Ordered, That application be made to Congress for their advice respecting the Militia now coming in, whether the situation of Pub- lio Affairs will admit of their being discharged or not.
On motion, Agreed, That John Carithers, of East Pennsborough, in the County of Cumberland, be appointed Lieut. of the said Coun- ty, & that he be commissioned accordingly.

The Council being informed that Capt. Jos. Watkins had ordered the Copper belonging to this State to be brought to this City; thereupon,
Ordered, That Capt. Watkins be ordered to deliver the said copper to Peter Dehaven without delay.
On motion, Agreed, That the Paymaster of the Militia of this State be allowed Pay and Rations as a Colonel, with a reasonable allowance for his expences & loss of time in settling his accounts, if this shall happen when he is not in Pay.
On motion, Agreed, That the respective County Paymasters of the Militia be allowed Pay & Rations as a Major, with a reasonable allowance for his expenses & loss of time in settling his Accounta, if this shall happen when he's not in Pay.
Colo. Berker, of the Sixth Pennsylvania Battalion in Continental Service, sent in an arrangement of the Oficers of his Battalion,& recommended John Markland, Philip Sneider, John Foster, and

Ordered, That John Markland, Philip Sneider, John Foster, & Charles Mackenett, be appointed Ensigns in the Sixth Pennsylva- nia Battalion in the Continental service, & that the Commissions of the first named of them bear date this day, & the others in the order as they stand named, each one day later than the Commission of him who stand named next before him.
Peter Dehaven, one of the Supervisors of the Factory of Mus- kets & other Arms, heretofore established at French Creck, in Chester County, by the late Council of Safety, representing to the Council that the Committee of Assembly now setting on the ac- counts of the said Council of Safety, & also of the late Committee of Safety, do not consider themselves authorized to proceed to ex- amine & settle the Accounts of said Supervisors later than the 5th day of March last, the date of the dissolution of the said Council of Safety ; & the same objection being made by the said Commit- tee of Accounts on the application of Council to them ; Council do hereby request and authorize the Gentlemen of the said Com- mittee of Accounts, to proceed to examine & Settle the Accounts of Peter Dehaven and James Carter, Superintendents of said Fac- tories, and of all other persons employed by or continued in employ by the late Board of War of this State, inasmuch as their Ac- counts must, from their circumstances, necessarily be settled for & during the existence of said Board of War, in connection with former accounts of said persons under the Committee & Council of Safety.

Ordered, That the first & Second Class of the Militia of North- um pton be ordered to march to Lancaster, & there wait the orders of Gem'l Washington, any orders to the contrary thereof heretofore given notwithstanding.
On motion, Agreed, That Col. Henry, Lieut. of the City & Li- berties of Philadelphia, do immediately complete, in the fullest mam mer, the third Class of the City & Liberties of Philadelphia, & March the same, without loss of time, to Downingstown, in Chester County, & also that he embody a Detachment, with suitable Officers, of the Artillery of the City & Liberties of Philadelphia, equal to three-eights of the whole of said Corps, & send them forthwith, with suitable Cannon, in the following Divisions, That is to say : One-half of them to the Borough of Chester, & the other half to Downingstown, in Chester County, there to receive Gen'l Washing- ton's orders.
On motion, Agreed, That orders be immediately sent to Colo. Kirkbride, to send down the rest of the third Class of the Militia of Bucks County, or as Gen'l Armstrong may otherwise order.
The Navy Board informed the Council by Letter that the Conti- Deatal Navy Board had requested that Three of our armed Galleys & two fire Vessels, may be sent down to the assistance of Capt. Al- ezander, & requested the order of Council thereupon.

Gen'l Potter informed the Council that Col. Will'm Henry had . in his possession four hundred or five hundred stand of Arms more than is wanted for the third Class of City Militia, and that the Militia of some of the Counties are in want of Arms, & propose that these be put into his hands for the purpose of Arming them ; thereupon,
Ordered, That Colo. Henry be desired to deliver such Arms as he can spare to Gen'l Armstrong, to be put into the hands of the Militia.
The Navy Board having represented to Council that Com- modore Hazlewood's Pay during the time of his attending & directing the fitting of the Fire Ships & Rafte, & recommending it to the consideration of the Council to make him a handsome al- lowance for his extra trouble & great attention to that department ; thereupon,
Ordered, That Commodore Hazlewood be allowed & paid for his extra service in fitting out the Fire Ships & Fire Rafts, the Sum of One Hundred Pounds.
An order was drawn on Jacob S. Howell, in favor of James Dundas, for the Sum of Five hundred Pounds, for which he is to account.
Tho's Hale, Deputy Waggon Master General, applied to Council for Seven Waggons for Gen'l Nash's Brigade, the Quarter Master not being able to furnish him; thereupon,
Ordered, That the Justices of the County of Chester, or any of them, supply the said Mr. Hale with Seven Waggons, & that if they do not immediately furnish them, that Mr. Hale be empowered & authorized to impress them.
An order was Drawn on Dav'd Rittenhouse, Esq'r, Treasurer of the State, in favor of Thomas Dorsey, Esq'r, Paymaster of the Militia of the County of Philadelphia, for the Sum of four thousand Pounds, for which he is to account.
On motion, Agreed, That as it does not suit the conveniency of Colo. Hunter to continue Paymaster of the County of Berks, Mr. Henry Spyker be appointed Paymaster of the Militia of the County of Berks.

៛ Colo. Ayres & Capt. Brown, of the Artillery of this City & Lib- erties, laid before the Council some inconveniences which will arise from ordering out three eighths parts of the Artillery Militia in the City, & proposed that instead thereof, two complete Companys of Militia Artillery Men now go into service.
" Application was now made by Colonel Flower, in the name of Gen. Knox, to borrow the two brass twelve Pounders Field Pieces belonging to this State, and he offers to leave in exchange for the present, two brass six Pounders for the use of the Militia; and Congress, by their resolve of this date, having recommended it to Council "to lend the Commander-in-Chief" the said two brass 'twelve Pounders ; thereupon,
Ordered, That the Council will lend to the Commander-in-Chief the Two brass Twelve Pounders belonging to this State, & that they be delivered to Colo. Flower, on condition that two good brass six pounders be left in their stead, for the use of the Militia.

Ordered, Than an express be sent to French Creek, with orders to Mr. Dehaven to send down immediately all the Arms in his pos- session which are fit for service, & an account of the Lead in his possession.

Ordered, 'That application be made to the Board of War, for an · order to their Commissary of Stores to supply the Militia of this States, thro' Mr. Robert Towers, our Commissary, with such Stores as they may have occasion for & which he cannot furnish them with.
An order was drawn on Dav'd Rittenhouse, Esquire, Treasurer of this State, in favor of Mr. James Sutter, for the Sum of Five Hundred Pounds, to be by him delivered to Mr. Tho's Savage, & charged to said Savage as director of Salt-works.

The Congress by a Resolve of yesterday, having recommended 1 to this Council that " the leaden Spouts in Philadelphia be taken

down for the use of the Laboratory," & it appearing to this Coun- cil to be a Salutary & necessary measure; therefore,
Resolved, That Evan Evans, Robert Allison, & James Worrell, be appointed to take down all such Spouts accordingly, & make a just valuation thereof.
And in conformity with another Resolve of the same date, found- ed on evident necessity & sound Policy,

Resolved, That the Colonel or Commanding officer of each Re- giment of the City Militia, do appoint one or more Officers & a sufficient number of men in each ward, who shall search the Houses of all such of the "inhabitants of the City of Philadelphia, who have not manifested their attachment to the American cause, for Fire Arms, Swords & Bayonets; That the owners of the Arms so found be paid for them at an appraised Value, & that they be de- livered to such of the Militia of the State of Pennsylvania who are at present unarmed & have been called into the field," and that & Constable attend each party during the said search, in order to keep the Peace.
And another Resolve of Congress of the same date, " requesting this State to cause all persons within the same notoriously disaf- feoted, forthwith to be apprehended, disarmed, and seoured, till such time as the State shall think they may be released without · injury to the common cause ;" the same was referred to further consideration.
N. B. The above mentioned Arms are to be put into the hands of the Lieut. of the City, for the aforesaid purpose.
An order was drawn on Dav'd Rittenhouse, Esq'r, Treasurer of the State, in favor of Michael Boyer, for the Sum of Fourteen pounds & fourteen Shillings, for riding express on Public Business.
Mr. Robt. McGee petitioned the Council, praying to receive in Exchange, One large Copper bottom, one small raised ditto, and four parts proposed for large still heads for Copper, of equal quality in substanee.
On consideration,
Ordered, That the said Petition be granted, & that the Commis- sary in whose hands the above mentioned Copper is, do exchange it accordingly.
Mr. Anthony Butler, agent for the Quarter Master General, ap- plied to Council & requested to be supplied with forty Waggons & Twenty-four Artillery Horses.
On consideration,
Ordered, That the Justices of the County of Philadelphia be required to send down immediately Twenty-five Waggons, & that the Justices of the County of Chester be required to send down Twenty-five Waggons, to be Subject to the orders of the Quarter Master General or his Agents.
On motion, Agreed, That Philip Boehm be appointed Paymas- ter of the Militia of the County of Northampton.

Mr. McGee acquainted the Council that Mr. Watkins, in whose hands the Copper ordered to be exchanged yesterday, has refused to be at the trouble of exchanging it; therefore,
Ordered, That Capt. Watkins deliver the Copper in hands be- longing to this State, to Mr. Robert Towers, Commissary.
An order was drawn on Dav'd Rittenhouse, Esq'r, Treasurer of the State, in favor of Will'm Crispin, Esq'r, for the sum of Three Thousand Pounds, for which he is to Account.
Mr. Joshua Williams having represented to the Council that the late Council of Safety had encouraged him to enlist a Company of Men, & had engaged to give him . Captain's Commission, on condition that he should do so, and that he has in consequence thereof, enlisted about Thirty Men to serve during the War, who are now ready to be marched to Camp; whereupon,
Resolved, That Mr. Joshua Williams be entitled to receive a Captain's Commission, on his marching to Camp any number of effective Men not less than Twenty-five, enlisted to serve three Years, or during the War; and that a Captain's Commission be lodged in the hands of Major Gen'l Armstrong, to be delivered to Mr. Williams, on his producing a Certificate from a Gen'l Officer, that he has complied with the above condition.
