The Superintendent would be responsible to and under the supervision of the Board of Selectmen, and would be specifically responsible for the following, but not limited thereto:
1. Preparation of annual plans and budget for his department.
2. Periodic reporting to selectmen of the performance of his department with respect to any plans which the Board has approved.
3. Custody of all town owned equipment assigned to his department.

4. Supervision of all personnel in his department either directly or indirectly through his foreman.
5. Advise the selectmen of changes required in organization, work practices, town by-laws, or any other procedures affecting the performance of his functions.
Section 13. School Committee
The Town shall continue to elect the School Committee in the manner provided under appropriate statutes and votes of the Town, and the term of office of any member of the School Committee shall not be interrupted by any provision or act.
The School Committee shall exercise and perform all the powers, rights and duties now or hereafter conferred or imposed by law upon School Committees notwithstanding any provisions contained in this act to the contrary.
Section 14. By-Laws, Rules, etc.
All laws, by-laws, rules and regulations in force in the Town of Lynnfield when this Act takes effect, not inconsistent with its provisions, whether enacted by authority of the town or any other au- thority, shall continue in full force and effect until otherwise provided by law, by-law or vote. All other laws, by-laws, rules and regulations, so far as they refer to the Town of Lynnfield, are hereby repealed and annulled, but such repeal shall not revive any pre-existing enactment.
Section 15. Submission of Act and Time Taking Effect
This Act shall be submitted to the qualified voters of the Town of Lynnfield for acceptance at the town election to be held in the year 19 . The vote shall be taken by ballot in answer to the following question, which shall be printed on the official ballot:
"Shall an Act passed by the general court in the year 19 entitled 'An Act establishing a selectmen-executive secretary form of government for the Town of Lynnfield' be accepted ?"
Upon acceptance by a majority of the qualified voters as herein provided, this Act shall take effect for the purposes of the annual town meeting for the year of its acceptance, and for all things that pertain to said election. Appointees of the officers and boards abolished and consolidated by this Act shall continue to draw compensation at the same rate and to exercise the same powers and authority as theretofore provided until provision otherwise is made."
A motion to reconsider action on this article was defeated.
ARTICLE 13. VOTED to INDEFINITELY POSTPONE
action an this article, viz.
"To see if the Town will vote to raise and appropriate by transfer, a sum of money to hot top the parking area at the South Meeting Hall."
Mr. Fletcher's motion to appropriate $4,760. to hot top the parking area, and Mr. Moynihan's amendment to appropriate $950. to be raised in the Tax Levy to surface the area were both defeated.
ARTICLE 14. VOTED
to raise and appropriate the sum of $1,620. to build a retaining wall and properly slope the banking on WALNUT STREET between Alexandra Road and Westway for a distance of 530 feet.
ARTICLE 15.
Since a 2/3 vote was required, the following article was DEFEATED, the final vote after recon- sideration of this article being 313 in favor, 162 opposed. (317 votes were required for passage.)
"To see if the Town will vote to authorize the LIBRARY BUILDING COMMITTEE to construct and equip, where necessary, a Library Addition to be connected with the present Green Library, as shown on plans prepared by Isidor Richmond and Carney Goldberg, Architects, which have been approved as directed by vote on Article 13 of the Annual Town Meeting of 1963, and to raise and appropriate, to appropriate by transfer from the Stabilization Fund or from other available funds in the treasury, or borrow, or from any or all such sources, a sum of money for such purpose."
With the completion of the vote on this article, Mr. Condon moved that the meeting adjourn to Thursday evening, March 19, 1964 in the High School Auditorium at 8:00 p.m.

The meeting was called to order at 8:00 p.m.
There being no objection, the non-voters named were allowed to attend the meeting and were seated on the stage.
The first order of business was action on Article 16.
ARTICLE 16. VOTED
299 in favor, 4 opposed to raise and appropriate the sum of $5,000. to cover the costs of the Town's 150th Anniversary Celebration, said sum to be spent under the direction of the Town Celebration Com- mittee and with the approval of the Board of Selectmen.
ARTICLE 17.
The following article was INDEFINITELY POSTPONED - 174 in favor, 50 opposed.
"To see if the Town will vote to name the outdoor athletic facilities at the present high school the "Robert W. Sparkes Field" and to raise and appropriate, or appropriate by transfer from available funds, a sum of money for use by the School Department to purchase and erect an appropriate marker therefor."
ARTICLE 18.
The following article was INDEFINITELY POSTPONED.
"To see if the Town will vote to name the area in the Town Woods off Pillings Pond Road, now partially cleared preparatory to making a baseball field, "The Rev. Andrew C. K. Rich- ards Field" and to raise and appropriate, or appropriate by transfer from available funds, a sum of money for use by the Highway Department to purchase and erect an appropriate mar- ker therefor."
ARTICLE 19.

ARTICLE 20. VOTED UNANIMOUSLY
that the sum of $1,063.90 be raised and appropriated to pay Medical Bills incurred in the line of duty of two police officers of the Town.
Before action was taken on this article, Mr. Moynihan, Chairman of the Finance Committee, read the following letter received by him from Thomas F. Ganley, Chief of Police, with regard to this article and asked that the contents of the letter be incorporated in the records of the Town Meeting.
"March 12, 1964 Chairman - Finance Committee
Lynnfield, Massachusetts
Dear Sir :
Our records show that on 3/14/61 Officer Livermore was injured in line of duty. On 4/19/62 a reoccurance of this back injury developed. On 11/7/63 the officer was admitted to Union Hos- pital on certification by Dr. Chaplik. Bills amounting to $173.40 are certified that they have not been paid.
"Our records show that on 8/18/63 Officer Pepper was injured in line of duty and admitted to Union Hospital on 9/19/63 for injury to cartilage on right knee on certification by Dr. John Crowley. Bills amounting to $890.50 are certified that they have not been paid.
"Total cost for both officers - $1063.90."
ARTICLE 21. VOTED
to appropriate by transfer from Available Surplus Funds, the sum of $45.00 to pay medical bills incurred in 1963 in the line of duty of workers in the Civil Defense Department of the Town provided

that, before payment is made from the funds herein appropriated, the claimants shall file statements of their claims with the Town Clerk, furnishing a copy to the Town Counsel, and the Town Counsel shall file an opinion setting forth that if the facts alleged in the claim are accurate, the Town is legally obligated to pay the amount appropriated.

that the Selectmen be authorized and instructed to appoint a School Site Selection Committee of seven citizens to locate a suitable site for a future elementary school building; that one member of said committee be chosen from the Planning Board, one from the School Committee and one from the Fu- ture School Plant Needs Committee; and the said committee report its findings and recommendations to the 1965 Annual Town Meeting.

ARTICLE 27. VOTED
82 in favor, 71 opposed, to INDEFINITELY POSTPONE action on this article, viz:
"To see if the Town will vote to delete and/or amend Chapter 10, Sections 9 and 11 of the Town Building Laws as follows :
Delete Section 9 and substitute as follows :
Section 9. The exterior walls of each floor level and all spaces between joists over girders or bearing partitions shall be firestopped to completely close all openings with a minimum of 2" wood (nominal) or other material satisfactory to the Building Inspector. Stair carriages shall be firestopped at least once in the middle of each run. Around the chimney at each floor level there shall be inserted into the chimney a strip of metal extending two inches into the chimney and three inches out onto the sub-floor to form a firestop.

All basement ceilings, including all crawl spaces of 2'-6" or more if there is access to the main cellar, shall be plastered with 3/4" of gypsum lath and plaster, completely filling all voids around pipes and including the void between the top of foundation and the ceiling line.
Delete Section 11 and substitute as follows :
Section 11. Roof coverings may be any of the following materials provided they are not ap- plied over more than one layer of the existing material (other than wood shingles) ; flat rib or standing seam nonferrous metal; #235 asphalt strip shingles ; double coverage roll roofing ; five ply tar and gravel; 18" #1 vertical grain red cedar wood shingles provided they are not laid over 51/2" to the weather."
ARTICLE 28. VOTED UNANIMOUSLY to adopt the following by-law:
"Except as otherwise authorized by law, any By-Law, By-Law Amendment, or other en- actment of a Town Meeting which would have the effect of increasing or decreasing the salaries paid to any official or employee of the Town of Lynnfield shall not be deemed to have been adopted or approved at a Special Town Meeting unless at least 90% of those present and voting at said Special Town Meeting vote in favor of adopting or approving the said By-Law, By-Law Amendment, or other enactment."
ARTICLE 29. VOTED
to transfer the sum of $1,150. from Available Surplus Funds to be used by the Park Department to provide artificial lighting for the Tennis Courts located near Suntaug Lake in South Lynnfield.
ARTICLE 30. VOTED
to authorize and instruct the Board of Selectmen to appoint a committee to compile and print the Town By-Laws, Rules and Regulations, a list of the Acts of the Legislature which have been accepted by the Town, and all other data which affects the legal operation of the Town and is presently in force and applicable; said committee to delete all material no longer applicable due to repeal or recision by vote of the Town or by operation of law; to rearrange and renumber items, pages, chapters, etc., where necessary to effect proper sequence; and to do all things necessary to amass said data, as revised or amended to date, into books or pamphlets for the use of the Town and all others concerned.
ARTICLE 31. VOTED to adopt the following by-law, as amended :
Physical Examination. General physical qualifications for employment by the Town may be pre- scribed by the Board of Selectmen. Additional special physical qualifications for a particular position may be prescribed by the officer or board having authority to employ, subject to the approval of the Board of Selectmen. This By-Law shall not apply to elected officers or those members of Departments who have passed civil service examinations, or emergency employees.
1. Every person hereafter employed under the Wage, Salary and Classification Plan, by the Town except (a) elected officials or (b) those members of Departments who have passed a physical examina- tion by Civil Service Commission, shall first be certified by a physician appointed by the Board of Select- men, as physically fit and without congenital or chronic disease or disability that could interfere with reasonable continuous performance of the duties of the position. This shall also apply to occasional or substitute employees. The applicant must conform to the particular requirements of the position, if there are any such in force.
2. The cost of all examinations under this by-law shall be paid in full by the Town Department to which the appliaction for employment is made.
3. The examination shall be recorded on a prescribed form, and the details shall, subject to the provisions hereof, be confidential to the applicant and the examiner. The record shall be deposited with the Board of Selectmen for safe-keeping, the contents subject to future reference only by a physician designated by the Board of Selectmen.
4. The medical examiner may request clinical consultation or laboratory work beyond that specified in the examination form, if in his opinion such information is necessary or advisable.
5. A reasonable interval shall be allowed between the time of examination and certification or re- jection for the purpose of allowing the applicant to effect such correction as would make him employ- able under the regulations.

6. If rejected, the applicant shall be informed by the medical examiner of the cause or causes of his rejection. Appeal from the findings of the medical examiner may be made in writing to the Board of Selectmen within one week of the filing of the results of the examination. Tihs appeal shall specifically authorize the medical examiner to explain the details of the physical examination to the Board of Sel- ectmen and to a physician designated by the applicant. In the event no medical agreement is reached, the Board may then order such further examination as it deems advisable by a third physician, and the prevailing medical decision shall be final.
7. No change in employment to a position for which more exacting physical standards are prescribed shall be made without re-examination and certification of physical qualifications.
ARTICLE 32.
The following article, as amended, was INDEFINITELY POSTPONED.
"To see if the Town will vote to name the auditorium of the new High School now under construction on Essex Street, "The Veterans Memorial Auditorium" and to raise and appro- priate the sum of $100. to be expended by the High School Building Committee to purchase and erect an appropriate marker therefor."
Action on Article 32 having been completed, on motion of Mr. Condon, duly seconded, it was voted to adjourn sine die.

ARTICLE 2.
On motion of Mr. Moynihan, Chairman of the Finance Committee, duly seconded, it was VOTED to adopt the following :
"The Police Department shall provide traffic supervision for the protection of school child- ren at the principal school crossing intersections during such hours as supervision may reason- ably be required, and the salaries of personnel so employed shall be paid from unencumbered funds in Item #37 of the Police Department budget."
The business of the meeting having been completed, on motion of Mr. Wendt, chairman of the Board of Selectmen, duly seconded, it was VOTED to adjourn sine die.

Pursuant to the foregoing warrant, the legal voters of the Town of Lynnfield met in the High School Auditorium in the said Town of Lynnfield on Monday, August 10, 1964.
The meeting was called to order at 8:00 p.m. by John H. Kimball, Moderator, who then proceeded to read the call for the meeting. Unanimous consent was given to the admission of certain unregistered voters.
The part of the warrant preceeding the articles was read by the Moderator. On motion made and seconded, it was voted to dispense with the reading of the articles of the warrant until taken up for ac- tion. The remainder of the warrant was read and also the return of service of the constable.
