" The General Assembly & Supreme Executive Council of the Commonwealth of Pennsylvania, send Greeting:
" KNOW YE, That We, the Representatives of the Freemen of Pennsylvania- Wealth of Pennsylvania in General Assembly mot, in the State House at Philadelphia, together with the Vice Presi- dent & other Members of the Supreme Executive Council of the said Commonwealth, in the same place convened, to elect a Preci- dent & Vice President of the said Commonwealth, have, agreeable to the direction of the Nineteenth Section of the Constitution of the said Commonwealth, duly & fairly elected & chosen by ballot, His Excellency Joseph Reed, Esq'r, President of the said Supreme Executive Council, & the Honorable George Bryan, Esquire, Vice President. And to the end that. due regard & Obedience may be Paid to them in the Execution of their respective Offices, on all occasions, We do hereby make known & declare that the said Joseph Reed, Esquire is the President, & the said George Bryan, Esq'r, is the Vice President of the said Supreme Executive Council.
" In Testimony whereof, We have hereunto set our hands & Seals, the first day of December, in the Third Year of the Common- wealth of Pennsylvania, & in the Year of Our Lord One thousand Seven hundred & Seventy-eight.

The Letter from Col. Wall, representing that about One hundred Militia only of the class last ordered out of Bucks County, pro- duced only about One hundred Men, being considered,
Ordered, That the third & fourth class of the Militia of the County of Bucks be immediately ordered into service to conduct the convention 'Troops thro' this State to the South ward.
Ordered, That two classes of the Militia of the County of Phila- delphia, (except only of the Battalions which have sent Classes to do duty in Philadelphia,) be ordered into service immediately to convention 'Troops thro' this State to the Southward.
Ordered, That Col. Bull be allowed £50 in full of his Ration Account.
Ordered, That the State Commissary of Provisions do supply rations to John Moys and two other Men, left at Billingsport, to take care of the cannon.

Petition of Capt. Lightbourne praying to be permitted to carry out with him Provisions for a Circuitous Voyage sufficient for Twenty-five Men, which he has on board his Vessel, & that the Council will supply him with 100 Two Pound Shot & One hundred Swivel Shot, being read & considered,
Ordered, That it be recommended to the Naval Officer to per- mit Capt. Lightbourne to clear out the following quantity of Pro- visions for his intended Voyage, Viz : 10 barrels of Bread, 10 barrels of Flour, 10 barrels of Meat, and 2 barrels of Pease.
Ordered, That Joseph Stiles, Commissary of Military Stores, do furnish Capt. Lightbourne with One hundred Two Pound Shot & One hundred Swivel Shot, Captain Lightbourne paying the value for the same.

Petition of William Low, a langishing Prisoner in the gaol of the County of York, praying that his fine may be remitted, was read, and the same being recommended by divers Justices of the Peace & other Freemen of the said County,
Ordered, That the fine adjudged by the Court of Quarter Ses- sions of the Peace of the County of York, to be paid by Wm. Lou, convicted of felony, be remitted.

Ordered, That William Holliday, of the County of Bedford, be appointed Pay-master of Militia for the County of Bedford.

The President laid before the board a Copy of a Letter from the Board of War of this date, to Col. Blond, and also a Letter from that Board to the President respecting the escort of the Con- vention Prisoner, Whereupon,
Resolved, That the Lieu. of York County be directed to call out one Class of the Militia of said County, to meet the said Pris- oners at Wright's Ferry, on the Susquehanna, & escort them from thence to the borders of this State ; and if there are not a sufficient number of Arms in said County, application be made to Mr. Henry, at Lancaster, or any other Person having the care of Arms belong- ing to this State, to furnish the necessary quantity for which the Lieu of the County is to give Receipts, & to be accountable, unless lost by unavoidable accident.

Application of James Ash & Co. by Letter, for 50 lbs. of .Gun Powder.
Ordered, That Capt. Joseph Stiles, Commissary of Military Stores, do supply James Ash & Co. with 50 Ibs. of Gun Powder, they paying a reasonable price for the same.
Ordered, That on Friday next, at two O'Clock in the Afternoon, the following Vessels, belong the State, be sold at the Coffee House, by Public Vendue, for Cash only, Vizt :

An order was also drawn on the Treasurer in favor of Col. Robert Lollar, or his order, for the Sum of Three hundred and fifty Pounds, to be by him advanced to such of the Militia now under orders to March, as stand in need of it.
Ordered, That the Lieutenants of the County of Philadelphia & Bucks, be authorized to pay the Tavern-keepers seven Shillings & Six Pence Per day for Victualling the Militia on their March from their Homes to Sherrard's Ferry ; And also be authrized to provide Waggons to carry the baggage of the escort to Sherrard's Ferry, there to be discharged.
Ordered, That two hundred stand of Arms & fifty Camp Ket- tles be immediately forwarded to Sherrard's Ferry, for the use of the Philadelphia & Bucks County Militia, under the care of Fred- erick Hagner, & proper Receipts taken of the Captains to whom they shall be delivered.
Ordered, That it be recommended to Colo. Henry to forward about four hundred Dozen Musket Cartridges, for the use of the Pennsylvania escort.
Ordered, That the Muster master be directed to proceed to Wright's Ferry, or such other Ferry on Susquehanna which the Troops may cross, & there muster the Militia jordered into service to escort the Convention Troops thro' this State.
On Consideration,
Ordered, That Jonathan Lodge, Esquire, be appointed & Com- missioned to be the Sheriff of the County of Northumberland, & that Thomas Robinson be appointed & Commissioned Coroner of the County of Northumberland.
Ordered, That notice be laid on the Coffee House Books, request- ing the Petitioners to the House of General Assembly against Forostallers, to attend the Council on Thursday Morning at Eleven O'Clock, & give Council such information on this Subject as is in their power.

Heysham, John Barnhill, & Peter Ozeas, attended the Council, in consequence of notice to the Petitioners against fore- stallefs to attend in Council, And the resolve of the Hon'ble House of General Assembly of the 5th instant, recommending to the so- rious attention of Council the Petition of sundry inhabitants of the City of Philadelphia, presented to the House, & praying in effect their interposition to prevent forestalling, was read. The said Pe- tition was also rcad. On Consideration,
Ordered, That Willam Heysham, George Schlosser, & Will'm Hollingshead, be appointed & requested to make inquiry in all that part of the City from Market Street Northward, including the North Side of Market Street, concerning the engrossing of Flour & other necessaries of Life, & make report as soon as may be, to this Council, of such facts as have come or shall come to their know- ledge, concerning the same ; And that Nathan Boys, Jediah Snow- den, & Robert Bridges, be appointed to the same, from Market Street Southward, including the South Side of Market Street; & Colo. William Coats, Frederick Kull, & Emanuel Eyre, for the North- ern Liberties.
On motion,
Ordered, 'That the unanimous thanks of the Council be given to Col. Thomas Hartly, for the brave & prudent Conduct in cover- ing the North Western frontiers of this State, & repelling the Savages & other Enemies ; And that he be requested to inform the Officers & Men who have been under his command, that this Coun- cil is highly sensible of the difficulties & hardships of the duty which they have performed, & the courage & zeal which they have shown during the last Campaign.

William Streaker, late of the Island of Barbadoes, but now an inhabitant of the State, having presented a Memorial setting forth that he had taken the Oath of Allegiance to this State, and con- siders himself a Subject & resident thereof; but that having property in the Island of Barbadoes, he proposes to go to the West Indies in order to secure & transport the same to this Country, of which he thought it his duty to acquaint the Board, to prevent any future questions or disputes on his return :

Wilcocks & William McMurtrie, that it having been suggested to the Board that they are possessed of property belonging to British subjects, or otherwise liable to the just claim of the State, The Public off- cers of the State will be ordered to take the proper steps for seou- ring the same for the benefit of the State, unless the parties con- cerned can show the Board sufficient reason to the contrary.

John Nixon, John Maxwell Nesbitt, & Benjamin Fuller, nomi- nated & appointed by Act of General Assembly to settle the Ac- counts of the late Committee & Council of Safety, attended in Council, & they & cach of them were sworn on the Holy Evan- gelists of Almighty God, that they " well & faithfully execute the Office & trust of an Auditor for settling the Accounts of the late Committee & Council of Safety, to the best of their Judgment, skill & Abilities."
On consideration,
Ordered, That Capt. James Lang do deliver over to Jacob S. Howell, as soon as may be, all the Cloathing belonging to the State now in his hands, the said Lang's possesion, taking a Receipt for the same ; And that the said Lang do immediately lay before the Council his Accounts, prepared for a final Settlement.
An order was drawn on the Treasurer in favor of Captain James Lang, for the Sum of Three Thousand Pounds, for the Cloathing department, for which Sum the said Lang is to account. -
On consideration,
Ordered, That the Execution of the Sentence of the Court of Oyer & Terminer & General Goal delivery, upon the body of James Bryan, be respitted for fifteen days, & that a Warrant under the less Seal, be issued for the purpose accordingly.
Thomas Fitzsimmons laid before the Council a Certificate signed by the Hon'ble the Sieur Gerard, Minister Plenipotentiary of His most Christian Majesty, that the Ship Mary & Elizabeth, belong- ing to Mr. Fitzsimmons & Company, was laden with biscuit & Flour for the use of the Fleet of His most Christian Majesty, and prayed. that the said Ship may be cleared out at the Naval Office.
