An account of Work done by Evans & Matlack at the Market House, was laid before the Council, in which the Journeymens' Wages is charged at three Dollars, & the Superintendants' at Six Dollars # day, which the Council are of opinion is not higher than other Workmen now charge.
The Council being informed that some of the Armed Vessels belonging to this State, had (last winter) taken .some Prizes, and Commodore Hazlewood now applying for the direction of Counoil, as to the distribution of the Money arising from the sale of the same ;
On consideration,
Ordered, That the Prize Money arizing from the Prizes hereto- fore taken by armed boats belonging to this State, be divided in the following manner, Viz : The Commodore to draw one twelfth part of the whole; Captains, (each) four Shares; First Lieutenants, Two and half Shares; Second Lieutenants, One & two-third Shares ; Masters, one & two-third Shares ; Mates, one & one-third Shares ; Gunners, one dz one-third Shares ; Clerks of the Ship and of the Battery, each one & one sixth Shares; Stewards of the same, one & one-sixth Shares ; Boatswains, one & one-third Shares; Carpenters, one & one-third Shares; Armourer, one & one-twelfth Shares ; Clerk & Steward, each one & one-third Shares; Privates, one Share ; Cook, one Share ; Drummers & Fifes, five-sixths of a Share, each ; Boys, one-half of a Share, each ; Chief Surgeon of the Fleet, (Ship excepted,) & Artillery and Director of the Hos- pital, four & one-sixth Shares ; Surgeon, four Shares; Surgeons' Mate, one & two-third Shares ; Other Petty Officers, if any, one & Two-twelfth Shares.
Council having observed in the Pennsylvania Packet a publica- tion signed by William Thompson, Esq'r, a Brig'r General of this State in the Continental Service, containing very high charges against Thomas Mckean, Esq'r, Chief Justice of this State, A Publication of the said Thomas M'Kean, wholly denying that there is any ground or foundation for such charges, either Public or Private, and having also perused the proceedings of Congress al- luded to in mid Publication, and duly considering that the interest

and Honor of the State are deeply affected by such charges, that if true and well grounded, such unworthy characters may be ro- moved from Offices of Honor and trust, or if ill-founded, that re- paration be made to the injured Honor and dignity of the State, Do order, that the Secretary request Gen'l Thompson's attendance in Council to-morrow Morning, at eleven O'Clock, to give the Board such information and satisfaction in the Premises, as the interests of the State in such cases require.

An order was drawn on the Treasurer in favor of John Thomp- son, or his order, for the Sum of Thirty-six Pounds Seven Shill- ings & Sixpence, for a Bill of Cooperage, on board the State Schooner Delaware.
A petition of Capt. George Honey, of the Town Guards, repre- senting that there is two Month's Pay due to them, Viz : August & September, 1777, & that upon application to the board of Treasury at Mr. Gibson's House, the accounts are delayed, & praying this Council to grant an order or requisition to the proper department, that the said accounts may be speedily settled, & what is due there- on paid, was rend;
And on consideration,
Ordered, That in consideration of the poverty & necessity of the Petitioners, this Council do request of the board of Treasury to give an early attention to the claims of the Company of Town Guards.
A Letter from John & Alex'r Wilcocks, relating to a quantity of Salt claimed by the State, was read.
The report of a Joint Committee of Congress & of this Board, concerning divers quantities of Salt left in this City by the Enemy, was read ;
And on consideration,
Ordered, That a Warrant under the less Seal of the State be issued, Commanding the Sheriff of the City & County of Philadel- phia to Seize a quantity of Salt abandoned by the Enemy, & now lying in a Store the South side of Chestnut Street, & to make re- port thereof to this Council forthwith.
Ordered, That a Copy of the report of the said joint Commit- tee of Congress, & of this Council, relating to the Salt now in the Stores belonging to Joseph Pritchard, on the South side of Ches- nut Street Wharf, be laid before the State Attorney, for his opinion; And that he be authorized, if he shall think it necessary, to consult such able Council as he may think proper, and report to this Council as soon as may be.

The President laid before the Board a Letter from the Hon'ble the President of Congress, inclosing sundry resolutions of Con- gress.
" First-To enact Laws for detecting persons employed in making Counterfeit Money, or passing it knowingly, dated 1 Jan'ry, 1779.
" Secondly-In calling in 15 Millions of Dollars the ensuing Year, & 6 Millions annually for 18 Years to come.
"Thirdly-In calling in the Emissions of May 11, 20, 1777, and April 11, 1778, both dated Jan'ry 2, 1779.

Ordered, That the fine & imprisonment of John Smallwood, now confined in the Goal of the City of Philadelphia, be remitted, in consideration of his great indisposition of body.

Ordered, That the Secretary give notice in the Papers that the House & bridge at the Middle Ferry is to be Rented, and the Sec- rotary will receive proposals from any person disposed to Rent the same.
An order was drawn on the Treasurer in favor of John Parker, Bricklayer, for the Sum of One hundred & fifty Pounds, to be charged to his account.

And the Council conferred with the said Gentlemen on the situa- tion of the State Treasury, & the probable effects which the Re- solves of Congress for calling in the Bills of credit emitted by them of 11th of April & of the 20th May, will produce thereon.
Capt. Joseph Dean, William Pringle, Mr. Purviance, & others, attended the Council, do represented, That a considerable number of sailors had assembled together under pretence of raising their Wages, & had committed several unwarrantable acts of a danger- ous tendency, unrigging Vessels, & taking away by force the Workmen employed on board them.

The Council thereupon recommended, by Letter to Plunkett Fleeson & Benja. Paschall, Esq'rs, & others, the Justices, to exert themselves in suppressing the said Riot, & bringing the offenders to Justice ; And there appearing an order of the Board of War to Gen'l Arnold, to give such Military assistance as this Council shall apply for,
Ordered, That Maj. Gen'l Arnold be requested to give such aid to the Justices of the Peace of this city as they shall apply for, to suppress a Riot among the sailors.
James Claypoole, Esq'r, made returns of an Election chusing a Representative for the City of Philadelphia, to serve in General Assembly, held on the 5th instant, and the same was read ; whereby it appears that Will'm Hollingshead was duly elected a Represen- tative in General Assembly for the said City. .

The application of Capt. Will'm Mackey, of the - Pennsyl- vania Regiment, who was wounded at the Battle of Brandywine, taken Prisoner & now on Parole, praying for a suit of Cloaths, wts read ; & thereupon,
Ordered, That Capt. Will'm Mackey be furnished by Jacob 8. Howell, State Cloathier, with a suit of Cloaths & two Shirts.

Mrs. Parrock, Wife of John Parrock, late of the City of Phila- delphia, attended in Council in consequence of the order of yester- day. (she was attended by Mr. John Drinker & his Wife.) Mrs. Parrock being informed that the Council had received intelligence of her having been lately in the City of New York, She replied that she had really not been there, nor out of this State ; And upon being informed of the complaint of George Becktel against her, ro- specting her demand of Rent, & that the Council conceived the Rent was not payable to her, it being forfeited to the State by ber Husband; To which she replied, That the Estate was her own, be- ing conveyed in trust by her Father to her use, & that she was ready to shew ber Title; & thereupon,
Ordered, That it be recommended to Jonathan D. Sergeant, Esq'r, Attorney General, to inspect the Title of Mrs. Mary Par- rock to a House & Lot of ground in Spring Garden, in the possess- ion of George Becktel, which she claims to hold independent of her Husband, John Parrock, & of such other Estate as she may claim to hold in her own right, if she shall lay the same before him, & report to this Council his opinion thereon.

Ordered, That Frederick Hagner, Esq'r, be appointed to go to Northampton & receive from John Tyler all the public property in his hands, & transmit such of them as may properly be moved, to Capt. Joseph Stiles, Commissary of Military Stores in this City, And to sell such buildings and other property in that Town which may belong to the State.
Ordered, That Mr. George Henry deliver to Captain Joseph Stiles, Commissary of Military Stores, or his order, such Stores now in his hands as he may have occasion for from time to time.
The Petition of Robert Shewell, praying in effect that the Coun- cil order Mr. Isaac Wikoff to pay him for certain effects detained by him from the Petitioner, was read & dismissed, The Council having no power over Mr. Wikoff, & not being disposed to relin- quish the claim of the State, without further consideration.

A Letter from Thomas Adams, Francis Lightfoot, and Meri- wether Smith, Esq'rs, Delegates of the State of Virginia in Con- gress, inclosing the Resolves of the House of Delegates of the State of Virginia on the 9th of December, 1778, respecting the line between the two States, was read.
A Letter from Dan'l Roberdeau, Esq'r, inclosing a Resolve of Congress, in the following words, Vizt :
" In Congress, Jan'ry 16, 1779.
" The Delegates of Pennsylvania laid before the Congress a Let- ter of 14th, from the President of that State in Council, instruct- ing them to apply to Congress for an advance of Sixty Thousand Pounds, for the use of that State; whereupon, on motion,

MINUTES OF THE
Ordered, That the Sum of One hundred & Sixty Thousand Dol- lars, ordered by Congress on 16th instant to be advanced to this State of Pennsylvania, be paid to David Rittenhouse, Faq'r, Trees- urer of the State.
In Council.
MONDAY EVENING, Jan'ry 18, 1779.
Ordered, That Mr. George Henry apply to the Attorney General, &e state the proccedings respecting the Salt lately seized by order of the Council in Jos. Pritchard's Store, and take his direction fur- ther on the matter ; That Mr. Henry also employ an assistant Council, to be recommended by the Attorney General, & advance from the Money in his hands the necessary Fee; & that the Attor- ney General be desired to get the Replevin issued at the suit of Mr. Wilcox, quashed at the next Court, if, upon consideration, he & the assistant Council shall judge it consistant with the rules of Law; & that in the mean time Mr. Henry be directed to see that the seizure extend to all the Salt left in the City by Backham & Ash- ton, British Merchants ; But if it shall be found that the said salt is in the Possession of the Commissioners of the United States, he is directed to permit them to return it, upon their en- gagement to account to the State for the value, if the property of the Salt shall be finally determined to be in this State ; And that Mr. Henry be furnished with a Copy of this order.
