Bull exhibited an account of Work done by him at Billings- port & Red Bank, Amounting to Four hundred & Sixty Seven Pounds; Three Pounds & of money received by him at several times, amounting to Two hundred & One Pounds Ten Shillings & five Pence, & it appears that a balance of Two hundred & Sixty fim Pounds Twelve Shillings & Beven Pence, is due to him thereon,

The Council taking into consideration the situation of our Mili - tia now in the Field, & the probability of what number may be called into the Field, were of opinion that an Adjutant General will not be necessary ; & therefore,


Ordered, That Colo. Bull be informed, in the most respectful terms, that the Council are of opinion that his Services as Adju- tant General will not be any longer necessary ; & lest he should consider it as intended as a dismission of him from the service in consequence of some disapprobation of his conduct, that he be in- formed that it is not intended to appoint another Person in his room.

SUPREME EXECUTIVE COUNCIL.


Capt. John Dav'd Wolper, of the German Battalion in Conti- nental Service, laid before the Council an Account of Four Pounds & Ten Shillings, paid by him for taking up four deserters, agreeable to the direction of an Act of General Assembly of this State, pas- sed Feb'ry 20, 1777 ; On consideration,


'The Council ordered the same to be paid by the State Treasurer, &.informed Capt. Wolper that they have granted this order from a desire of avoiding the discouragement of the taking up of Deser- ters, rather than from the justice of the claim, as they apprehend fe ought to have reimbursed himself out of the pay of the Soldiers 80 taken up.


Rob't Levers, Esq'r, of the County of Northampton, having had orders to send forward a quantity of Indigo to Boston to be sold there, & the Money laid out in Clothing for the Troops, & he now representing that it will be necessary to send a number of Wag- gons to bring the said Clothing back, more than will be necessary to carry the indigo there,


Ordered That three hundred & Fifty Pounds be put into his hands to purchase Iron, & send by the said Waggons for the like purpose, &


An order was drawn on the Treasurer in his favour for the said Sum of Three hundred & Fifty Pounds, for which he is to ac- count.


Council having repeatedly had under their consideration the re- commendation of the Hon'ble House of General Assembly of the 2d inst., respecting the Recruiting Men to complete one Quota of the Continental Army, & being fully satisfied that men qualified & willing to perform this business cannot be found, And that an at- tempt to carry into execution the plan therein recommended, would be attended with great inconvenience & loss of time, if not with fatal Consequences ; therefore,


Resolved, That this Council will write to His Excell'y Gen'l Washington, lay before him the said recommendation, & request him to nominate two Officers, who he may think best qualified, in cach Battalion of this State, to Recruit Men for the said Battalions, who shall repair to the different Counties of this State & attend immediately to this important duty, and acquaint His Excell'y that Council will deposit in the hands of the Lieutenant of the respec- tive Counties a Sum of Money to Pay the bounty ordered by the Honorable House of Assembly, to whom the said Officers may apply from time to time for the same, as they shall inlist men.

Ordered, 'That Wm. Henry, Esq'r, Lieut. of Philadelphia, be requested to supply the said Dann with such Money as appears to be necessary for him in his present Situation.


Gen'l Fulsom & Mr. Danae, Members of Congress, two of the Committee appointed by that Hon'ble Body, to take into conside- ration the proposed attack on the City of Philadelphia, attended in Council & laid before them the following Resolve of Congress, to wit :


" In Congress, January 16, 1778.


" Resolved, That Congress highly applaud the rising spirit of the inhabitants of Pennsylvania to regain the Capital of their State and drive out our cruel invaders ; That Congress are ready & wil- ling, with all their power, to co-operate with them for effecting this Salutary purpose : That to this end the Committee appointed to go to the Camp, be directed to consult with the President & Council of the State of Pennsylvania, & with Gen'l Washington, on the Subject, & if upon consultation the measure shall be deemed prac- ticable, that they be fully empowered to call on the neighboring States for such aids as they shall think necessary, & take every measure which they shall think proper for effecting the end pro- posed.

The same was read & a free conference had thereupon.


The Act entitled "An Act for the better Supply of the Armies of the United States of America," was read, so far as it relates to the procuring Provisions, in order to show the measures taken by this State for the said purpose, & the probability of supplying the Militia if called.


Council taking into their consideration the Act last above men- tion'd, observe that there are no Commissioners appointed therein for the County of Berks, & being fully satisfied of the necessity of having Commissioners in the said County, for collecting & pur- chaseing Provisions & forage therein for the Army ; 'That the omit- ting to name in the Act Commissioners for the said County, was owing to a mistake in the Clerk; and that very dangerous conse- quences may arise from the delay thereof until the next meeting of the General Assembly; thereupon, for the Public Safety & from the necessity of so doing,


Ordered, That Colo. Valentine Eckhard & John Lasher, of the County of Berks, be & they are hereby appointed & authorized to act as Commissioners for purchasing Provisions & Forage for the Army in the said County, & to use & exercise like powers & au- thorities as are given by the said Act to any of the Commissioners therein named, until the General Assembly shall otherwise order herein.

The Council having had for some time past the State of the Salt works belonging to Pennsylvania, erected at Tom's River, & the necessity of an assistant Director,


Ordered, That Mr. James Davidson be employed to assist in the direction of the said works, & an order was drawn on the Treasurer in favour of Mr. James Davidson, for One Thousand Pounds, to be applied in procuring necessaries for the Salt works, & for which he is to account.

The Lieutenant of the County of Northumberland having ro- presented that several inhabitants of that County had been lately killed by the Indians, and that there was reason to apprehend that a considerable body of them was now meditating a blow against the frontiers of the said County ; thereupon,


Ordered, That the Lieut. of the County of Northumberland use his best discretion with respect to the Class of Militia now called out, & apply such part thereof to the defence of the inhabi- deats as may appear to be necessary ; he giving this Council from time to time intelligence of his proceedings herein.


An order was drawn on the Treasurer in favor of Peter Deha- von, for the Sum of Five Hundred Pounds, for which he is to ac- comIt.

The Council taking into consideration the return of Justices for the Township of Penn, in the County of Northumberland, Ordered, That Benja. Weiser be appointed & commissioned as a Justice of the Peace for the said County, & was accordingly Com- missioned, bearing date this day.


A Petition from Mich'l Hubley, Esq'r, Barrack Master of the Borough of Lancaster, being read & considered,


Ordered, That in consideration of the great increase of the duty in his department, the Pay & Rations of Mich'l Hubley, Esq'r, Barrack Master of the Borough of Lancaster, be equal to that of a Major ; that he be allowed Forage for One Horse ; that he be al- lowed such assistance from time to time as may be necessary ; and that he be allowed Forage for a Horse from the day of his first ap- pointment as Barrack Master.

The Council taking into consideration the case of John Brown, now confined in the Goal of this County, after very mature delibe- ration,


Ordered, That John Brown, now confined in the Gaol of this County, be enlarged from his present confinement & be permitted to reside at the Town of Manheim, in the County of Lancaster, & within five Miles. of the same, he giving Bail to be & appear at such Court within the State before which he shall be called, & answer such charges as shall be brought against him, within One Year from this day; That he shall abide the Judgment of such Court; And that he shall in the meantime be of good behaviour, himself to be bound in the Sum of Three Thousand Pounds, & one Sufficient Freeholder in the like Sum.

Ordered, That an order be drawn on the Treasurer in favor of Will'm Scott, Paymaster of the Militia of the County of York, for the Sum of Four thousand Pounds, to be charged to Tho's Dorsey, Esq'r, Paymaster of . the State ; And that it be recommend- ed to D. Rittenhouse, Esq'r, to endorse on the order a Certificate to Rich'd McCallister, Esq'r, Lieut. of said County ; that the mid Will'm Scott's Receipt thereon will be allowed as a Sufficient voucher for the Money paid him in virtue of the said Order.

A Petition of a respectable number of Militia of the fifth bat- talion of Cumberland County, representing their exposed situation & danger from the incursion of the Indians, & praying (in effect,) that the Classes now ordered into service may be permitted to go against the Indians, was now read & considered, & thereupon,


Ordered, That agreeable to the order of the 9th of December last, in the case of the Counties of Bedford & Westmoreland, the fifth & sixth Classes of the fifth Battalion of Militia of the said County of Cumberland, now under orders to march to Camp, bo em- ployed in the immediate defence of the inhabitants of the frontiers of that and the neighboring Counties against the Indians; and that the Lieutenant of the said County be empowered to call out from time to time, such part of the Seventh & Eighth Classes of the Militia of the said County as shall be absolutely necessary for the defence of the Frontiers. And it is recommended to the Liout. of the County of Cumberland to Correspond with the Lieut's of Bedford, Westmoreland, & Northumberland, so as to act in con- junction, as much as may be, for the public safety, and give this Council the earliest intelligence of his proceedings herein.

A Letter from Colo. John Piper, Lieut. of Bedford County, was read.


A Petition from divers inhabitants of that County, & a Letter from Colonel Davison were also read, the whole representing the sit- uation of that County. And Colo. Piper's Letter informed Coun- cil that he was about to enlist a number of Mon for nine Months; the same being considered,


Ordered, That a Letter be written to Colo. Piper, informing him that Council were surprized at his having adopted such a measure, which he not been authorized to do by this Council, nor was it in the power of this Council to have done so.


Brig'r Gen'l Lacey having been appointed one of the Commis- sioners for Collecting of Clothing in the County of Bucks, which his duty as Brig'r Gen'l will so far interfere with the said appoint- ment as to make it necessary to appoint another Commissioner in his stead ; thereupon,
