In Retrospect
For contrast between the current business and activity of the Town recorded in this annual report, included are some factual excerpts from historical sources and some interesting old pictures. A wonderful and descriptive account of the wilderness from which Lynnfield was carved came from an old time journal. The spelling is as it appears in the source. The cover worked up by Mrs. Howard Kurt is illustrative of the old style printing used in publications. An example is the Town's 1850 Annual Report shown fully re- produced on the inside front cover. The scene on the cover is from an old photograph of the corner grocery, Broadway (Newburyport Turnpike) and Salem Streets taken about 1903. The store was reportedly run by Alfred Copeland. The picture of the group with the magnificient horses was then a farm where the Junior High School now stands. Mrs. Leslie Newman's contribution to this pictoral effort is sincerely appreciated.

RECORD OF ACTION TAKEN AT ANNUAL TOWN MEETING HELD MARCH 13, 1967 IN THE JUNIOR HIGH SCHOOL AUDITORIUM
JOHN H. KIMBALL Moderator
Pursuant to the foregoing warrant the legal voters of the Town of Lynnfield met in the Junior High School Auditorium in the said Town of Lynn- field on Monday March 13, 1967.
The meeting was called to order at 8:05 P.M. by John H. Kimball, Moderator.
On motion of Mr. Robert F. Perkins, Chairman of the Board of Selectmen, a moment of silence was observed in tribute to Msgr. John J. Linnehan, Pastor of Our Lady of Assumption Church, who had passed away on March 11, 1967.
With the consent of the voters certain unregistered persons named by the Moderator were admitted to the meeting and they were seated on the stage.
The call for the meeting was read by Mr. Kimball as was that part of the warrant preceding the articles. Mr. Kimball then announced that unless there was any objection, the articles would not be read until taken up for action. There being none, the Moderator read that part of the warrant following the articles including the signatures of the Selectmen and the return of service of the constable.
On motion of Mr. Perkins, duly seconded, it was voted unanimously to adjourn to Thursday. March 16, 1967 at 8:00 P.M. in the Junior High School Auditorium, and the gymnasium if need be, if the business of the annual town meeting was not complete in this first session.
ARTICLE 1
On motion of Mr. Perkins, duly seconded, it was VOTED UNANIMOUSLY to appoint Mr. Walter M. Riggs, Mr. Robert C. Rourke and Mr. James C. Fletcher as Field Drivers; Mr. Walter M. Riggs as Pound Keeper and Mr. Perley P. Burrill, Mr. Daniel Kelleher and Mr. Robert C. Rourke as Wood Measurers.
ARTICLE 2
On motion of Mr. Perkins, duly seconded, it was VOTED to accept the reports of town officers and special committees as published.
ARTICLE 3
On motion of Mr. Palizzolo, duly seconded, it was VOTED to transfer the sum of $1,183.19, Dog License money refunded by the County of Essex, to Item 127 of Article 7 - Expenses of the Library.
ARTICLE 4
On motion of Mr. Warburg, Chairman of the Finance Committee, duly seconded, it was VOTED to fix the compensation of each of the elective officers of the Town as required by General Laws, Chapter 41, Section 108, as amended, as follows :

Road Commissioner $9175. * The Town Counsel has ruled that the Tree Warden and Moth Superintendent Budgets must be separated. The time devoted to these two functions is Tree Department - 37 weeks and Moth Department - 15 weeks. The total compen- sation for these functions has been pro-rated on this basis.
This article had been reconsidered at the second sitting of the Town Meeting held on Thursday, March 16, 1967 and the Tax Collector's salary was reduced to $3400. from the $4500. voted at the first meeting.
ARTICLE 5
On motion of Mr. Palizzolo, duly seconded, it was VOTED UNANIMOUSLY to authorize the TOWN TREASURER, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue for the financial years beginning January 1, 1967 and January 1, 1968, in accordance with the provisions of General Laws, Chapter 44, Section 4, and to renew any note or notes as may be given for a period of less than one year, in accordance with the provisions of General Laws, Chapter 44, Section 17.
ARTICLE 6
On motion of Mr. Applin, duly seconded, it was VOTED that the Town amend Chapter 21 (formerly Chapter 19) of the by-laws of the Town entitled "Classification of Employment" by establishing only all the hourly pay rates and classification in accordance with the schedule recommended in 1966 by the Wage Study Committee adding thereto the classification of Senior Library Assistant to Grade Five and by deleting from said chapter any reference to the salaries of part-time annual employees of the town provided, however, that no incumbent now employed shall suffer any loss or decrease in compensation and that all wages covered in this schedule be made retroactive to January 1, 1967.

On motion of Mr. Warburg, duly seconded, it was VOTED to raise in the tax levy the sums of money for the necessary town changes and expenses, except for those which are to be transferred from available surplus, and give authority to credit the value of old equipment to be turned in toward the purchase price of new equipment : said sums of money to be expended under the direction of the respective boards, com- mittees, or officers of the town in the amounts and limited to the purposes as recommended in the 1967 recommendations of the Finance Committee or amend- ments thereto.

When the meeting was called to order at 8:00 P.M., the Moderator admitted persons wishing to attend the meeting and they were seated on the stage.

After all items of the budget article had been acted on, on motion of Mr. Osberg, duly seconded, a motion for reconsideration was lost.
Also lost was Mr. Spencer Campbell's motion to adjourn to next Monday evening March 20 in the Junior High School Auditorium.
ARTICLE 8.
On motion of Mr. Palizzolo, duly seconded, it was VOTED to transfer from Available Surplus Funds the sum of $25,000. for construction of Chapter 90 Highways in accordance with General Laws, Chapter 90; when reimbursed by State and County said reimbursements to revert to the Available Surplus Funds. (The work covered by this article is Summer Street from Eliot Road to the junction of Summer and Walnut Streets.)
ARTICLE 9
On motion of Mr. Palizzolo, duly seconded, it was VOTED to appropriate the sum of $22,000.00 to be used to reconstruct a portion of Salem Street, Lynnfield, from the Wakefield line to Walnut Street, and to meet such appropriation that the sum of $17,428.33 be raised and appropriated.
ARTICLE 10
On motion of Mr. Fletcher, duly seconded, and amended by Mr. Harriss, it was VOTED to raise and appropriate the sum of $4,600.00 to be used for the construction and/or resurfacing by the Highway Department of the parking lot of the South Hall together with landscaping an area 30 feet wide border- ing Summer Street from the boundary of State High- way 128 to the existing landscaped area of the South Hall excepting the driveway therein.
ARTICLE 11
On motion of Mr. Oquist, duly seconded, it was VOTED to raise and appropriate the sum of $2,126.00 to be used to reconstruct a portion of Perry Avenue, Lynnfield, from number 75 Perry Avenue, a distance of approximately 535 feet, to the end of Perry Avenue.
At 10:45 P.M. on motion made and seconded, it was VOTED to adjourn to Monday, March 20, 1967, at 8:00 P.M. in the Junior High School Auditorium and Gymnasium if need be.

THIRD SITTING OF ANNUAL TOWN MEETING HELD MONDAY, MARCH 20, 1967 IN THE JUNIOR HIGH SCHOOL AUDITORIUM
The meeting was called to order at 8:05 P.M.
Unregistered persons admitted to the meeting were seated on the stage.
ARTICLE 12
On motion of Mr. Perkins, duly seconded, it was VOTED, 374 in favor and 2 opposed, to transfer from AVAILABLE SURPLUS FUNDS, the sum of Ten Thousand Two Hundred Forty Five Dollars ($10,245.00) to be paid to Raymond R. Pearson and Evelyn G. Pearson in addition to the sum of Thirty Thousand Dollars ($30,000.00) already paid them under the authority of Article 3. of the Special Town Meeting of June 2, 1966 and to authorize and instruct the Board of Selectmen to settle the Land Damage Claim of said Raymond R. Pearson and Evelyn G. Pearson by making said additional payment and permitting said Raymond R. Pearson and Evelyn G. Pearson to use and occupy until October 1, 1967 the premises formerly owned by them and taken by Eminent Domain by the Town under the authority of said Article of said Special Town Meeting, free from any and all charges except utilities and without any obligations of any kind on the part of the Town except to refrain from evicting said Pearsons during said period.
ARTICLE 13
On motion of Mr. David Rodham, duly seconded, it was VOTED to appropriate by transfer the sum of Five Hundred Dollars ($500.00) from the Sale of Lots and Graves Fund to be used by the Park and Cemetery Commission to develop and extend Forest Hill Cemetery.
ARTICLE 14
On motion of Mr. Palizzolo, duly seconded, it was VOTED that the sum of One Thousand Seven Hundred Sixty Four Dollars and Ninety Nine Cents ($1,764.99) be transferred from the Conservation Commission to the Conservation Fund.
ARTICLE 15
On motion of Mr. Bennett Keenan, duly seconded, it was VOTED to raise and appropriate the sum of Three Thousand Five Hundred Dollars ($3,500.00) for the Conservation Fund.
A motion to increase this amount to $7.500.00 was lost.
ARTICLE 16
On motion of Mr. Kautz, duly seconded, it was VOTED to create a Public Recreation Commission under the provisions of General Laws, Chapter 45, Section 14, with the following duties and powers :
SECTION I - This Commission shall be ap- pointed by the Board of Selectmen, and shall consist of five persons serving without pay, who shall be bona fide residents of the Town. The term of office shall be for five (5) years, or until their successors are appointed and qualified, except that the members of such Commission first appointed shall be appointed for such terms that the term of one member shall expire annually thereafter. Vacancies in such Com- mission occurring otherwise than by expiration of term shall be filled by the Selectmen for the unexpired term. The School Committee, the Planning Board, Conservation Commission and the Park and Cemetery Commission shall each appoint one of their members to serve ex-officio on this Commission.
