SCHOOL COMMITTEE
School Committee: Barbara Tufts, William J. Schultz, Chairman, Robert F. Weiss, Thomas E. Devaney, Bernard
In the succeeding pages of this portion of the Annual Report are presented the individual reports of the Superin- tendent of Schools, Director of Curriculum, Principals and Specialists of our Lynnfield Schools. We believe their reports are worthy of your careful attention for they reflect the goals, aims, aspirations and accomplishments of the professional staff as well as presenting many of the problems confronting our educational system. It is the intent of this School Committee Report to touch only on the highlights of the past year.
Each year there is one salient aspect of our school operations that overshadows all others. This year, it is again the need for increased school plant due to continued growth of the Town. This need was recognized by vote of the 1970 March Town Meeting, and a committee estab- lished to prepare preliminary plans and estimates for an addition to the Senior High School. To assist this commit- tee in its work, the School Committee engaged the firm of Hill, Miller, Friedlaender, Hollander, Incorporated, archi- tects and educational planners, to prepare the educational specifications and design criteria for the proposed addition. The results of this work are contained in the report "Planning for Change," available at the Town Library.
This report would not be complete without recognizing the long and invaluable service rendered by the late Walter Kuestenmacher whose leadership and perseverance have resulted in many well planned and constructed school buildings.
The Town continues to have just cause to be proud of the interest, support and effort of its citizens in educational matters. This is manifested not only by the Town's outstanding monetary support, but also by the countless parents and other citizens who devote many hours to bettering our schools. The Committee is grateful for these efforts.

As a measure of the success of our school system, Lynnfield students continue to achieve distinction when in competition with other students, or when compared with other standards. This is true in science fairs, athletic contests or achievement testing. In this year's graduating class, approximately twice the national average planned to continue their education, with 45% going on to four year degree granting colleges. In addition, thirty three members of the senior class were elected to the National Honor Society and ten were commended by the National Merit Scholarship Board.
The School Committee's most difficult task is to establish a budget which provides adequately for continuing the excellent school system demanded by the townspeople and yet keep costs within bounds. Many hours are spent negotiating with representatives of the Lynnfield Teachers' Association and the State Council for State, County and Municipal Employees to establish wages and working conditions. Careful consideration is given to all budget requests so that the budget will reflect a proper balance of salaries, expenses and capital investment. The cooperation and assistance of the Finance Committee and the Personnel Board are most appreciated.
School Committee meetings are held regularly on the first and third Mondays of each month and townspeople are cordially invited to attend.

Dr. Bernard A. Huntley Superintendent of Schools
As your Superintendent of Schools, it is my pleasure once again to provide this report on the progress of your Lynnfield schools during the past year. I shall, in this portion of our report, try to comment on several matters of interest and importance to the citizens and taxpayers of our community, leaving the elaborative detail on specific programs and school activities to be covered in the individual reports which follow. It is hoped that through a review of the total school report the reader will gain a greater understanding of the many complex factors which contribute to our overall goal of providing optimum educational opportunity for each pupil in our charge.
School Costs: In these days of continued inflation accompanied by a major slow-down in the economy, I would like to discuss the cost of education as a first consideration in this report for, as is appreciated by all, the support of our schools represents the major public expendi- ture within every community. Specifically, I would like to address myself to the question of what the school admini- stration is doing to keep school expenditures at a minimum consistent with the kind of quality educational program expected by the citizens of Lynnfield.
As an initial response to this question I would state that there is much that the school administration can do and is doing to keep school costs from galloping ahead and, further, that there is concrete evidence that these efforts are bearing results. It may come as a surprise to some, but in actuality only 20% of the total school budget is subject to administrative economies, for a full 80% of the total school costs are reflected in the salary decisions made by the town citizens elected to serve on the School Commit- tee. They must annually attempt to make salary decisions of a most complex sort, reflecting a concern for impact on the tax dollar, fairness to individuals facing continued increases in the cost of living, and, also, they must ensure that Lynnfield maintain its ability to attract and maintain qualified professional personnel in competition with other communities in the area. The process by which this is accomplished is greatly affected, of course, by the provis- ions of State statutes which authorize and govern collective bargaining by public employees. The negotiations between the School Committee and the Lynnfield Teachers Associa- tion alone, for example, extended from October 1969 through September 1970 before an agreement was reached and, due to a stalemate, required the services of both a fact finder and, subsequently, a State appointed mediator in resolving the salary dispute. In addition to the teachers, the School Committee must establish salaries for a great many other personnel including school administrators, nurses, clerical help, custodians, cafeteria employees, school aides, coaches of athletics and other extra-curricular activities, supervisors, department heads, etc., all of which collectively equal over 80% of our operational budget. Increases granted in these salary areas, plus the addition of new personnel, accounted for a cost increase of $264,128 or 11.4% over the previous year. When one considers that the total 1970 budget increase amounted to 16.6% over 1969, it can be seen that most of the added expenses of school operation are attributable to personnel costs.
The remaining 20% of the budget which covers all non-salary areas represents those items most amenable to careful economies in preparation and review by the school administration and subsequent decision by the School Committee. In this respect I believe that it is somewhat of an achievement to report that in those segments of the budget which we might term as instructional costs (school supplies and materials, library services, curriculum develop- ment, acquisition of equipment, athletics, custodial supplies) our budget increased only 2.2%, despite a contin- ued pupil enrollment increase and higher costs of materials.
When one adds to this, other increases represented by higher utilities costs, increased transportation charges, a replace- ment bus, and more money for a labor consultant for collective bargaining, and new costs associated with the first full year of operation for additions to both the Huckleberry Hill and Summer Street Schools, the total increase for this non-salary area of the school budget was 5.2% over the costs of the previous years. It is submitted that an increase of 5.2% does represent careful economy by your school system, particularly so when our costs for instructional materials continue to rise and, most importantly, more pupils (4.5% in 1969) continue to be added to our system each succeeding year. Further efforts at prudent reduction of operational costs have similarly permeated our prepara- tion of the coming 1971 school budget.
Before leaving the subject of school costs, I would like to mention that in April 1970 the Lynnfield schools participated in the special task force study on school expenditures authorized by the Massachusetts Advisory Council on Education. Mr. Albert J. McNulty, Comptroller of the Boston Edison Company, and Mr. Charles Bogart of the Prudential Life Insurance Company represented the Task Force in visiting Lynnfield and reviewed in detail such aspects of school operation as accounting practices, pur- chasing, data processing, general administrative procedures, school transportation, insurance, lunch program, building operation and maintenance, space utilization, facilities planning, and attendance services. While many helpful suggestions were shared during the visit, we were pleased to see that our overall management practices were reflective of the approaches being advocated by the Task Force. The summary report of this study group, Report of the Massachusetts Business Task Force for School Management, was published in September, 1970.
School Enrollment: Our September opening enrollment was 2975 pupils, which represented a gain of approximately 2% over the previous year. If this increase could have been distributed evenly over the entire twelve grades it would have had far less impact on our operation as well as instructional costs, but such was not the case. Our Senior High School, for example, experienced a sharp increase of 6.5% over the year before, while the Junior High School increased approximately 2%. For the first time in many years there was no increase on the elementary level. In applying this data to a consideration of school space, we find that both of our secondary schools are close to the maximum design capacity of their buildings, while eleven of the twelve new elementary classrooms added in 1969 are presently being fully utilized.
School Facilities Planning: This report will not attempt to provide a full review of the background information leading up to the present proposal for an addition to the Senior High School, for this has been outlined in detail in earlier publications. Reference is made briefly, however, to the 1969 Study on Organization of the Lynnfield Schools which concluded that, from both an educational as well as an economic point of view, it made the most sense to add sufficient space to the High School to permit it to accommodate its increased enrollment while at the same time changing to a full four year high school. Linked in with this planning was the conversion of the present Junior High School to a middle school composed of pupils in grades 6, 7 and 8, without major changes to the present building, thereby also freeing sufficient space in our present elementary schools to provide for the addition of kindergartens by 1973 as required by State mandate.
