IN MEMORIAM
CHARLES W. KESSLER 1916-1970
On June 29, 1970 Lynnfield lost one of its most outstanding civic leaders. Few men in our town have contributed as much to the community in as broad a variety of public services as Charles W. Kessler when he died at the age of 54.
His vigorous leadership in the affairs of the town and in the greater Lynn area was always conducted in a sincere, forthright, gentlemanly manner.
His leadership abilities were recognized early in his career when he won all-scholastic honors at Salem High School and later as captain of his Harvard College football team.
Charles Kessler devoted unsparingly of his time and effort in the assistance of young people. He was a member of the Lynnfield School Building Committees. His dedicated work spanned the decade when Lynnfield schools experienced its rapid growth. His foresight and judgment helped plan and carry out the orderly development from a two elementary school plant to its present highly regarded educational system.
He continued in his work for youth as president of the Lynn Y.M.C.A. and as chairman of its new building fund steering committee after many years of service on the Y.M.C.A. Board of Directors.
During World War II he was awarded the Bronze Star Medal for his service in Europe and continued his military career as a Colonel in the Army Reserve.
Mr. Kessler also contributed in other civic responsibilities as president of the Greater Lynn Chamber of Commerce, as president of Lynn Rotary Club and of Camp Rotary Inc. He was chairman of the Junior Achievement of Greater Lynn and a former president of Community Council and vice president of the Union Hospital.
Charlie Kessler's friends enjoyed his genuine smile, firm handshake and his clear rhetoric. Those who knew him well were endeared to him by his many acts of kindness and his willingness to advise, assist and give of himself.

IN MEMORIAM
WALTER H. KUESTENMACHER 1903-1970
The Town of Lynnfield lost a good friend when Walter Kuestenmacher passed away on September 1, 1970.
Walter was a distinguished public servant, who gave freely of his time, had talent, which, with years of experience, added up to wisdom. These factors, along with Walter's total dedication to Lynnfield, made him a unique person. One resident in mourning his loss said of him, "Walter is Lynnfield."
During the course of his public service he participated in eight of the ten major building projects, seven of which were schools. Many times he was called upon to be chairman of these various building projects. He knew how to guide the committee tactfully while being its leader and spokesman. This was no easy task for Walter, who preferred to do the background work and shun the limelight.
There were times when hard decisions had to be made. If a project required additional funds the townspeople were informed that in order to do the job properly more financial help was needed. If the interests of the townspeople were being jeopardized by a contractor those interests would be defended, even if it required a court decision.
Those of us who were privileged to be his friends knew him to be a man of culture and good taste. He had a love of classical music, enjoyed playing the organ, owned a valuable model train collection, had a flair for fashion, and was a gourmet. He put his time to good use. His retirement was merely a transition to his next avocation, that of helping the townspeople of Lynnfield. He sought to continue this in his legacy, leaving his organ to the Episcopal Church and a substantial part of his estate to scholarship.
Since his passing many of us have suggested various ways to honor his memory. No matter what we propose we already have memorials to this fine man. Winston Churchill once said, "We shape our buildings, thereafter we are shaped by them ... " The building accomplishments of Walter Kuestenmacher for Lynnfield will shape our people for a long time to come.

IN MEMORIAM
CHARLES E. HERLIHY 1912-1970
In December 1970, Lynnfield lost a beloved and honored friend in the passing of Charles Herlihy. Although he and his family lived in Reading for the past year, his roots were tied to Lynnfield, where for twenty years he took an active part in the growth of the community.
In the educational program, he served on Lynnfield School Planning and Building Committees, was a member of the former citizens advisory group of the school committee, and he and his wife, Muriel, were former presidents of the South School Parent-Teacher Association.
Always a civic minded person, he was a Trustee for seven years of the Lynnfield Public Library and contributed much to the high standards of our library system. He was a former chairman of this board. He was a member of the Capital Outlay Budget Committee and a past president of the South Lynnfield Couples Club. He was also a former president of the Lynnfield Chapter of the American Field Service.
A deeply religious person, he was an active member and assisted in the growth of Our Lady of the Assumption Catholic Church. A respected member of the Boston brokerage firm of F.L. Putnam and Company, a very close family man, and a person with many varied interests, Mr. Herlihy was a diligent contributor to everything in which he took part.

The year 1970 was one in which several significant actions took place including continuing progress on some important problems of the past.
The most significant actions accomplished are the completion by the Charter Commission of its task to write a charter for the town, the appointment of a full time Fire Chief, the opening and the use of the Teen Center, and the completion of acquisition of a new elementary school site.
The Charter, which will be voted on at the Annual Town Elections in March 1971, preserves the same bas- ic form of government but makes some changes which are expected to improve the operation of the govern- ment by combining departments, strengthening lines of responsibility, and making other procedural changes in financial matters, administration, and town meetings.
The Board of Selectmen strongly urges every voter to read the new charter, compare it with the present, and make your own evaluation. If you agree with us, you will vote favorably on it and we will be making a great leap forward in Municipal Administration.
The appointment of a full time Fire Chief was made on September 19, 1970 when Chief Robert J. Desmond became the department head. In a short peri- od of time he has improved the performance of the department immeasurably toward the goal of improved fire protection. As the year closed, the new chief
recommended the addition of full time firefighters in 1971. While it is clear that the appointment of a full time Fire Chief was the first step in a program to devel- op a part full-time, part part-time department, it is not clear exactly when, and with how many full-time men, the total program should be implemented. At this writ- ing, the Selectmen are reviewing this question.
During the year other action was taken regarding the persistent drainage problems facing much of the Town. The new drainage maps were completed on our recently acquired topographic maps. We expect these new maps to facilitate the study and solution to the scattered, but plentiful, problems that continue to plague some of our residents.
Action was taken by Special Town Meeting to cor- rect two drainage problems in the Glen Meadow Park area and, when completed in the early spring of 1971, is expected to improve conditions considerably.
In preventative action, the town was forced to take court action to stop the building of three new homes in a flooded flood plain area of Chestnut Street. The courts upheld the Town and thus we have eliminated at least one new future problem.
In other activity, the Selectmen constructed a new 52 car parking lot adjacent to the original Town Hall lot and also installed attractive colonial-style lighting for both lots.

The Board, in 1970, perambulated the town boun- daries with Middleton, Saugus, Peabody, and Lynn.
Several major problems requiring continual action at the end of the year including the cost and service of rubbish disposal; the acquisition, control, and use of Pillings Pond; the next school building program; and traffic problems on Salem Street, east of Route 1 and at the intersection of Walnut Street.
Rubbish collection and disposal is the most urgent of these problems which needs immediate solution in early 1971. Action by the State imposing the no- burning edict has compounded the problem. The cost of this service with an outside contractor will increase by almost 150% in 1971 and the service for the past several years has been unacceptable. We may find it to be in the best interest of the town to perform this service ourselves.
Other items, where action is continuing, is wage and salary negotiations with the Municipal Employees Union and the Police Association, pursuit of land for a future site of a department of public works facility, further study on Low Cost Housing for the Elderly, and a final report from the Historic District Study Committee.
The outlook for the future is a mixture of despair and hope. We despair at the increased cost of govern- ment but we hold out some hope that the State, through a master tax plan, and the Federal government, through direct revenue sharing, will shift some of the load off the property tax and strike a better balance on people's ability to pay.
