The remainder is to be paid on their passing Muster, at such place as shall be appointed by G'l Washington or this Council. From this you will be enabled to judge of the necessity of further sup- plies of Money, from time to time, which be in some degree left to your judgment & prudence, not exceeding the Sum above mentioned at any one time. If any assistance from the Militia shall be wanted to prevent the ill consequences of any disturbances which may happen in the prosecution of this business, you are to give him every countenance which is consistant with the rights & liberties of the People, taking care at same time that no insult or injury is offered to any person. The great importance of filling up the Continental Army with all possible expedition, we hope, will induce you to exort yourself, so as that the Recruiting Service may not be at a Stand for want of Money. The General Assembly have depended upon the collecting of the Substitution Money for this purpose. This you know must rest on your dilligence & attention, & you will be accountable for the Consequences of a deficiency or delay.
