Resolved, 'That Doot'r Dunlap be authorized to employ another Mate, and that their pay in future be Twenty-five Dollars @ month.


Mr. Nesbit was directed to pay Mr. Robert Towers, £107 17 6, for Workmen's wages at the Elaboratory, & Sundry other charges. An order was drawn on Mr. John Nesbitt, in favour of Lieut. Colonel Henry Becker, for two thousand Dollars, for the recruiting service of the 6th Pen'a Reg't, to be charged to his account.


An order was drawn on Mr. John M. Nesbitt, for two thousand Dollars, payable to John Biddle, jun'r, to be paid by him into the hands of Adam Whitman, Esq'r, of Reading, to be subject to the draughts of the Committee of s'd County, for to defray such Ex- pences as they have incurred by order of this board.

Mr. Nesbitt was directed to pay Col. Matthew Dill, for 5 days pay due to four Companies of the 5th Battalion of Militia, when in service in Septem'r & October last, amounting to £51 7 3, to be charged to Congress.


A Letter was laid before the board from Mr. James Holmes, a, Second Lieutenant in the Regiment belong to this State, praying this Council to accept His resignation, as His Health will not admit bis continuance in the service any longer. The Council accept the resignation of Mr. Holmes, & his is accordingly discharged from the service of this State.

Mr. Nesbitt was directed to pay Alex'r Brown 52s, for 2 meals victuals for 26 men of the 3rd Battalion of Northampton County Militia.


Mr. Nesbitt was directed to pay Lieut. Rob't Connolly four Hun- dred Dollars, for recruiting service for the 4th Penn'a Regiment.


Mr. Nesbitt to pay Capt. Geo. Robinson 10s for an axe for the use of his Company, to be charged to Congress.


Mr. Nesbitt to pay Capt. John Jacobs the Balance of his acco't, for Expences accrued in transporting & Guarding Prisoners to Bal- timore, the whole amounting to £165 12 3.


Capt. Geo. Bickham was directed to pay Capt. Jack for Milage for himself, 2 Lieutenants & 6 Privates, 160 Miles, £9 6 0.


By direction of General Washington, Col. Wheadon of the third Virginia Regiment, deposited with this Council Six Colours, being part of a number taken on the 26th ultimo, at Trenton, belonging to the Hessian Regiments.


An order was drawn on Mr. Nesbitt in favour of Messrs. Peter Dehaven & Co., for £500, to be charged to their acco't.


Mr. Nesbitt was directed to pay to Richard Wells £31 0 0, for attendance on the Fleet with his Boat & two hands, for the Month of December.


The following resolution of Congress was directed to be inserted on the Minutes of this Council :


" In Congress, December 27th, 1776.


" Resolved, That the Council of Safety of Pennsylvania be re- quested to take the most vigorous and Speedy measures for punish- ing all such as shall refuse Continental Currency, and that the Gen- eral be directed to give all necessary aid to the Council of Safety for carrying their measures on this subject into effectual execution.


"By order of Congress.


"Sign'd JOHN HANCOCK, President."


In Consequence of the foregoing resolve of Congress and the Intelligence received from several parts of this State, that the dis- . affected and enemies to the United States of America are pursuing the most dangerous schemes to destroy the Credit of the Money issued under the authority of Congress, which wicked and Mischevi- ous practises are likely to be attended with the most pernicious Con- sequences, unless immediately suppressed by a speedy and Vigor- ous exertion of the powers invested in this Council; therefore,


Resolved, That if any person or persons from and after the pub- lication of this resolve, shall refuse to take Continental Currency in payment of any Debt or Contract whatsoever, or for any Goods,

Merchandise or Commodity offered for sale, or shall ask a greater Price for any such Commodity in Continental Currency than in any other kind of money or specie, in full proof made thereof be- fore any three members of any County Committee, or any three Field officers of Militia of this State, the person or persons so offending shall for the first offence be considered as a dangerous Member of Society, and forfeit the Goods' offered for sale or Bargained for, or debt Contracted, to the person to whom the Goods were offered for Sale or by whom they were bargained for, or from whom such Debt is due, and shall moreover pay a fine of five pounds to tho State, to be levied immediately by the persons to whom forfeitures tre directed to be paid by this resolve, provided such debt or Con- tract do not exceed that Sum ; but if the debt Due or price of such goods bargained for or offered to sale exceed the sum of five pounds, then the person offending as aforesaid, shall, besides the Debt due, goods Contracted for or offered to sale, forfeit to the full amount of mid Debt, Contract or price agreed on or demanded, one-third part of such forfeitures to be for the use of the informer, and the re- maining two-third Parts to the Use of this State, to be paid to the Committee of the County where the forfeiture is incurred, or where so such Committee exists, to the three Field officers of the Militia of the next nearest Battalion, to be by them transmitted to the publio Treasury of this State, after deducting reasonable Costs, such for- friture to be levied immediately, by the direction and authority of the said Committee or Field Officers ; and every person so offending, shall for the second offence be subject to the aforementioned penal- ties, and be banished this State, to such place and in such manner, as this Council shall direct :


Nevertheless, if any person shall think him or herself aggrieved by the determination of any of the said Committees or Field Off- cers, he or she shall be allowed an appeal to this Council, provided the said appeal be made within six weeks after such determination made and information thereof given by the said Committee or Field Officers to the parties in Writing; A regular record of the pro- ceedings in every case to be transmitted to this board in four Weeks after determination.


Resolved, That all persons whose Shops, Stores or Warehouses, have been heretofore shut up, and have been restrained from carry- ing on a Commercial Intercourse with the inhabitants of this State, for refusing Continental Currency, shall be released from such re- straint and permitted to open their Shops, Stores or Warehouses, sad that persons who are in Confinement for the same offence, be Immediately discharged from such confinement, to be subject nevertheless to the penalties described in the foregoing resolution for future offences.

Mr. Nesbitt to pay John Elwood £25 10 0, for attendance on the armed Boats while up the river Delaware, to assist in trans- porting the Troops across the River and defending the Passes.


Resolved, That all those persons who have been appointed on the new Establishment to any office in any of the Regiments order- ed to be raised in this State, and who have not received their Com- missions, do apply on or before the 10th instant to this Council for the same; all such who neglect to comply with this resolve may ex- pect to be superseded, as the public service requires their immedi- ate attendance.


Resolved, That all the officers who have been in the Continental Service in any of the Regiments raised in this State, or belonged to Colonel Miles' or Colonel Atlee's Battalions, and have not been appointed under the new arrangement of Congress, or in the Regi- ment of this State, and who intend to continue in service, be re- quired to send in their names to this Council, with the name of the Regiment they belonged to, and their rank, on or before the 10th In. stant, and this Council will proceed immediately to fill up the va- cancies, and in order that the Merits and Claims of the applicants may be better known, it is expected that they produce certificates of their Conduct from some General or Field Officers, which will be duly attended to in making the new appointments.

That Capt. Joseph Blewer do furnish Capt. Casdrop with money to provide for such sick and wounded Militia of this City as he may meet on the Road between this and Head Quarters.
