LANCASTER, Friday March 13, 1778. PRESENT :

Hon'ble T's Scott, Esq'r, having received Forty thousand Dol- lars on a Warrant of Congress, dated the 10th ins., drawn in faver of this Council, & paid the same to the Treasurer of this State, now laid the Treasurer's receipt for the said 40,000 Dollars before the Council.


James Patton, Deputy Waggon Master for the township of Con- estoga, represented to Council that divers persons in the said Town- ship who were duly summoned according to Law, to attend with their Waggons for the service of their Army, had neglected, & still continued to neglect to attend ; and that on application by him made to Colo. Michael LIaberstick, for assistance from the Militia, that he had not been supplied therewith ; thereupon,


Ordered, That Col. Michael Haberstick be commanded forth- with to furnish a sufficient Guard to the said James Patton, to bring in the said delinquents.


An order was drawn on the Treasurer in favor of Colo. Jacob Morgan, for the Sum of Three Pounds, paid by him for an express, to be charged to Congress.


The Council taking into consideration the resolve of Congress for recommending a Fast ; & thereupon,


Ordered, That the following Proclamation be Published :


"LANCASTER, March 18.


By the Supreme Executive Council of the Commonwealth of Pennsylvania.


"A PROCLAMATION :


" WHEREAS, The Congress of the United States of America, by their Resolve of the Seventh day of March instant, have recom- mended in the following words, Vizt :


"' WHEREAS Almighty God, in the righteous dispensarion of his Providence, hath permitted the continuation of a cruel & desolating war in our land ; & it being at all times the duty of a people to acknowledge God in all his ways, & more especially to humble themselves before him when evident tokens of his displeasure are


SUPREME EXECUTIVE COUNCIL.


manifested, to acknowledge his righteous government, confess & forsake their evil ways & implore his Mercy :'


" Resolved, That it be recommended to the United States of America to set apart Wednesday, the Twenty-Second day of April next, to be observed as a day of Fasting, Humiliation, & Prayer ; that at one time and with one voice, the inhabitants may acknowl- edge the righteous dispensation of divine Providence, & confess their iniquities & transgressions, for which the land mourneth; that they may implore the mercy & forgiveness of God, & beseech him that vice, profaneness, extortion, & every evil, may be done away, & that we may be a reformed & happy people; that they may unite in humble & earnest Supplication, that it may please Almighty God to Guard & defend us against our enemies and give vigour and success to our military operations by Sea & land ; that it may please him to bless the civil rulers & people, strengthen & perpetuate our Union, & in his own good time establish in the pesceable enjoyment of our rights & liberties ; that it may please him to bless our Schools & Seminaries of learning, & to make them nurseries of true piety, virtue & useful knowledge; that it may please him to cause the earth to yield its increase, & to crown the year with his goodness. And it is recommended to the inhabi- tants of the United States, to abstain on that day from labor & recreation."


"And Whereas, it hath pleased God to suffer the enemy to take possession of our Capital, & the distresses attending on War have fallen heavy on the State, whereby it is become peculiarly neces- sary for the inhabitants to humble themselves before him who governs the Universe & turneth the hearts of men as he pleaseth. And therefore, as well as in due respect to the said recommenda- tion of Congress, We do hereby most earnestly recommend to the good people of this Commonwealth to set apart Wednesday, the Twenty-Second day of April next, for the pious purposes mentioned in the said resolve, & that they abstain on that day from labor & recreation.

"Dear Sir :


" I bought of Mr. Irwin 21 hhds. Rum, before we left Phila., amounting to 2396 Gal's, at 35s. P Gallon ; he has called on me for the money, which I had not; he desired a draught for the amount, which is £4193, which please to give an order to Mr. Rit- tenhouse, who will charge me with it. An order was drawn on the Treasurer in favor of Wm. C. Brad- ford, Pay Master of the Navy, for the Sum of Fifty Pounds, for which he is to account.


Col. Gibson, Commanding Officer at this Station, informed the Council that he had orders from His Excell'y General Washington, to march the Troops under his Command to Camp with all expe- dition; thereupon,


Ordered, That the eighth Class of Militia of the County of York, be immediately called into service & sent to this Borough.


The Council being informed That John Hubley, Esq'r, has re- ceived orders from the Board of War to remove the Powder and other Ammunition from this Borough over the Susquehanna; and as the necessity of keeping a supply of Cartridges for the Guards, &ca, is evident ; therefore,


Ordered, That John Hubley, Esq'r, be directed to supply Ma- jor Wirtz with as much Gunpowder as will fill Twenty thousand Cartridges ; & that Maj. Wirtz make up that number of Cartrid- ges for the Guards of this Borough.


Ordered, That Bart'm Galbraith, Esq'r, Lieut. of this County, be directed to furnish a guard of 200 Militia, to serve in this Bo- rough, to guard the Prisoners & other purposes.

Ordered, That the Secretary write to Col. Haberstick & desite his immediate attendance, to assign the reason why he hath not for- nished the said Guard.


Mr. Peter Dehaven being upon business to Camp, & informing Council that the piece of ground on which the Powder Mills were erected may suffer for want of care; thereupon,


Ordered, That Mr. Peter Dehaven be directed to let, for this season, the piece of Ground on which the Powder Mills stood, on the best terms he can, reserving nevertheless, a right to rebuild the Mills if it shall be found necessary.

There appearing to be no Money in the hands of the Lieutenant of the County of Cumberland, & the Recruiting Parties in thet County being in want of Money, An order was drawn on the Tree- murer, in favor of Colo. Will'm Clark, for the Sum of Three Thou- sand Dollars, to be delivered to Col. John Caruthers, Lieutement of the County of Cumberland, to be by him paid into the hands of the Oficers recruiting for the Battalions of this State. Mich'] Kubus was proposed by Col. Clarke to forward this Money by.


. The following orders were drawn on the Treasurer, Viz't. :


In favor of Mr. John Beaton, Paymaster of the Militia of Ches- ter County, for the Sum of Three Thousand Pounds, to be charged to Tho's Dorsey, Pay-master of Militia.


In favor of Col. Will'm Clark, Paymaster of the Militia of Com- berland County, for the Sum of One thousand Pounds, to be charged to Tho's Dorsey, Paymaster of Militia.


In favor of Colo. Rich'd McCallister, for the Sum of Three Thousand Pounds, the same to be by him delivered to Mr Will'm Scott, Paymaster of the Militia of York County, to be charged to Tho's Dorsey, Paymaster of Militia.


Col. Rich'd M'Callister paid to the Secretary the Sum of 288} Dollars, Bills of Credit of New York, which he received of the Council last Spring, & hath not been able to pass, & has therefore returned them.

Ordered, That Philip Kreamer be appointed Coroner of the County of Berks.


An order was drawn on the Treasurer in favor of Christ'r Hays, Kaq'r, Sub-Lieut. of Westmorland County, for the Sum of Fifty Pounds, to be charged to Arch'd Lochry, Esq'r, the Lieut. of the mid County.


An order was drawn on the Town Major in favor of Colonel And'w Boyd, Sub-Lieut. of Chester County, for 2000 Musket Cart- ridges.


It being represented to Council that the People of the County of. Chester continued to carry provisions into the City of Philadel- phis, and that

Congress by their Resolve of 19th instant, having


Resolved, That the Government of the State of Pennsylvania be requested to Station five hundred Militia at the following places in this State, under active & prudent Officers, Vist: Two bun- dred men at Easton, One hundred at Bethlehem, and Two hundred at Reading, for the defence of the Magazines of Military & other Stores & Provisions at these places; & to keep the communication Secure from any sudden incursions of the Enemy, until the board of War or Gen'l Washington, shall think it expedient to discharge the said Militia; 'Thereupon,


Ordered, 'T'hat three hundred of the Militia of the County of Northampton be ordered. for Guards at Bethlehem & Easton, & 200 Militia of the County of Berks for guards at Reading.


'The Council having received information that Henry Sokiles, who &ca., and T'ho's Boyd, James Wilson, John Hastings & Cha's Caldwell, who, &ca., have not yet been taken, &ca. ; thereupon,


Ordered, That a reward of Two hundred Dollars be offered by Proclamation, for each & every of the said Henry Skeles, &oa.


The following being approved was ordered to be Published in due form :


" By the Supreme Executive Council of the Commonwealth of Pennsylvania:


, "A PROCLAMATION:


" WHEREAS, A certain Benjamin Hammon was lately innst cruelly & barbarously murdered, in the County of Chester, in this Commonwealth :


" And Whereas, an inquisition taken on the body of the said Benjamin Hammon, & by depositions taken before sundry Justices of the said Commonwealth, there is great reason to believe that a certain Henry Skyles, late of the County of Lancaster, in the said Commonwealth, Yeoman, did feloniously kill and murder the said Benjamin Hammon, & that Thomas Boyd, Jas Willson, John Hastings, -, and Charles Caldwell, of the said County of Lancaster, Yeomen, together with others who have surrendered themselves, were feloniously present, comforting, abetting & aid- ing the said Henry Skyles, to do & commit the said murder :


" And Whereas, it is at all times, but more especially in the present situation of our affairs, of the utmost consequence to the peace of the Commonwealth, that the perpetrators of such attrocious offences should be brought to condign & exemplary punishment, and the endeavours hitherto used for apprehending & securing the said offenders have proved ineffectual :


" We have therefore thought fit to issue this Proclamation, hereby offering & promising a Reward of Two hundred Dollars, to be paid out of the Public Treasury of this Commonwealth, to such person

or persons who shall apprehend the said Henry Skyles, & deliver him into the Custody of the Keeper of the Goal of either of the Counties of Lancaster, Berks or York, in this Commonwealth; And also, hereby offering & promising a like reward of Two hundred Dollars for each & every of them the said Thomas Boyd, James Wilson,


John Hastings, , & Charles Caldwell, to be paid as aforesaid, to such person or persons who shall apprehend & secure them, or any of them, in either or any of the gaols aforesaid.


" And we do hereby strictly charge & command all Judges, Jus- tices, Sheriffs, Constables & other Officers, & all other the Citizens of this Commonwealth, to make diligent search & pursuit after the said Henry Skyles, Thomas Boyd, James Wilson, John Has-


tings, , & Charles Caldwell, & to use their utmost endeavours to apprehend & secure them, that they may be pro- ceeded against according to Law.

Ordered, That the Seventh & Eighth Classes of the Militia of Cumberland, the first Class of Philadelphia County, be called into service immediately, & sent to Gen'l Lacy's Camp.


An order was drawn on the Treasurer in favor of Col. Clarke, for the Sum of Two thousand Pounds, to be charged to Capt. Tho. Dorsey, Paymaster of the Militia.


Mr. Adam Reigart informed the Council that he had begun to purchase Horses, agreeable to his orders, & desired to know where they were to be sent to for the present.


Ordered, That Mr. Reigart be directed to apply to Mr. Ross, deputy Q'r M'r, for an apartment of the Continental stables in this Borough, & forage for the Horses which he shall procure; And that Mr. Reigart appoint a Trusty person to take care of them.

Gray & Mr. John Little, Commissioners for the par- chasing of Provisions in that County, have been able or will be able to lay out any considerable Sum of the Four thousand Dollars sent to them for that purpose ; therefore,


Ordered, That the Hon'ble John Hambright, Esq'r, be requested to call on the said Will'm Gray & John Little, & enquired what they have done in said business; & he is hereby authorized to receive from them, & each of them, what Monies may remain in their bands.


An order was drawn on the Treasurer in favor of Philip Mars- teller, Esq'r, for the Sum of Four thousand Pounds, for paying the Militia with, for which he is to account.


An order was drawn on the Treasurer in favor of Will'm C. Bradford, for the Sum of Three thousand Pounds, to be by him delivered to Will'm Crispin, Commissary of the State Fleet, and to be charged to the said William Crispin.

An order was drawn on the Treasurer in favor of James Young, : Esq'r, Waggon Master of the State, for the Sum of Seven hundred & fifty Pounds, for which he is to account.


Mr. Young & Mr. Bailey, the Waggon Master of Lancaster County, having now represented to Council that the Pay of the Officers in the Waggon department is so low that they are not able to prooure suitable persons to execute the law, & that many of those who have acted hitherto are under the necessity of resigning; thereupon,


Ordered, That this Council will represent to the Hon'ble House of General Assembly the low Pay allowed to the Officers under the Waggon Law, & will use their influence with the House to induce thom to make the same more adequate to the duty.


An order was drawn on the Treasurer in favor of Shriver, Sum- mers, & Lasky, for the Sum of Eight hundred & fourteen Pounds five Shillings & one Penny, for Provisions furnished to the Fleet, & charge the same to Will'm Crispin, Commissary of the Fleet.


The Council met.

An order was drawn on the Treasurer in favor of Henry Spyker, Esa'r, Paymaster of the Militia of Berks County, for the Sum of Vive thousand Pounds, to be charged to Capt. Tho's Dorsey, Pay M's of Militia.


An order was drawn on the Treasurer in favor of John Arndt & Dav'd Deshler, Esq'rs, Commissioners appointed by Law to pur- chase Provisions, &ca, in Northampton County, for the use of the Army, they to be accountable.
