Norma McKillop
When Norma (Carlton), Mrs. Walter F. Mc- Killop passed away, on Monday, December 11, 1961, the town suffered, in truest sense, a great community loss.
Through nearly fifty years of residence here, Norma McKillop devoted a boundless energy and sincerity to a lifelong mission of helpfulness and service to her fellowman.
In every task she undertook, Norma's inter- est was personal and complete. As a member of the School Committee for nine years, beginning in 1933, she was a factual pioneer in the emer- gence of the present modern school system. Long before any form of recreation was provided for the youth of the town, Mrs. McKillop sponsored and conducted a Boys' Club. This project became the first seeding of the summer recreation and playground program of the local school system.
Coming to Lynnfield from Dorchester in 1914, she purchased the cottage near Pillings Pond which was remodeled as a permanent home after her marriage to Walter Mckillop in 1919. In the two years prior to her marriage Norma Carlton had been in military service as a yeoman (F) United States Navy, stationed in Boston dur- ing World War I. In the founding days of the American Legion she joined the Bessie Edwards all women's Post in Boston and shortly there- after affiliated with Lynnfield Post 131 where for many years she was the only woman member of the Post.
In the Legion, Norma found the means to amplify her interest in the welfare of all young people. First as Child Welfare chairman for Post
131, then Essex County, and finally Massachu- setts. She moved into ever-expanding fields of service. Her thousands of hours of visitation and work in veterans' hospitals became a veritable legend of service to humanity.
In recognition of her devotion and service she was honored by life membership in the Le- gion, conferred by Post 131. To literally thous- ands of veterans throughout the nation she was "Norma."
But the town, the Legion was not the whole horizon for Norma McKillop. She was also an of- ficer in the Auxiliary of the Legion and founder and director of the Peabody Memorial, which is maintained as a room in the Town Hall for stor- age of all manner of sickroom equipment which is loaned to residents of Lynnfield, free of charge. The memorial was Norma McKillop's personal tribute to the late Harold P. Peabody, and his long service to the town as a member of the School Committee.
Several years ago she organized a resident group to seek betterments for the Pillings Pond area and in some degree was able to interest com- munity support of safety and protective improve- ments for the section.
There is no way of recounting fully the good works of Norma McKillop, for much that she did, she shielded in anonymity. Perhaps she best summed up her doctrine of life when in answer to tributes at a public testimonial, Norma replied: "I do what I can."

During the past year Lynnfield has continued its population growth, although at a proportion- ately slower rate than over the past number of years. However, building of homes continues unslackened in the King James Grant, Candle- wood, Apple Hill and Sherwood Forest areas and two new areas have opened up on Walnut Street and South Main Street, known as Pine Knoll and Ridgefield, respectively.
The requirements of our expanding town have been met with foresight and efficiency over the past twelve years, a period in which the town increased in population about 5,000, i.e. from 3,500 to 8,500. We have added five new school buildings, a combined fire and police station, a combined fire station and recreation hall, a li- brary addition, to say nothing of the numerous improvements in our highways, sidewalks, ceme- teries, playgrounds, etc. Obviously our taxes have increased over this period also, but, thanks to the able guidance and direction of our Finance Com- mittee, our expenses have been kept in hand. Un- fortunately, we have not yet reached the point where capital expenditures are no longer requir- ed. What we have provided are in excellent con- dition and should continue to serve the town for many years. However, we have already com- missioned a new high school building committee to prepare plans and specifications, and your Board of Selectinen is going to recommend at the next annual meeting that a building commit- tee also be activated to study and prepare plans for a new Town Hall. The cost of maintenance and the inefficient operation of the present Town Hall dictates that steps be taken to obtain improv- ed quarters in the near future. It is suggested that a Town Hall building committee be auth- orized at the annual meeting in March, 1962 to report back to the town with completed plans and cost estimates so that actual construction
can start in 1963. It is proposed that the Town Hall would be an addition to the present com- bined fire and police station which could be com- pletely constructed prior to razing the present Town Hall.
Not only do we, the Selectmen, look forward to improvement of the physical administrative offices of the town but also we believe the time has come when we should be giving careful con- sideration to the personnel side of the picture. With considerable foresight the Selectmen ap- proximately two years ago established a Town Government Survey Committee. One of the prin- cipal objectives of this committee of fifteen citi- zens was to consider the present administrative methods and procedures used in our town and to recommend changes and improvements as deemed expedient. We expect to receive the first report of this committee in January or February, 1962 and look forward to having some concrete suggestions for administrative improvements.
Lynnfield has now reached the point where we are spending more than three million dollars a year. This is a sizeable operation to be directed by part-time officials. The Board of Selectmen currently has a part-time clerk and it becomes an ever-increasing task for the Board and its clerk to keep on top of all the details which fall within its bailiwick. The responsibilities and duties of the other town offices are also beconiing greater all the time. We are well aware of our expanding school system but many fail to recognize that the burdens and work load of those officials respon- sible for general town administration are also growing. The offices of the Town Clerk, Town Treasurer, Town Accountant, Tax Collector, and Assessors need additional personnel and office equipment to carry out their assigned duties in an efficient manner. Reappraisal of the work carried on by these offices is important. The per-

sonnel, office space, and proper business ma- chines must be provided to enable the town ad- ministrative offices and departments to carry on in an efficient manner.
A review of the activities of the Board of Se- lectmen for the past year are numerous and varied. Certainly one of the more time-consum- ing problems was the consideration of numerous applications for liquor licenses occasioned by the official announcement of the increase of Lynn- field's population as a result of the 1960 census. Numerous hearings and rehearings of applica- tions were held and your Board endeavored to analyze carefully each and every application. As the result of thorough investigation the number of liquor licenses granted by the town were in- creased by two. An all-alcoholic package store license was granted to Peter Romano on Broad- way (Route No. 1) and an all-alcoholic restau- rant license was granted to George Page Golf, Inc. for the professional shop at the Colonial Country Club.
Another problem which required an inordinate amount of time of your Board of Selectmen, as well as the time and efforts of many other town boards and committees, was the need to locate and acquire land for a new senior high school. After consideration of a number of sites and meticulous investigation of the pros and cons of all sites, this problem was culminated success- fully in the acquisition of a thirty-five acre par- cel of land on Essex Street, known as the Laub- ner site. The School Site Acquisition Committee and the Secondary School Plant Planning Com- mittee are to be congratulated for carrying through this project to a successful conclusion.
Two special town meetings were held during the year; the first was called to straighten out a zoning conflict between the zoning map and writ- ten description of the zoning by-law in the area between Summer Street and Walnut Street, and the second authorized the land acquisition cover- ed in the previous paragraph and the appoint- ment of a Senior High School Building Commit- tee.
After many years of service to the town, Mr. James Y. Lake resigned as a Library Trustee effective April 30, 1961, and on May 4, 1961 your Board, sitting jointly with the Library Trustees, unanimously appointed Mr. Charles E. Herlihy to fill out the remainder of Mr. Lake's term. We wish Mr. Lake well in his retirement to Florida and with him go our best wishes and thanks for a job well done. We are certain Mr. Herlihy will carry on in the fine tradition of all of our Library Trustees and seek to improve our library services and coverage.

pointed Captain Thomas F. Ganley as Chief of the Police Department culminating a long and honorable career in the department. We are con- fident that he will be a credit to the town and that we can look forward to a police force sec- ond to none. The large testimonial dinner tend- ered the new chief after his appointment evi- dences his wide circle of friends and the high re- spect in which he is held.
During the year your Board appointed a large number of citizens to special committees and cannot thank enough those who have come for- ward to assist in the orderly operation of our town. With regret the Board accepted the resig- nations of Mr. Edward I. Buckley from the Cap- ital Outlay Committee and Mrs. Ruth Rudowski from the Town Report Committee. The appoint- ments made to various committees are listed pre- viously in this report but it is worthy of com- ment to note that we have appointed a Conserva- tion Commission for the first time, a Library Fa- cilities Committee, a new Playground Site Com- mittee, a Senior High School Building Committee, and enlarged Capital Outlay and Wage Study Committees. Practically all appointments were made from applications made by interested resi- dents on the form at the end of the Town Report or as a result of requests made by other town boards or committees. In spite of the many ap- pointments made we still have a large number of applications made by citizens which we have not been able to use. We think that it is commendable that so many citizens offer their services to the town and hope that this continues in the future. Certainly Lynnfield has nothing to fear with re- gard to good government so long as so many citi- zens continue to volunteer their time and ener- gies to the betterment of the town without thought of any reward other than the satisfaction of a job well done.
