Ordered, That all the Arms of the County of Lancaster belong- ing to the State be immediately delivered into the Hands of Col. Bartram Galbraith, Lieutenant of the same County, for the purpose of Arming the Militia of that County, which are now called into Service.
His Excell'y the President laid before the Council three Strings of Wampum, which had been delivered to him some time before by Thomas Green, a Nominal Indian of the Nation, requesting that a Plag of the United States might be delivered to him, to take to the Chiefs of his Nation, to be used by them for their security & protection, when they may have occasion to visit us, their Breth- ren, And that His Excell'y had referred him to Congress for an Answer to his request.

Robert Levers, Robert Traill and Peter Trexler, Esq'r, or any one of them, were appointed to Qualify the Justices of the County of Northampton, and ordered to be Commissioned for that purpose accordingly.
The following Resolve of Congress was sent up to the Council, Viz. :
" In Congress, June 3d, 1777.
" Resolved, That the Board of War be directed To furnish the Supreme Executive Council of the State of Pennsylvania with such Arms as may be necessary for the use of such of their Militinas are

now called into Service, and which cannot otherwise be supplied, the said State to be accountable. And, That it be strongly recom- mended to the said Council to make use of the most effectual means, that the Arms so furnished may be returned to the Commissary General of Military Stores, or to one of his Deputies. An order was drawn on the Continental Board of War, for One hundred and fifty Stand of Arms, to be delivered to Colo. William Coats, Lieutenant of the County of Philadelphia, agreeable to the foregoing Resolve of Congress.
The Hon'ble House of General Assembly sent to the Council, by their Clerk, the following order, To Wit :
" Gentlemen :
" By virtue of a Resolve of the General Assembly of the Com- monwealth of Pennsylvania made this day, I hereby order you to Pay to David Rittenhouse, Esq'r, Treasurer of this State, the Sum of Twenty Thousand Pounds, which will be replaced in your hands by the mode prescribed by the said Resolve.

Colo. Proctor is requested to deliver the said order to Mr. Rit- tenhouse, and inform him that the Council desire he will apply to the said Trustees for the said Money as soon as possible; as the Council will have occasion to draw upon him for several Sums of Money immediately.

An order was drawn on the Treasurer in favor of Colo. William Coates for the Sum of Four Hundred Pounds, to pay the Militia, &oa, of the County of Philadelphia, for which he is to Account.
The following orders were also drawn on the Treasurer of the State, Viz : In favor of Michael Boyer, for riding express, the Sum of Eight Pounds Fifteen Shillings ; In favor of Frederick Weer, for riding Express, the Sum of Five Pounds ; in favor of George Friend, for riding Express, the Sum of Ten Pounds; In favor of John Bird, for riding Express, the Sum of Twelve Pounds Ten Shillings ; In favor of Robert Irwin, for Wood, part of which was used by the Assembly, the Sum of Twenty Pounds ; In favor of James Smither, for State Seal, lesser Seal of the State, and engra- ving the same, the Sum of Eight Pounds ; In favor of Adam Beek, for riding Express, the Sum of Seven Pounds Ten Shillings ; In favor of George Gentner, for Riding Express, the Sum of Twelve Pounds Five Shillings.
An order was also drawn on the Treasurer in favor of Bartram Galbraith, Esq'r, Lieutenant of the County of Lancaster, for the Sum of Two Thousand Pounds, to be applied in raising the Militia of that County, and purchasing of Blankets, &ca, for which he is to Account.
On Motion, agreed unanimously, that Brigad'r Gen'l John Arm- strong be appointed a Major General, and Commissioned accord- ingly.

The Petition of Walter Hall, Esq'r, was laid before the Council, Wherein he complains that a certain John Lynch, who is indebted to him to the Amount of upwards of Five Hundred Pounds, is about to depart this State without Paying the said Debt, or giving secu- rity for the same ; and as the courts of Justice are not yet open, he finds himself under the necessity of applying in this way to the Council, in hopes that some measures may be adopted to prevent the said Lynch from departing out of the State, without first giying seenrity for the Payment of this Debt, or otherwise satisfy him for the same.

Ordered, That this Petition be laid before the Hon'ble House of Assembly, and that it be recommended to their consideration the propriety and expediency of passing a Law to compel persons about to depart the State to pay their Just Debts, or otherwise to satisfy their Creditors, by giving security before a Justice of the Peace, or otherwise this Law to have force until the Prothonotary's Office in each County in the State Respectively, shall be opened, and the Laws in these respects made, have their force and effect.
Doctor Gardner & Mr MoClean, a Committee of the Hon'ble House of General Assembly, attended in Council, and informed the Board that the House having received from them some intimation of the propriety of turning over the State Battalion, and the Bat- talion of Artillery, had taken that subject into their consideration, and were disposed to attend to any plan for this purpose which the Council shall lay before them.
The Council took into their Consideration the returns made by several of the Districts of the County of Philadelphia ; and there- upon,
Ordered, That a General Commission of the Peace, &os, be made out, and that the Names of the following Gentlemen be in- serted therein, vizt : Samuel Ashmead, George Bryan, James Young, John Moore, John Ord, Jonathan Paschall, Joseph Redman, Sen'r., Peter Evans, George Henry, Plunket Fleeson, Isaac Howell, Benj'n Paschall, Seth Qee, Andrew Knox, John Knowles, David Todd, Philip Boehm, Zebulon Potts, and John Richards.
The State taking into consideration the State of the Provincial Land Force, and the following Letter to the Hon'ble House of As- sembly being read, was Agreed to, signed by the President, and sent to the Speaker of the House, Vizt :
" In Council.
" PHILAD'A, June 6th, 1777.
"The House taking into consideration the very great expence this State has been at, and which is likely to continue, altho' the utmost economy should be used whilst we are obliged to oppose the Tyranny of Great Britain, think it our Duty to represent to Your Hon'ble House, that as the Troops in the Pay of this State have been, and no doubt will continue to be of General Advantage to the United States, and as the Hon'ble Congress has allotted Twelve Regiments to be raised by Pennsylvania, and has called for a return of the Regiments, in order to know how far we are deficient in the number required of us, it is our opinion it will be prudent to put into the Continental Service and Pay, the Battalion now called the State Battalion, which has been raised chiefly out of the remains of the Battalion lately under the Command of Colo. Miles and Colo. Atlee, the Regiments of Artillery under the Command of Colo. Proctor, and a Company under the Command of Capt. Pugh, raised

for guarding the Powder Mills. The Council of Safety, we. ander- stand, were induced to raise these troops in order to provide for the unfortunate Officers who were released from the Enemy, and that the said Council might have some Forces under their Command .for the defence of the State, until General Washington should be able effectually to oppose the Enemy, which time we hope, with the As- sistance of Providence, is now come. The expence that will attend the support of the Fleet fitted out for the defence of the River, should we be obliged to pay it, that of sinking the Chevaux de Frize, and the incidental expences of the State, will be very heavy. We therefore recommend to the . Hon'ble House to instruct the Dele- gates of this State to settle this matter in Congress, in such a way as your Hon'ble House may judge most likely to answer a good purpose.

Ordered, That the Secretary be directed to write to Thomas Taylor, Esq'r, Register and Recorder of the County of Chester, to enquire Whether he has received the Papers and Records belonging to those Offices, and to inform him that if be has not, the Council expects he will use the means pointed out by the Law passed for such purposes, if they be necessary, to gain possession of them, as it is of great importance to the Public that they be under the direc- tion of the proper Officers.

Mrs. Stockton, wife of Major Stockton, applied for leave to at- tend her Husband, who is confined in Goal, and indisposed, and leave was given her so to do.
Daniel Clymer, Esq'r, attended the Council, and laid before them some reasons tending to prove that Joseph Richardson, now confined in Lancaster Goal on a charge of counterfeiting, &ca, ought to be admitted to Buil, which he is ready to give. The Council agreed to take the matter into their consideration, and inform Mr. Clymer of their determination.

Benjamin Fell, Coroner elect for the County of Bucks, appeared in Council, and was Qualified according to the direction of the Con- stitution, and ordered to be Commissioned accordingly.

An order was drawn on the Treasurer of the State, in favor of Colo. Kirkbride, for the Sum of One Thousand and Five Hundred Pounds, for the aforesaid purpose.
An order was also drawn on the Continental Board of War, for Fifty Stand of Arms, to be delivered to Colonel Joseph Kirk- brī de.
Captain Blewer and Paul Coxe, from the Board of War of this Sta te, applied in the name of the said Board for a Sum of Money for the Payment of the Navy ; whereupon,
An order was drawn on the Treasurer of the State in favor of the Chairman of the Navy Board, to be accounted for by that Board to John Maxwell Nesbitt, Esq'r.
Ir. James McLean and Dr. Gardner, a Committee of General Assembly, attended in Council and laid before them the following Minutes of General Assembly, Viz :
"In General Assembly, Monday June 9th, 1777.
"On motion,
" Resolved, That Mr. Parker and Mr. McClean be a Committee to mit on His Excell'y the President and Executive Council; that this House is in hopes to get through the business now before them by the end of this Week ; That before the House adjourns, they are desirous of confering with them upon the State of Public Af- faire of this Commonwealth, and if the Council concurs with the House in their opinion of the expediency of such a conference, de-

sire they would fiz a proper time for it, and give notice thereof to the House."
The said Committee of Assembly also laid before the Council , plan of removing the Citizens with their effects out of the City, and requested the opinion and advice of Council ; thereupon,
Ordered, That Colo. Henry be requested to attend the Board this Afternoon, Three O'clock, to inform the Council of the State of the Militia of the City.
The Clerk of the General Assembly laid before the Council the Minutes of the House of the Oth instant, and of this day, by which it appears that Will'm Henry is appointed Lieutenant of the City of Philadelphia, and Ephraim Bonham and William Simple are ap- pointed Sub Lieutenants of the said City.
Ordered, That they be Commissioned accordingly, their Commissions to bear date on the day of their respective ap- pointments.
Ordered, That a dedimus be made out, authorizing and em- powering James Young and Seth Quee, Esq'r, to administer to such Officers as have been or may be Commissioned by this Coun- cil, the Oaths of Affirmation required by the Constitution of this Commonwealth to Qualify them to perform their Offices respec- tively.
Application being made by the Board of War of this State for a Sum of Money put into the hands of their Commissary, and for other purposes, An order was drawn on the Treasurers of the State in favor of the Chairman of the said Board of War, for the Sum of Two Thousand Pounds.
Colo. Morgan, Lieutenant of the County of Berks, attended the Council, and requested to be furnished with One hundred and Fifty Stand of Arms ; thereupon,

The Council having taken into consideration the returns of Jus- tices from the several Districts of the County of Northumberland, Agreed, That the following Gentlemen be Commissioned as Justi- ces in the said County, Viz : Samuel Hunter, Thomas Hewitt, Robert Crawford, John Weitzel, Robert Martin, Michael Troy, John Livingston, Samuel Allen, John Aurand, William Shaw.
Ordered, That Samuel Hunter and Tho's Hewitt be Commis- sioned to administer to the Justices of the County of Northum- berland, the Oaths or affirmations required to be taken by them by the Constitution of this Commonwealth.

The Speaker of the Hon'ble House of General Assembly having informed His Excell'y the President, that the House desired a Con- ference with the Council, And his Excellency now laying the same before the Board, Agreed, That the Council will meet the House in safesdoce this Afternoon at 3 O'Clock.
Benja. Brannon, Esq'r, Sub-Lieutenant of the County of Ches- tor, informing the Council that there were several Companies of Artillery Men formed in that County, and requested that they may be furnished with a Piece of Artillery proper for exercising the

Ordered, That Colo. Sam'l Mifilin be requested to deliver to Colo. Brannon a proper Piece of Artillery for exercising a Company, and Twelve Pounds of Powder.
On motion, Agreed, That James Young, John Ord, Plunket Flee- son, Isaac Howell, and Philip Boehm, be appointed Judges of the City Court, and Commissioned Accordingly.
On Motion, Agreed, That John Haley, Esq'r, be appointed Clerk of the said Court and Commissioned Accordingly.
The Council being informed of a Dissatisfaction among some of the People, at the present frame of Government, Agreed that the following representation be made to the General Assembly, to wit :
" To the Hon'ble the Representatives of the Freemen of the Common- wealth of Pennsylvania in General Assembly met :
" The Supreme Executive Council of the said Commonwealth Leg leave to represent :
"That they are sorry to find the present Constitution of this State so dissatisfactory to any of the well affected Inhabit ints thereof, and would gladly concur in any suitable and safe measure for the removal of this uneasiness; That they are of opinion this might be greatly attained by taking the sence of the Majority of the Elec- tors throughout the Counties on the important Question, whether a Convention be holden at some proper time to reconsider the frame of Government formed by the late Convention ? That to fix the exact mode of obtaining the mind of the Majority on this subject, most properly belongs to their Representatives,. That the Council hope that if some suitable mode of advising & getting the People at large to declare themselves, and if this were advised and pub- lished at this time, great ease and relief would be thereby given to some persons who are dissatisfied as aforesaid ; and that unanimity in the common cause, so necessary at this time, will be promoted. " By Order of Council.
