"In the present important crisis of public affairs, & according to the late call of Congress, the Supreme Executive Council of this State do hereby strictly charge all Oficers employed in recruiting the Continental Battalions of this State, to make the most strean- ous exertions, & redouble their endeavours to complete the same without loss of time.


" And Council recommend to the Lieutenants and Sub-Licaten- ants, & all other Officers of the Militia, to use their utmost ofort! to prepare for the immediate march of four Classes, the next in turn, upon any emergency.

Lieut. John Rudolph applied to Council, agreeable to the order of Gen'l Washington, for the Horses now in this Borough belonging to the Continent; And the orders were drawn directing Mr. Adam Reigart & Mr. George Ross, to deliver to Lieut. John Rudolph the Horses put into their hands by Commissioners appointed to pur- chase Horses for the Continent, & directing them to make return of one Receipt for the same.


An order was drawn on the Treasurer in favor of Col. Samuel Smith, for the Sum of Thirteen Pounds & Ten Shillings, to be charged to Congress, as expence in collecting Closthing for the Troops, (being the expences of procuring the Cloth seized in the great Swamp, be- longing to Mr. Joseph Carson.)


The Hon'ble Vice President reports, That he had received from Mr. James Bryson, of this Borough, on the Thirtieth day of April last, Five hundred & Ninety-one Tickets in the United States Lot. tery, agreeable to a Resolve of the Treasury Board of the Eighth day of January last, & that he had delivered them to His Excell'y the President; the Numbers are as follows, Vist :


"Thirty thousand Nine hundred & Sixteen, to Thirty thousand Nine hundred & Ninety-six, both numbers inclusive, are Eighty-08e Tickets.


"Thirty-one thousand and Six to Thirty-one thousand & Sixty- eight, both numbers included, are Sixty-three Tickets.

A Letter from John Proctor, Esq'r, of the County of Westmore- land, earnestly desiring to be supplied with a Sum of Money to be sent to him by Mr. George Henry, being read,


An order was drawn on the Treasurer in favor of Mr George Henry, of the County of Westmoreland, for the Sum of Three Thousand & five hundred Pounds, to be paid by the said Henry to John Proctor, Esq'r, of the County of Westmorland, for which he is to account.


A Letter from John Gourla of Hanna's town (in Westmorland County,) requesting to be supplied with Money to purchase Horses for the use of the Cavalry, being read, thereupon,


An order was drawn on the Treasurer in favor of Mr. George Henry, for the Sum of One thousand & five hundred Pounds, to be paid by him to Colo. Archib'd Lochry, & to be charged to Jobn Gourla, One of the Commissioners for purchaseing Horses in Went- morland County, agreeable to his Letter of 25th instant.


Ordered, That the Lieut. of the County of Cumberland, on ap- plication, farnish One hundred Militia for the defence of the Fron-

The Secretary laid before the Council a Letter from Ja's Hamil- ton, Esq'r, requesting a Pass for "himself" & four Servants, uamely " Matthias Sandham" his Butler, Two Mullatto Men, "Jonathan & Luke" "the one Footman, the other Coachman, & one Negro Woman Cook, called Fanny ; and also a protection for. one baggage Waggon & its driver, to go to Philadelphia & return" to Northampton.


'The same being taken into consideration, & it appearing that Mr. Hamilton has a dangerous disorder in his Nose, which it is supposed renders the advice & assistance of a Physician now in Philadelphia, absolutely necessary in the case ; thereupon,


Ordered, That a Pass for James Hamilton, Esq'r, & one Ser- vant, to go into Philadelphia, there to remain not exceeding two Weeks, & that the same be made out and sent to Robert Levers, Esquire, of Easton, to be delivered to Mr. Hamilton on his taking the Oath of Allegiance to this State, according to Law, & produ. cing to Mr. Levers a Certificate of his having done so.

" First, You are to provide a suitable Book, wherein you are to enter the names of the several persons that are or may in future be attainted, & whose Estates lays in this State, within your County.


" Secondly, Taking the said names Alphabetically, you are to in- sert in the same Book, after each name, the several Estates whereof

the former Owners were respectively seized or possessed, describing the County, Township, & Street, (if in the City of Philadelphia, Southwark, or the Northern Liberties), the Quantity of lands, ture of the Estate, whether Fee-Simple for life, of themsel . or others, Lease-hold, Ground rents, or of whatever Quality soever the Estate may be.


" Thirdly, You are to prepare advertisements of the following Tenor :


"' WHEREAS, the Estates or (A, B, C, D, &c.,) late of the County of -, having been, in due course of Law, forfeited & seized to the use of this State, We, the Subscribers, Agents for the said County, do hereby give notice that the Estates of the said .A, B, C, D, &os, consisting of the Tracts and parcels of Land following, Vizt : (Here insert a short description of the Premises, mentioning the Houses & Quantity of Land, in what Township, Ward, or Street situate, and if the Estate be for life or years let it be men- tioned.) All which will be sold by Public Vendue, at the Court House at , on the day of (not less than


Thirty Days from the Publication of the Advertisement in some News Paper of this State, & also in the County,) & continuing the sales from day to day, till the whole be disposed of.'


" The terms of sale will be according to Law, as follows, to wit : " One-fourth part of the purchase Money to be paid in Ten days after Sale, or the premises again revert to the State, and the Bid- der liable to forfeit the said One-fourth of the Purchase Money. The remainder thereof to be paid in one Month, and on a Certificate being produced from the Agents or either of them, of full Payment of the Purchase Money, a Deed will be given, as by Law directed.


" And we, the said Agents, do also, pursuant to Law, hereby notify the Claimants of the said Premises, or any of them, & Cre- ditors of the said A, B, C, D, &ca., to exhibit their claims & de- mands to the Judges of the Supreme Court, within the time limited by Law, or they will be forever barred from the Recovery thereof. " Fourthly, All reasonable charges of Clerkship & expences for ascertaining the property of the estates be defrayed by the State."


An order was drawn on the Treasurer in favor of Hugh De Ha- ven, for the Sum of Five hundred Pounds, to be charged to Mr. Peter De Haven, father of the said Hugh.


The case of Anthony Denormandie, of Bristol, sent here by His Excell'y Gen'l Washington, from an information said to be laid against him . by Colo. Jas. Kirkbride, but no charge sent against him ; on consideration,


Ordered, That on Ant'y Denormandie giving Bail in the Sum of Five hundred Pounds with surety, for his appearing before this Council, to answer such charge as may be made against him within six months, if thereto required, & in the mean time be of good behaviour, he be enlarged & ordered to return to Bristol, by the way of Pottagrove.

Divers complaints having been made that the High Roads in very many places in this State have been long much neglected, and are in a ruinous condition, to the great injury of the Public, & the same being considered,


Ordered, That the Supervisors of the Roads & High ways be required, by public notice in the newspapers, without loss of time, to repair and amend the Roads ; and all Magistrates and others be enjoined to exert themselves in making presentments of defects & nusances in the Premises to the Quarter Sessions of the Peace of the respective Counties, or to prosecute & otherwise proceed against all deficient Townships & Supervisors according to Law, that they may be punished, in such manner as their neglect shall require.


The Council resumed the consideration of Mich'l Mulenburgh's Accounts, wherein he charges 54 days' service in carrying the Prisoners with their Baggage to Winchester in Virginia, & the same appearing an extravagant & unreasonable charge,


Ordered, That he be allowed the sum of One hundred & Thirty- five Pounds, for the said Journey; and accordingly, An order was drawn on the Treasurer in favor of Mich'l Mulenburgh for the Sum of Sixty Pounds, in full of the said service, (the Sum of Seventy five Pounds having been paid to him on the 24th of March last.)

Ordered, That the Minutes of the proceedings of this Council, in pursuance of the Authority of the Act entitled " An Act for the attainder of divers Traitors, if they render not themselves by a certain day, & for vesting their Estates in this Commonwealth, and for more effectually discovering the same, & for ascertaining & satis- fying the lawful debts & claims thereupon," be kept in a Book for that especial purpose, seperate from the Minutes of proccedings of Council in more common & ordinary occasions, & that the Secre- tary do take care to have them entered with the utmost regularity & exactness.


[This order socins to have been very imperfectly complied with. In transcribing the Minutes, therefore, I have thought it best to in- corporate the proceedings respecting Forfeited Estates with the. general proceedings of the Board.]
