, 1829, in the eighty-fourth year of his age.

NEW YORK COUNTY.


Lieutenant Colonel John Van Dyck of the fifth regiment of the city and county of New York having (irregularly) resigned, his resignation is accepted.


Whereas on the IIth of April last Solomon Saltus, junior, was by mistake appointed an ensign in the fifth regiment of militia in the city and county of New York, whereof John Van Dyck was lieu- tenant colonel commandant, Francis Saltus, junior, having been the person intended; THEREFORE, Resolved, that the said Francis Saltus, junior, be and he is hereby appointed an ensign in the said fifth regi- ment instead of Solomon Saltus, and that a commission issue to him accordingly.


The legislature which had convened in the city of New York November 1, 1796, for the purpose of choosing presidential electors, adjourned on the IIth, to meet in Albany January 3, 1797. Gulian Verplanck was elected Speaker of the Assembly. The new Council of Appointment was selected early in the month: Andrew Onder- donk of Queens, Ambrose Spencer of Columbia, Leonard Ganse- voort of Albany, and Thomas Morris of Ontario-all Federalists.


The legislature this session passed two important measures-one to establish the capital of the State at Albany, the other creating the office of State Comptroller, abolishing the officer of Auditor, which had in 1782 supplanted the office of Auditor-general, established by the Provincial Convention in 1776.


ALBANY COUNTY.


WHEREAS on the seventh day of December, 1795, Benjamin Brock- way was appointed thro' mistake adjutant of the regiment of militia in the county of Albany, whercof Anthony Abeel is lieutenant colonel commandant-Beman Brockway, being the person intended

The Council proceeded to take into further consideration the remonstrance and complaint of sundry officers in the regiment com- manded by Lieutenant Colonel (Thomas) Palmer in the county of Rensselaer against the said lieutenant colonel, and thereupon ' Resolved, that his Excellency the Commander-in-chief be requested to countermand the order by which (at the desire of the Council in April last) the said lieutenant colonel was suspended from the com- mand of the said regiment.

Resolved, that the resignation (irregularly made) of Thomas Palmer, lieutenant colonel commandant of a regiment of militia in the county of Rensselaer be referred to the major general (Robert Van Rensselaer) of the (eastern) division (to which he belongs) for his opinion thereon.


WASHINGTON COUNTY. :


WHEREAS it appears to the Council, as well from the representa- tion of Lieutenant Colonel Garret Lansing of the county of Wash- 1 ington, as from that of the adjutant general who was present, that David Becker, an ensign and also appointed a lieutenant in Captain Nathaniel Gage's company of light infantry under the command of Lieutenant Colonel Lansing, being ordered by the said lieutenant colonel at the last parade of Lieutenant Colonel Lansing's regiment, to dismiss certain of the privates of the said company, who were not equipped according to law, to the battalion companies, did not only refuse to obey the said order, but did in contempt of the same march the men in a body to an adjoining tavern.

And whereas, it appears from the representation of Lieutenant Colonel Lansing that he did by a written order direct the before mentioned Nathaniel Gage to parade his company on Monday, the sixth day of August, 1795. And whereas, it appears from a letter from the said Nathaniel Gage to the said lieutenant colonel that he had received the said order, and in the said letter declares his refusal to obey it; and it appearing further from the evidence of the said lieutenant colonel that the said Nathaniel Gage did not parade his company on the said sixth of August,


RESOLVED, that the said captain be and is hereby cashiered and his commission revoked.

WHEREAS on the 22d day of March last Abraham Hasbrouck was by mistake appointed first lieutenant of Captain John Mils- paugh's troop of horse in the brigade of militia in the said county of Ulster, whereof John Cantine was then brigadier general, instead of Abraham J. Hasbrouck, who was intended to be appointed- therefore, RESOLVED, that the said Abraham J. Hasbrouck, be and : he is hereby appointed first lieutenant of said troop and that he take rank from the said 22d day of March last.


In the regiment lately commanded by Lieutenant Colonel (Joseph) Hasbrouck :


Jacobus Bruyn, quartermaster of the regiment, having (irregu- larly) resigned, his resignation is accepted.
